*A gunman identified as 34-year-old Iraq War veteran Ivan Lopez opened fire at the Fort Hood military base in Killeen, Texas on Wednesday, reportedly killing three service members before committing suicide. Officials reported that Lopez was being treated for several mental health conditions, including anxiety and depression, and was being screened for possible Post-Traumatic Stress Disorder (PTSD). But despite his ongoing treatment, Lopez wasn\'t barred from owning a gun. In fact, he recently purchased the .45-caliber semiautomatic pistol that he used during Wednesday\'s shooting spree.

Current federal law only bars people who have been involuntarily committed to inpatient mental health treatment or officially adjudicated mentally ill by a court from owning a firearm and the Department of Veterans Affairs (VA) reports veterans to the background check system if they\'ve been deemed mentally incompetent. The Obama administration took several steps to enhance those rules at the beginning of this year, but gun safety advocates told ThinkProgress that more needs to be done, particularly for soldiers afflicted with PTSD...* The Young Turks host Cenk Uygur breaks it down.

Malaysian police said on Saturday an Al-Qaeda linked terror group from the Philippines was believed to be behind the killing of a Taiwanese tourist and the kidnapping of his wife.

Unidentified gunmen shot dead Hsu Li-Min, 57, and kidnapped his wife Chang An-Wei, 56, early Friday on Pom Pom Island, a popular scuba diving location in the eastern state of Sabah on Borneo island.

The incident - in a remote part that was rocked earlier this year by a bloody Philippine militant incursion - has underlined continued threats in the region despite a Malaysian security clampdown.

Police chief Khalid Abu Bakar said the Islamist extremist group Abu Sayyaf was suspected to be behind the attack.

An investigation by The Associated Press suggests that the USAID developed a bare-bones text messaging system called ZunZuneo, similar to a Twitter-style social media platform, to offer Cubans a system of free communication and encourage democracy. Thousands of private cellphone numbers were used to circumvent tight government controls. Gwen Ifill learns more from the AP's Jack Gillum.

But despite his ongoing treatment, Lopez wasn't barred from owning a gun. In fact, he recently purchased the .45-caliber semiautomatic pistol that he used during Wednesday's shooting spree. Current federal law only bars people who have been involuntarily committed to inpatient mental health treatment or officially adjudicated mentally ill by a court from owning a firearm and the Department of Veterans Affairs (VA) reports veterans to the background check system if they've been deemed mentally incompetent. The Obama administration took several steps to enhance those rules at the beginning of this year, but gun safety advocates told ThinkProgress that more needs to be done, particularly for soldiers afflicted with PTSD...* The Young Turks host Cenk Uygur breaks it down. *Read more here from SY MUKHERJEE at Think Progress: http://thinkprogress.org/health/2014/04/03/3422450/fort-hood-shooting-mental-health-gun-ownership/ Also learn more here from the New York Times: http://www.nytimes.com/2014/04/04/us/fort-hood-security-problems.html?_r=0 ********** The Largest Online News Show in the World. The location and mechanism of the earthquake are consistent with slip on the primary plate boundary interface, or megathrust, between the Nazca and South America plates. At the latitude of the earthquake, the Nazca plate subducts eastward beneath the South America plate at a rate of 65 mm/yr. Subduction along the Peru-Chile Trench to the west of Chile has led to uplift of the Andes mountain range and has produced some of the largest earthquakes in the world, including the 2010 M 8.8 Maule earthquake in central Chile, and the largest earthquake on record, the 1960 M 9.5 earthquake in southern Chile.
