Most of the increase will come from the oil sands of northern Alberta but environmentalists are warning of a powerful impact on greenhouse gas emissions. It exposes how a handful of multinational corporations and state-owned national oil companies from foreign countries plan to exploit our energy resources. How does the Building Canada Plan help communities? In Halifax, one example is the Halifax Central Library; a modern library that will be an attraction for residents and visitors alike. World-class infrastructure is the backbone of our country's economic productivity. The New Building Canada Plan builds on the Government's unprecedented investments in infrastructure. Many communities have already benefitted from the Building Canada Fund and the New Building Canada Plan will ensure that many more will. Halifax has benefitted from the Building Canada Fund: the new Halifax Central Library has created jobs, strengthened the community and is a new attraction for visiting tourists. In 2007, an investment of $33 billion resulted in over 12,000 provincial, territorial and municipal infrastructure projects across Canada. The stimulus phase of Canada's Economic Action Plan (EAP) supported an additional 30,000 infrastructure projects that created immediate jobs and enhanced Canada's long-term economic growth and competitiveness. The New Building Canada Plan, introduced in EAP13, represents the largest and longest federal infrastructure plan in our nation's history. The New Building Canada Plan includes $53 billion for provincial, territorial and municipal infrastructure over the next decade.
