It now appears that Putin's personal retaliation has been leaked in advance, and according to the Daily Beast's Josh Rogin, it will involve an in kind response where various US senators and highly placed officials will be banned from visiting Russia, and likely also see their particular assets — if any — in Russian custody promptly frozen. "Sanctions could lead to retaliatory action, and that would trigger a spiral with unforeseeable consequences," warns China's envoy to Germany adding that "we don't see any point in sanctions." On the heels of Merkel's warning that Russia risked "massive" political and economic damage if it did not change course, Reuters reports ambassador Shi Mingde urged patience saying "the door is still open" for diplomacy (though we suspect it is not) ahead of this weekend's referendum. Russia's Deputy Economy Minister Alexei Likhachev responded by promising "symmetrical" sanctions by Moscow. So now we have China joining the fray more aggressively. A Kremlin economist, Sergei Glazyev, told RIA Novosti the Russian government may not repay loans owed to the financial cartel if the United States imposes sanctions on the country in response to the Crimea intervention. "If sanctions are applied against state structures, we will be forced to recognize the impossibility of repayment of the loans that the US banks gave to the Russian structures. Indeed, sanctions are a double-edged weapon, and if the US chooses to freeze our assets, then our equities and liabilities in dollars will also be frozen. This means that our banks and businesses will not return the loans to American partners," he said. Additionally, Glazyev said, Russia would likely dump the dollar to reduce its dependence on the U.S. financial system and switch to other currencies. "We have wonderful economic and trade relations with our Southern and Eastern partners," he said. "We will find a way not just to eliminate our dependence on the U.S. but also profit from these sanctions." Such offenses can be as minor as a parking ticket, smoking in prohibited areas or even jaywalking. Of course, if and when the sanctions expand to include various oligarchs and/or mega corporations on either side of the border, the fallout would be far more dramatic should Russian billionaire owners of New York City penthouses or Los Angeles mansions be forced to liquidate their holdings, or if E&P; companies in Russia suddenly find their assets partially nationalized. Foreign central banks' Treasury bond holdings parked at the Federal Reserve dropped by the most on record in the latest week. Some analysts think the crisis in Ukraine is sparking the move. Their theory: Russia is shifting its Treasury bond holdings out of the Fed and into offshore accounts. That way, Russia would be able to buy or sell its portfolio if the U.S. and its European allies impose economic sanctions amid growing geopolitical tensions in Ukraine. Treasury securities held in custody for foreign official and international accounts tumbled by $105 billion in the week that ended Wednesday, according to weekly data released late Thursday. That shrank Treasury bond holdings by foreign central banks to a 15-month low of $2.855 trillion, though still near a record high of $3.02 trillion set in December. Relations between the West and Russia have deteriorated sharply in recent days as Crimea prepares to hold a referendum Sunday on whether to split from Ukraine and join Russia. Ukraine, the European Union and the U.S. view that vote as illegal. The U.S. and Germany warned that Russia could face economic sanctions if the crisis worsens. "The upcoming referendum in Crimea and multiple threats of sanctions could have triggered a significant reallocation of Treasurys to non-US custodians," said Shyam Rajan, interest rate strategist at Bank of AmericaBAC -2.10% Merrill Lynch in New York. Russian entities held $138.6 billion of Treasury debt as of December 31 which includes both official and private holdings, according to the Treasury Department's website. Despite the selling by central banks, Treasury bond prices have strengthened for each trading session this week as investors sought protection from the haven market over worries about Ukraine's geopolitical tensions and China's slowing economy. Some traders took the bond market's strength as a sign foreign central banks merely transferred their bonds to different accounts, rather than selling them. "If central banks were selling that much Treasurys, the market would have noticed and would not have traded as well as it has this week," Mr. Cronin said. The U.S. has around 1,000 military bases around the world. The Pentagon, however, puts the number at 662 in 38 different countries. Kerry's outrage and the corporate media manufactured opposition to Russia's supposed invasion of Ukraine would be far less hypocritical if Americans were not so oblivious to the bases their government maintains in foreign countries. Its GRAU designation is 3M55. Development reportedly started in 1983, and by 2001 allowed the launch of the missile from land, sea, air and submarine. The missile has the NATO reporting codename SS-N-26. It is reportedly a replacement for the P-270 Moskit, but possibly also for the P-700 Granit. The P-800 was reportedly used as the basis for the joint Russian-Indian supersonic missile the BrahMos. The Syrian civil war[54] is an ongoing armed conflict in Syria between forces loyal to the Syrian Ba'ath Party government and those seeking to oust it. The conflict began on 15 March 2011, with popular demonstrations that grew nationwide by April 2011. These demonstrations were part of the wider Middle Eastern protest movement known as the Arab Spring. Protesters demanded the resignation of President Bashar al-Assad, whose family has held the presidency in Syria since 1971, as well as the end to over four decades of Ba'ath Party rule. In April 2011, the Syrian Army was deployed to quell the uprising, and soldiers were ordered to fire on demonstrators across the country.[55][56] After months of military sieges,[57] the protests evolved into an armed rebellion. Opposition forces, mainly composed of defected soldiers and civilian volunteers, became increasingly armed and organized as they unified into larger groups. However, the rebels remained fractured, without organized leadership. The Syrian government characterizes the insurgency as an uprising of "armed terrorist groups and foreign mercenaries".[58] The conflict has no clear fronts, with clashes taking place in many towns and cities across the country.[59] The Arab League, United States, European Union, and other countries condemned the use of violence against the protesters. The Arab League suspended Syria's membership because of the government's response to the crisis, but granted the Syrian National Coalition Syria's seat on 6 March 2013.[60] The Arab League also sent an observer mission in December 2011, as part of its proposal for peaceful resolution of the crisis. A further attempt to resolve the crisis was made through the appointment of Kofi Annan as a special envoy. Until late 2011 the armed conflict had not reached the biggest cities of Damascus and Aleppo.[61] Suicide bombings in the capital marked growing influence of jihadist group Jabhat al-Nusra within the opposition forces, while Hezbollah entered the war in support of the Syrian army.[62][63][64] In mid-2012 full-scaled urban battle began in Damascus, followed by the even more deadly battle of Aleppo. On 15 July 2012, the International Committee of the Red Cross assessed the Syrian conflict as a "non-international armed conflict" (the ICRC's legal term for civil war), thus applying international humanitarian law under the Geneva Conventions to Syria. The war degenerated into a stalemate in early 2013, with both sides making limited advances in different places.[65][66][67] According to the UN, the conflict was becoming "overtly sectarian in nature",[68] though both the opposition forces and the Syrian government deny that sectarianism plays any key role in the conflict.[69][70][71] On 2 January 2013, the United Nations released an estimate that the war's death toll had exceeded 60,000;[72] by 15 May, this figure was updated to 80,000.[40] According to various opposition activist groups, between 70,000 and 82,565 people have been killed,[39][41][33][73] of which about half were civilians,[74] but also including 34,420 armed combatants consisting of both the Syrian Army and rebel forces,[33] up to 1,000 opposition protesters[38] and 1,000 government officials.[34] By October 2012, up to 28,000 people had been reported missing, including civilians forcibly abducted by government troops or security forces.[75] According to the UN, about 1.2 million Syrians have been displaced within the country.[76] To escape the violence, as many as 1.4 million Syrian refugees have fled to neighboring countries.
