The president's request for congressional authorization for limited military strikes against Syrian President Bashar Assad's regime is at the heart of all the discussions planned in Washington over the next several days as Obama sends his top national security advisers to the Capitol for a flurry of briefings. And with the outcome of any vote in doubt in a war-weary Congress, Obama was to meet Tuesday with leaders of the House and Senate armed services committees, the foreign relations committees and the intelligence committees. Obama won conditional support Monday from two of his fiercest foreign policy critics, Republican Sens. John McCain of Arizona and Lindsey Graham of South Carolina. A congressional vote against Obama's request "would be catastrophic in its consequences" for U.S. credibility abroad, McCain told reporters outside the White House following an hour-long private meeting with the president. But despite Obama's effort to assuage the two senators' concerns, neither appeared completely convinced afterward. They said they'd be more inclined to back Obama if the U.S. sought to destroy the Assad government's launching capabilities and committed to providing more support to rebels seeking to oust Assad from power. "There will never be a political settlement in Syria as long as Assad is winning," Graham said. McCain said Tuesday he is prepared to vote for the authorization that Obama seeks, but the Arizona Republican also said he wouldn't back a resolution that fails to change the battlefield equation, where Assad still has the upper hand. In an appearance on NBC's "Today" show, McCain called it "an unfair fight" and said that if the authorization for U.S. military intervention doesn't change the balance of power, it "will not have the desired effect." Sen. Robert Menendez, D-N.J., chairman of the Senate Foreign Relations Committee, said he believes the panel will back Obama if the administration explains "the full case" for the use of force as well as what it sees as the end result. "Not acting has huge consequences," Menendez said on "CBS This Morning" Tuesday. "It sends a message" not just to Syria, he said, but to Iran, North Korea and terrorist groups. After a decade of war in Iraq and Afghanistan, polls show most Americans opposed to any new military action overseas. That reluctance is being reflected by senators and representatives, some of whom say Obama still hasn't presented bulletproof evidence that Assad's forces were responsible for the Aug. 21 attack that U.S. intelligence says killed 1,429 people, including more than 400 children. Others say the president hasn't explained why intervening is in America's interest. After a Labor Day weekend spent listening to concerned constituents, Sen. Chris Coons, D-Del., said the administration needed to make its case on these points, if only to counter the misinformation and conspiracy theories circulating about Obama's plans. "Several people asked me if we were only interested in getting Syria's oil," Coons, a member of the Senate Foreign Relations Committee, said in a telephone interview with The Associated Press. "It's important that Americans get the facts." Petroleum is hardly the most pertinent question. Even before Syria's hostilities began, its oil industry contributed less than half a percent of the world's total output. John McCain has been one of the strongest Republican voices in Congress opposing the conservative efforts to repeal, defund, or delay Obamacare. He took to the Senate floor on Tuesday to continue pressing that point, as well as scolding Congress and saying they should all be "ashamed" for allowing the government shutdown to keep going. McCain was set off by the news that during the shutdown, military benefits are being held up. He said Congress is so unpopular that "we're down to blood relatives and paid staffers" at this point, asking his colleagues, "Shouldn't we be embarrassed about this? Shouldn't we be ashamed?" McCain called for both sides to "sit down and talk like grown-ups," and proceeded to revisit exactly why he hasn't been going along with the conservative fight on Obamacare. "Somehow, to think that we are going to repeal Obamacare, which would have required 67 Republican votes, of course, was a false premise, and I think did the American people a great disservice by convincing them that somehow we could." He also addressed much of the cross-party and intra-party fighting going on in Washington, saying, "Stop attacking each other and impugning people's integrity and honor!" John McCain (R-TX) appeared on Fox News Channel on Friday where he was asked for his thoughts on the White House's days of inaction after learning that the families of fallen veterans would be unable to access their death benefits during a government shutdown. McCain quickly steered the conversation towards the reason for the government shutdown in the first place, asking when those in the Republican Party who forced it should be "held accountable." Fox News anchor Martha MacCallum began by asking McCain how he thinks President Barack Obama has handled the news that veterans would be unable to access their benefits. "I think it's been terribly handled by the White House, but let's have a little straight talk, Martha," McCain replied, immediately shifting gears. "They wouldn't have had the opportunity to handle it that way if we had not shut down the government on a fool's errand that we were not going to accomplish." "The whole premise of shutting down the government was the repeal of Obamacare," he continued. "If we hadn't have shut down the government, this wouldn't have happened." "Look at the Wall Street Journal poll this morning," McCain added. "24 percent of the American people approve of Republicans. That's an all-time low. "We'd better wake up," he added. When asked what the GOP would accept in order to reopen the government, McCain suggested the repeal of the tax on medical device manufacturers within the Affordable Care Act. He also endorsed the proposals of Rep. Paul Ryan (R-WI) who suggested reforms to entitlement programs. "But defunding Obamacare is not achievable," McCain insisted. MacCallum pivoted back to the veterans benefits issue and asked McCain if he thought Defense Sec. Chuck Hagel should resign. "This is not a reason for him to resign," McCain said. "Everybody should be held accountable for it, but shouldn't the people who created this situation," he concluded, "shouldn't they be held accountable too?"- published: 11 Oct 2013

John McCain (R-AZ) on Monday mocked conservative radio host Laura Ingraham's "vast knowledge of military tactics" and then smacked down Fox News host Brian Kilmeade for opposing religious Muslim fighters, but not Christian soldiers. During an appearance on Fox & Friends to drum up support for an attack on Syria, host Steve Doocy told McCain that Ingraham had accused him of "flip-flopping on his support for President Obama" because he supported a congressional resolution authorizing military action. "She feels as though you're bailing him out of a misguided, confused policy," co-host Brian Kilmeade noted. "Now when you come out to the microphones and say, 'Hey, we got to support this,' that people can't understand where that came from.'" "First of all, I didn't say, 'Hey, we got to support this,'" McCain replied. "Second of all, I was encouraged when the president commits to increasing our support for the Free Syrian Army, for providing them with weapons that they need to combat Bashar al-Assad, and to degrade the capabilities of the Syrians to deliver these chemical weapons and other weapons." "So, I just beg to differ, I'm sure that with her vast knowledge of military tactics and strategy, she knows better than me," the Arizona senator added, cracking himself up with remark. Kilmeade noted that Reuters had recently obtained amateur video that seemed to show rebels shooting down a Syrian fighter jet and then shouting, "Allahu Akbar!" "I have a problem helping those people out, if they're screaming that after a hit," Kilmeade said. "Would you have a problem with American Christians saying, 'Thank God, thank God'?" McCain asked.
