Ethnocracy is a form of government where representatives of a particular ethnic group hold a number of government posts disproportionately large to the percentage of the total population that the particular ethnic group(s) represents and use them to advance the position of their particular ethnic group(s) to the detriment of others.^{[citation needed]}

The minority ethnic groups are systematically discriminated against by the state and may face repressions or violations of human rights at the hands of state organs. Ethnocracy can also be a political regime which is instituted on the basis of qualified rights to citizenship, and with ethnic affiliation (defined in terms of race, descent, religion, or language) as the distinguishing principle.^{[citation needed]}

Generally, the raison d'être of an ethnographic government is to secure the most important instruments of state power in the hands of a specific ethnic collectivity. All other considerations concerning the distribution of power are ultimately subordinated to this basic intention. Ethnocracies are generally considered to be non-democratic in nature.

Shlomo Sand (pronounced Zand; Hebrew: שלמה זנד‎) (born 10 September 1946 in Linz, Austria) is professor of history at Tel Aviv University and author of the controversial book The Invention of the Jewish People (Verso Books, 2009). His main areas of interest are nationalism, film as history, and French intellectual history.

Sand was born in Linz, Austria, to Polish Jewish survivors of the Holocaust. His parents had Communist and anti-imperialist views and refused to receive compensations from Germany for their suffering during the Second World War. Sand spent his early years in a displaced persons camp, and moved with the family to Jaffa in 1948. He was expelled from high school at the age of sixteen, and only completed his bagrut following his military service. He eventually left the Union of Israeli Communist Youth (Banki) and joined the more radical, and anti-Zionist, Matzpen in 1968. Sand resigned from Matzpen in 1970 due to his disillusionment with the organisation.

He declined an offer by the Israeli Communist Party Rakah to be sent to do cinema studies in Poland, and in 1975 Sand graduated with a BA in History from Tel Aviv University. From 1975 to 1985, after winning a scholarship, he studied and later taught in Paris, receiving an MA in French History and a PhD for his thesis on "Georges Sorel and Marxism". Since 1982, Sand has taught at Tel Aviv University as well as at the University of California, Berkeley and the École des hautes études en sciences sociales in Paris.

Avi Dichter (Hebrew: אבי דיכטר‎, IPA: [ˈävi ˈdiχte̞ʁ] ; born December 4, 1952) is an Israeli politician who currently serves as a member of the Knesset for Kadima. He is a former Minister of Internal Security and Shin Bet director.

Born in Ashkelon, Dichter's parents were Holocaust survivors. As an adolescent, he joined Hashomer Hatzair, the oldest Zionist youth movement still functioning. After graduating high school (where he met his wife Ilana, with whom he has three children), Dichter was selected to serve in the elite unit of the Israel Defense Forces, Sayeret Matkal, under then Commander Ehud Barak. Upon completing his military service, Dichter joined Shin Bet, Israel's internal security service, in 1974 where he advanced to eventually become its Director in 2000.

He began his career in Shin Bet as a sky marshal for El Al. After becoming proficient in Arabic and completing field intelligence courses, he began working in the Shin Bet's Southern District—specifically in the Gaza Strip. In 1986 he gained a BA in Social Science from Bar-Ilan University. In 1992, he was appointed as Director for the region. The targeted killing of Hamas operative Yahya Ayyash—known as "The Engineer"—took place under Dichter's leadership. The assassination of the late Prime Minister Yitzhak Rabin in 1995 shed light on Shin Bet's shortcomings. Aiming to improve the Shin Bet's protection capabilities, Dichter was appointed Director of the Security and Protection Division. In 1999, he became Deputy Director of Shin Bet, and gained an Executive MBA from Tel Aviv University. One year later, Prime Minister Ehud Barak promoted Dichter to Director.

Naftali Bennett (born March 25, 1972) is an Israeli businessman and a leader of the right-wing extra-parliamentary movement My Israel.

Bennett served in the elite Sayeret Matkal and Maglan units as a Company Commander and continues to serve in the reserves, holding the rank of Major.

After his IDF service, Bennett Received a Law degree from the Hebrew University of Jerusalem.

In 1999, he co-founded "Cyota" - an anti-fraud software company and served as its CEO. The company was sold in 2005 to RSA Security for $145,000,000.

After he took part in the Second Lebanon War, Bennett joined the then-opposition Leader Benjamin Netanyahu and served as his Chief of Staff from 2006–2008. Among other issues, he led a team which developed Netanyahu's Educational reform plan. He also ran Netanyahu's Primaries campaign to lead the Likud party in August 2007.

On January 31, 2010, Bennett was appointed as the Director General of the Yesha Council and led the struggle against the Settlement freeze in 2010. He served in this position until January 2012.

David J. Frum (/ˈfrʌm/; born June 30, 1960) is a Canadian American journalist active in both the United States and Canadian political arenas. A former economic speechwriter for President George W. Bush, he is also the author of the first "insider" book about the Bush presidency. His editorial columns have appeared in a variety of Canadian and American magazines and newspapers, including the National Post and The Week. He is a featured writer for The Daily Beast and Newsweek, which he joined after a brief stint as the founder of FrumForum.com (formerly NewMajority.com), a political group blog, and serves on the board of directors of the Republican Jewish Coalition. He is the son of Barbara Frum.

Born in Toronto, Ontario, Canada, Frum is the son of the late Barbara Frum, a well-known journalist and broadcaster, and Murray Frum, a dentist, who later became a real estate developer, philanthropist, and art collector. Frum's sister, Linda Frum, is a member of the Canadian Senate. Frum is married to writer Danielle Crittenden, the stepdaughter of former Toronto Sun editor Peter Worthington. The couple has three children. He is a distant cousin of economist Paul Krugman.
