THE death toll from a mudslide that swept through the small town of Oso, Washington state has risen to 14, with more than 170 people unaccounted for.
Six more bodies were discovered this evening (local time) at the massive mudslide in Snohomish County.
Snohomish County Emergency Management Director John Pennington said 176 people are still unaccounted for after the disaster, which hit about 90km northeast of Seattle.
Authorities predicted that the number of missing would decline as more people are found to be safe. But the startling initial length of the list added to the anxieties two days after a layer of soft earth 1.6km wide crashed onto a cluster of homes at the bottom of a river valley.
In the struggle to find loved ones, family members and neighbors used chain saws and their bare hands to pick through wreckage that was tangled by the mud into piles of filthy debris.
President Barack Obama declared a state of emergency in Washington State and ordered federal aid for the area.

World leaders meeting at a hastily arranged G7 meeting in the Hague have moved to isolate Russia further over its seizure of Crimea.   It\'s been suspended from the G8, and a summit scheduled to be held in Sochi has been moved to Brussels.   And the G7 have warned Russia that intervention in southern or eastern Ukraine or violence in Crimea would trigger further sanctions.   Al Jazeera\'s Simon McGregor-Wood reports from The Hague.

For the last three weeks, residents of Beijing have been breathing thick, soupy air so choked with pollutants that it has registered far off the scale of acceptable levels.

Yet places like Beijing or New Delhi, India, which has also had extremely unhealthy air quality levels, are far from the only cities to be plagued. Air pollution affects practically everyone on the planet and causes more than 6 million premature deaths every year, according to the World Health Organization. Yet, this insidious and long-standing issue really only generates headlines when it hits extreme levels.

ABC News correspondent Gloria Riviera reports that levels in Beijing averaged 300 on the Air Quality Index (AQI), a whopping 280 points over what WHO says is good, clean air. Optimal AQI is just 20.

Explosive economic growth in China means factories are going full tilt 24/7 and millions of people are able to own cars for the first time. China has minimal environmental standards in place. The new pollution over Beijing provoked the Chinese government, for the first time, to issue an emergency warning about the air. People were told to stay indoors, some factories were shut down, and about a third of government cars were ordered off the roads.

While the conflict is confined to their country, the Syrians keep coming to Lebanon to seek refuge. Officially, they are already more than 760,000 who have to be registered or in the process of being registered with UNHCR.

The Lebanese government believes the number of Syrian refugees is more than a million in a country of 4.5 million people. An appeal for funds to the international community has had only a limited response.

THE death toll from a mudslide that swept through the small town of Oso, Washington state has risen to 14, with more than 170 people unaccounted for. Six more bodies were discovered this evening (local time) at the massive mudslide in Snohomish County. Snohomish County Emergency Management Director John Pennington said 176 people are still unaccounted for after the disaster, which hit about 90km northeast of Seattle. Authorities predicted that the number of missing would decline as more people are found to be safe. But the startling initial length of the list added to the anxieties two days after a layer of soft earth 1.6km wide crashed onto a cluster of homes at the bottom of a river valley. In the struggle to find loved ones, family members and neighbors used chain saws and their bare hands to pick through wreckage that was tangled by the mud into piles of filthy debris. President Barack Obama declared a state of emergency in Washington State and ordered federal aid for the area. Snohomish County Fire District 21 Chief Travis Hots said "the situation is very grim.'' "We are still holding out hope we are going to find people alive. We are still in a rescue mode,'' Hots added. Rescuers on Monday planned to use aircraft, four search dogs and technical teams to "probe the ground.'' Searchers going through debris have been sinking in the mud, which is 6m or more deep in some areas. Senator Maria Cantwell, speaking at the same Arlington news conference as Hots and Pennington, said the Federal Emergency Management Agency and other federal agencies were ready to assist as well.

For the last three weeks, residents of Beijing have been breathing thick, soupy air so choked with pollutants that it has registered far off the scale of acceptable levels. Yet places like Beijing or New Delhi, India, which has also had extremely unhealthy air quality levels, are far from the only cities to be plagued. Air pollution affects practically everyone on the planet and causes more than 6 million premature deaths every year, according to the World Health Organization. Yet, this insidious and long-standing issue really only generates headlines when it hits extreme levels. ABC News correspondent Gloria Riviera reports that levels in Beijing averaged 300 on the Air Quality Index (AQI), a whopping 280 points over what WHO says is good, clean air. Optimal AQI is just 20. Explosive economic growth in China means factories are going full tilt 24/7 and millions of people are able to own cars for the first time. China has minimal environmental standards in place. The new pollution over Beijing provoked the Chinese government, for the first time, to issue an emergency warning about the air. People were told to stay indoors, some factories were shut down, and about a third of government cars were ordered off the roads. "There are many places around the world where air pollution represents a major public health issue," said Dr. Maria Neira, director of the Department of Public Health and Environment at WHO, in an interview with Christiane Amanpour. "But we don't have a ranking because many of the cities around the world, even those expected to have high levels of air pollution, don't have a regular or routine system to measure air quality." WHO's recommendation is to initiate monitoring, particularly of particulate matter, which is one of the best indicators of pollution for health impacts. The health hazards of air pollution vary, often based on how long and to how much a person is exposed. Acute effects include pneumonia, while in the long term it can lead to emphysema, lung cancer and cardiovascular diseases. Children, the elderly and those with already comprised immune systems are particularly susceptible. The types of pollution vary as well. WHO makes a distinction between indoor and outdoor air pollution. "Indoor air pollution mostly affects developing countries," said Neira. "Half the world still relies on solid fuels like wood for heating and cooking. It's inefficient and damaging to health and causes 3.5 million premature deaths every year." By contrast, outdoor air pollution affects emerging and developed countries and prematurely kills 3.3 million people every year, because of pollution from industrial uses and manufacturing, and energy inefficiency. Neira noted that worldwide there is major interest and awareness of the problem of air pollution and the knowledge that links air pollution to health consequences. And though there have been improvements in policy recommendations, there has been a lag in results and improvements in public health. "We need to take very dramatic decisions, especially in the big cities, where they are planning now for urban development," said Neira. "There are certainly very good ways to have industrial development and protect the health of the environment. When you start to plan a city, you must include health criteria." Some of her recommendations include promoting more sustainable public transportation and clean technologies that will filter pollution from industrial production. "The moment we take interventions, even very quickly, you will see an impact on the health of the people," said Neira. "Good results can be obtained with rapid interventions that are now available." And there is an additional benefit to reducing air pollution. Many of the factors contributing to global warming, such as black carbon, are also major air pollutants. "If you take interventions in climate change, you will have a benefit in air pollution and vice versa," said Neira.

While the conflict is confined to their country, the Syrians keep coming to Lebanon to seek refuge. Officially, they are already more than 760,000 who have to be registered or in the process of being registered with UNHCR. The Lebanese government believes the number of Syrian refugees is more than a million in a country of 4.5 million people. An appeal for funds to the international community has had only a limited response. "We register between 11,000 and 15,000 every week. So the numbers continue, they keep a pace. But our appeal is only 27 percent funded. So we have to make very tragic choices every day between competing priorities. So we need a lot more funds. Both to help the refugees, but also to help the hosting communities that are bearing a disproportionate burden here in Lebanon," explained Ninette Kelley, UNHCR representative in Lebanon The European Union is one of the leading providers of assistance to Syrian refugees, but the funds are far from covering all their needs. The Bekaa Valley, the main point of entry into the country for Syrians.About twenty kilometres from the Syrian border is the town of Arsal where there is a clinic run by the charity Médecins sans frontières. It provides free primary health care and reproductive health services. It is an alternative to the Lebanese health services which are too expensive for refugees, whose medical expenses are only partially supported by the High Commissioner for Refugees. The clinic is always full. Rabih Kbar is a doctor in the MSF clinic: "Every day we see new faces, they are all new patients. In the past six months I think the numbers have doubled," he said. Intestine infections, respiratory problems, skin diseases, health problems are all associated with poor living conditions. While some have found shelter among the Lebanese people, many are forced to live in buildings under construction, derelict buildings, or makeshift camps. Shamiyeh arrived in June with her four children. She dreads the approach of winter. "We lack everything here. The most urgent thing is blankets for the children. They are cold and sick all the time and are taken regularly to the doctor," she pointed out.
