Russia President Putin: West Crossed Line, Crimea\'s Move similar to Ukraine\'s Move from Soviet. 
(CBC) President Vladimir Putin fiercely defended Russia\'s move to annex Crimea, saying Tuesday that the rights of ethnic Russians have been abused by the new Ukrainian government.
In a televised address to the nation, he said Crimea\'s vote Sunday to join Russia was in line with international law, reflecting its right for self-determination.
To back the claim, he pointed to Kosovo\'s independence bid from Serbia — supported by the West and opposed by Russia — and said that Crimea\'s secession from Ukraine repeats Ukraine\'s own secession from the Soviet Union in 1991.
He denied Western accusations that Russia invaded Crimea prior to the referendum, saying Russian troops were sent there in line with a treaty with Ukraine that allows Russia to have up to 25,000 troops at its Black Sea Fleet base in Crimea.

Serbia\'s ruling Progressive party has declared victory in parliamentary elections, promising deep economic reform.

The margin of victory, rivalling the results of late Slobodan Milosevic during the war years of the 1990s, will see Progressive Party (SNS) leader Aleksandar Vucic become prime minister as Serbia embarks on talks to join the EU.

Pollster Cesid said the Progressives had won 48.8 percent of ballots cast on Sunday, which under Serbia\'s electoral system would translate into around 157 seats in the 250-seat parliament. The party itself said it had won 49.3 percent.

US President Barack Obama signed an executive order that sanctions be applied against 11 Russian and Ukrainian officials on Monday. The US announcement came shortly after the European Union applied travel bans and asset freezes against 21 people from Russia and Crimea, who it believes were linked to the secession of Crimea from Ukraine.The EU list includes 13 Russians and eight people from Crimea, and singles out political figures. The sanctions by the West came in response to Sunday\'s referendum in the Autonomous Republic of Crimea, where the ethnic Russian majority voted to declare Crimea\'s independence from Ukraine on Sunday. Russian President Vladimir Putin has recognized Crimea as a sovereign state... a possible pre-cursor to its annexation, which the West and Ukraine says is illegal. Earlier, the United States and the European Union had imposed sanctions on several officials from Russia and Ukraine. This all follows Sunday's referendum, in which almost all Crimeans who went to the polls voted in favor becoming a part of Russia. Connie Lee has this story. Another step has been taken toward the annexation of Crimea-- Russian President Vladimir Putin... on Monday... recognized the Republic of Crimea... as "sovereign" and "independent." The Executive Order... posted on the Kremlin's website... came just hours after the European Union and the U.S. imposed sanctions and asset freezes against Russian and Ukrainian officials. "...We are imposing sanctions on specific individuals responsible for undermining the sovereignty, territorial integrity, and government of Ukraine." The sanctions, which include travel bans... were in retaliation for Sunday's referendum vote in Crimea... which was deemed illegal by Western leaders. In the referendum,... 97-percent of the voters approved of leaving Ukraine, and joining Russia. The results brought joy to Russians, not only in Crimea... but also in Moscow. "It's legal. I support Putin. I'm for reuniting Russian borders and the reunion of the Russian people." Up to 60-percent of the residents in Crimea are Russian... but ethnic Tatars, who make up more than 10-percent of Crimea's population.... are concerned about inter-ethnic conflict. "Of course we are afraid, but what can we do? Certainly not run away anywhere. No, we don't have that in our minds. I can't even think about it." The Crimean parliament... has declared all Ukrainian state property on the peninsula as property of the Crimean Republic... and its lawmakers are in Moscow to discuss the annexation by Russia. (CBC) President Vladimir Putin fiercely defended Russia's move to annex Crimea, saying Tuesday that the rights of ethnic Russians have been abused by the new Ukrainian government. In a televised address to the nation, he said Crimea's vote Sunday to join Russia was in line with international law, reflecting its right for self-determination. To back the claim, he pointed to Kosovo's independence bid from Serbia — supported by the West and opposed by Russia — and said that Crimea's secession from Ukraine repeats Ukraine's own secession from the Soviet Union in 1991. He denied Western accusations that Russia invaded Crimea prior to the referendum, saying Russian troops were sent there in line with a treaty with Ukraine that allows Russia to have up to 25,000 troops at its Black Sea Fleet base in Crimea. "The (Crimean) issue has a vital importance, a historic importance for all of us," Putin said Putin also said Russian relations with "brotherly" Ukrainians will always be important to Russia. Earlier, Putin approved a draft bill for the annexation of Crimea, a key move in a flurry of steps to formally take over the Black Sea peninsula. Russia's Constitutional Court and the Kremlin-controlled parliament are expected to quickly endorse the move. Some lawmakers said that Crimea could be made part of Russia by the end of the week. Crimea on Sunday voted overwhelmingly to secede from Ukraine and seek to join Russia. The hastily called vote was held two weeks after Russian troops had overtaken the Black Sea peninsula. Russia slapped with sanctions The West and Ukraine described the referendum, which was announced two weeks ago, as illegitimate. The United States and the European Union on Monday announced asset freezes and other sanctions against Russian and Ukrainian officials involved in the Crimean crisis. President Barack Obama warned that more would come if Russia didn't stop interfering in Ukraine. France's Foreign Minister Laurent Fabius said on Europe-1 radio Tuesday leaders of the Group of Eight world powers "decided to suspend Russia's participation, and it is envisaged that all the other countries, the seven leading countries, will unite without Russia." The other seven members of the group had already suspended preparations for a G-8 summit that Russia is scheduled to host in June in Sochi. Former Soviet President Mikhail Gorbachev, however, hailed Crimea's vote to join Russia as a "happy event." Gorbachev, in remarks carried Tuesday by online newspaper Slon.ru, said Crimea's vote offered residents the freedom of choice and showed that "people really wanted to return to Russia." Gorbachev added that the referendum set an example for people in Russian-speaking eastern Ukraine, who also should decide their fate. The decree signed by Putin and posted on the official government website Tuesday morning is one of the steps to formalize the annexation of Crimea. Putin has warned that he would be ready to use "all means" to protect Russian speakers in eastern Ukraine, and Russia has built up its forces alongside the border between the two countries, raising fears of an invasion. New concerns in Ukraine Ukraine's Prime Minister Arseniy Yatsenyuk said in a televised statement that Ukrainian law-enforcement agencies have gathered "convincing evidence of the participation of Russian special services in organizing unrest in the east of our country." Many in the ethnic Tatar minority in Crimea were wary of the referendum, fearing that Crimea's break-off from Ukraine would set off violence against them. Crimean Deputy Prime Minister Rustam Temirgaliyev seemed to confirm those fears, saying in remarks carried by the RIA Novosti news agency that the government would ask Tatars to "vacate" some of the lands they "illegally" occupy so authorities can use them for "social needs." The Russian State Duma, the lower chamber of parliament, on Tuesday unanimously passed a resolution condemning U.S. sanctions targeting Russian officials including members of the chamber. The chamber challenged President Barack Obama to extend the sanctions to all the 353 deputies who voted for Tuesday's resolution, suggesting that being targeted was a badge of honour. Eighty-eight deputies left the house before the vote. Putin's senior foreign policy adviser Yuri Ushakov blasted the new sanctions in an interview with Russian news agencies. "We are fed up with these sanctions," Ushakov said. "They provoke only feelings of irony and sarcasm."

"It's my understanding that based on some new information that's not necessarily conclusive -- but new information -- an additional search area may be opened in the Indian Ocean," White House spokesman Jay Carney said. "And we are consulting with international partners about the appropriate assets to deploy." Mr Carney did not specify the nature of the "new information." The United States has been helping in the search for the missing Malaysia Airlines plane, including the deployment of US Navy vessels. "There are a number of possible scenarios that are being investigated as to what happened to the flight. And we are not in a position at this time to make conclusions about what happened, unfortunately. But we're actively participating in the search," Mr Carney told a regular news briefing. "We're looking at information, pursuing possible leads, working within the investigation being led by the Malaysian government," he added. Meanwhile, a senior Pentagon official told ABC News that a guided missile destroyer - the USS Kidd - is being deployed to the Indian Ocean to continue rescue efforts. The official, who said there were indications that the plane flew four or five hours after dropping off from the radar, added that it would take another 24 hours before the ship reaches its destination. An official also told the AFP that "the Kidd is going to the Straits of Malacca and will be searching in the western section of the strait at the request of the Malaysian government." The international hunt initially focused on the South China Sea east of Malaysia, along the plane's intended route from Kuala Lumpur to Beijing. But the desperate search has expanded to include waters on both sides of peninsular Malaysia. Malaysia's Acting Transport Minister Hishammuddin Hussein had earlier refuted reports that the missing plane flew a few hours after its last reported position.

Serbia's ruling Progressive party has declared victory in parliamentary elections, promising deep economic reform. The margin of victory, rivalling the results of late Slobodan Milosevic during the war years of the 1990s, will see Progressive Party (SNS) leader Aleksandar Vucic become prime minister as Serbia embarks on talks to join the EU. Pollster Cesid said the Progressives had won 48.8 percent of ballots cast on Sunday, which under Serbia's electoral system would translate into around 157 seats in the 250-seat parliament. The party itself said it had won 49.3 percent. "No one has had such a day," Vucic told cheering supporters in Belgrade, according to a Reuters news agency report.. "My goal is not to be rich, my goal is for the people of Serbia to live better," he said. The SNS forced the snap election after just 18 months in coalition government with the Socialist Party of outgoing Prime Minister Ivica Dacic, saying it needed a stronger mandate to overhaul Serbia's shaky finances. According to Cesid, the Socialists came in second with 14 percent, securing about 50 seats. The rest of the seats went to the pro-Western Democratic Party and the New Democratic Party of former President Boris Tadic, the two groups that split up before the vote. 'Tough reforms' It was one of the most convincing victories by a party since the multiparty system was introduced in Serbia in the 1990s. In his victory speech, Vucic pledged to vigorously fight against corruption and crime, and revive the economy in the troubled Balkan nation of about 7 million people. "We are facing tough reforms," Vucic said. "But, I am sure that Serbs will soon live better than they are living now." Turnout was about 52 percent, slightly less than during the 2012 parliamentary election that brought the Progressives, former allies of Milosevic, back to power, the Associated Press news agency reported. The vote came as Serbia, a longtime international pariah for fomenting wars in the Balkans in the 1990s, is officially seeking entry into the EU, amid simmering social discontent because of plunging living standards. Serbia this year opened membership talks with the EU after signing a deal normalising ties with Kosovo, a former province which split in 2008, but whose independence Serbia's refuses to recognise. Vucic says he needs a strong mandate to carry out painful reforms needed to help Serbia's economy, which has been ravaged by mismanagement, wars and international sanctions. The opposition has accused him of seeking to introduce what it calls a Russian-type leadership in Serbia by assuming dominant powers in the state, which is deeply split between pro-Russian and pro-Western sentiment.
