International Convention Center, Brunei Darussalam 9 October 2013 Leaders of the Association of Southeast Asian Nations or ASEAN Member States, including President Benigno S. Aquino III, arrived at the International Convention Center (ICC) to officially begin the 23rd ASEAN Summit chaired by Brunei Darussalam. In a show of solidarity, the ten Heads of State/Government posed for their traditional group photo before the summit proper commenced. According to Ambassador Elizabeth Buensuceso, Permanent Representative of the Philippines to ASEAN, President Aquino is expected to relay a number of advocacies such as following the rule of law and the peaceful settlement of territorial disputes, advancing the welfare of migrant workers, social protection for vulnerable groups like women and children, environment, disaster management, education and maritime cooperation. This year's theme is "Our People, Our Future Together" and discussions will focus on the progress towards the realization of the ASEAN Community by 2015. With two more years before the deadline, the implementation of the Roadmap for an ASEAN Community showed considerable gains across all the three pillars (political-security, economic and socio-cultural), setting the stage for meeting the 2015 targets. The summit will serve as a venue to discuss ways to consolidate these gains in order to meet the 2015 target of having an economically integrated, politically cohesive and socially responsible ASEAN Community and to ensure ASEAN's place in the global community of nations by 2015 and beyond. Brunei Darussalam 5 October 2013 Preparations are in full swing as Brunei Darussalam hosts the 23rd ASEAN Summit and Related Summits from 9-10 October 2013. Welcome signages greet the Heads of State/Government and the delegates upon stepping out of the Brunei International Airport and flags of all ASEAN Member States as well as the Dialogue Partners are displayed along the major thoroughfares of the capital city, Bandar Seri Begawan. Likewise, preparations are almost complete at the International Convention Centre (ICC) where the summits, meetings and official events will be held. This will also serve as the International Media Center (IMC). As the largest meeting venue in Brunei, it has the state-of-the-art technology making it an excellent venue for big events. The halls and meeting rooms are provided with various kinds of facilities meeting the demands for conferences and exhibitions. Confucius vs Confucius at ASEAN-China summit
BANDAR SERI BEGAWAN -- It was Confucius Aquino versus Confucius Li at the ASEAN-China summit, as President Aquino had a mild exchange with Chinese Premier Li Kequiang over territorial disputes in the "sea of many names." The exchange took place in yesterday's 16th ASEAN-China summit, where Li professed his government's support for the formulation of a binding Code of Conduct (COC) on overlapping territorial claims in the South China Sea. The COC has been on the table of the ASEAN-China discussions since 2002, but has not taken off due largely to China's objections. In response to Li, President Aquino quoted Chinese philosopher Confucius who said: "The superior man is humble in his speech but superb in his actions." This was a reiteration of his call earlier in the day for ASEAN to match its words with actions on the South China Sea issue. According to officials present at the summit, Li rounded off the discussions also with a quote from Confucius. Despite the exchange, President Aquino is convinced the dialogue with China -- or at least with its premier -- on the South China Sea dispute has taken a positive turn. He said there was no belligerent tone or hardline position conveyed by either side. He also said he had a short exchange of pleasantries with Li while waiting for the start of the summit. The President said this was better than ignoring or avoiding each other. "Nagkaroon kami ng parang dialogue in passing with the Premier, which is a lot better kaysa nag-iiwasan kami. May holding room. All of us are waiting for whoever our dialogue partner is, so pagdating niya kinamayan ko; kinamayan naman ako," he said. "Tapos he said his piece, I said my piece. 'Yung before the dinner, nagkaroon kami ng dialogue na substantial change from what has been publicly stated. Hopefully, ano, para bang it's a little clearer as to what each party means." This was in contrast to what happened between President Aquino and Chinese President Xi Jinping in the APEC Summit in Bali earlier this week. Sources said Aquino and Xi ignored each other a number of times during some close encounters. The Philippines and the rest of ASEAN, however, succeeded in getting a commitment from China to fully implement the existing declaration on the conduct of parties in the South China Sea (DOC) "in all its aspects." In a joint statement after their summit, ASEAN and China also committed to develop "hotline communications in order to respond expeditiously to situations at sea." Meanwhile, the US has echoed the Philippine call to fast-track the crafting of a Code of Conduct (COC) in the South China Sea. Filling in for US President Barack Obama, State Secretary John Kerry conveyed the US position late Wednesday during the 1st ASEAN-US summit. It was not quite clear what the US' role would be, if any, in the crafting of the COC. But an official present at the talks said "the US is basically a cheerleader here." President Aquino said the US's support was welcome, saying there was nothing wrong with Kerry's suggestion to speed up the COC. "Ang minungkahi ni Secretary Kerry basically is papaspasin natin 'yung proseso na ma—'yung parang to get that code of conduct and the absence of which, syempre, parang adds to the sense of uncertainty which is not a factor that would enhance, 'di ba, stability and prosperity for all parties concerned," he said. Sri Rommel is an accomplished Diplomat with over 25 years of service in various Indian Missions abroad in all most all continents. He worked in different capacities as First Secretary, Counsellor, Charge d’ affairs , Counsel General of India, and Head of Indian Missions abroad handling Political, Consular , Economic and Cultural matters of the Indian Missions in those countries.
Sri Rommel, after qualifying in the Indian Civil Services Exams in the year 1980, opted for Foreign Service and worked in the United Nations Division of the Ministry of External Affairs , New Delhi.
Subsequently, during 1988-92, Sri Rommel choose to work in his Home State of Andhra Pradesh. He worked as the Regional Passport Officer Hyderabad and Bangalore, and was instrumental in issuing over one million passports to people of AP State. Later, he worked in different countries on diplomatic assignments promoting India, it’s trade, culture and heritage. In Africa, he was Charge d’Affairs in Angola, and Deputy Chief of Mission in Nigeria with accreditation to Benin , Cameroon and Chad.
In South East Asia, Sri Rommel was the Consul General Of India in Indonesia and later during his tenure in Lao PDR handled the ASEAN Summit in the year 2004 . In the Middle East, in Saudi Arabia, he handled Political and community affairs, handling the issues of over 700, 000 Indian Community in the Jeddah region , including the logistics of Indian Hajj pilgrims.
In Europe, he held diplomatic assignments in Europe in Sweden and Latvia. During all his assignments abroad, he enrolled himself as sevadal in the local Sai Centres.
On the personal note, in addition to being an ardent devotee of Sri Sathya Sai Baba, his background includes over 3 decades of volunteer service in Sathya Sai Seva Organizations. He actively assisted Sai Centres in Indonesia, Sweden , Saudi Arabia, Nairobi , Laos, and Latvia, and heis an active sevadal member of Andhra Pradesh, India. Sri Rommel took Voluntary Retirement from Diplomatic career in April 2010, to actively serve in Sri Sathya Sai Seva Organisations.

America's Pacific Century? China and US Relations
In November, President Obama and Secretary of State Clinton hosted the Asia Pacific Economic Cooperation (APEC) summit, followed by a nine-day Asia Pacific tour. At APEC, Clinton called the 21st-century “America’s Pacific Century,” delineated in her recent Foreign Policy article. Our panel outlines the signs - political, economic and military - that would lead one to believe the claim’s veracity. The first paper, presented by Tina Gerhardt, highlights the economic agenda of Obama’s and Clinton's trip, including the free trade agreement agitated for at APEC; their ASEAN summit stop in Indonesia; Obama's Australia visit; and Clinton's Philippines, Thailand and Vietnam visits. The military moves include 2500 additional US troops in Australia and the mid-January, 2012 decrease in the US military budget yet increased focus on the Asia Pacific region. Taken together, these economic and military developments could be read as signs of major geopolitical shifts in Obama's foreign policy. Yet, as Lucia Green-Weiskel argues in the second paper, rather than reading these events as a realignment of U.S. foreign policy from the Middle East to Asia, they actually make explicit a long-standing U.S. outlook on Asia, dating back to 1949, whereby China’s rise represents a threat to US security. Will the new and existing US bases in South Korea and Japan embolden China to assume a hostile posture in order to counter-balance the US? Third panelist to be announced.
