Balkan Rhapsodies is an episodic documentary poem that interweaves a mosaic of encounters, observations, and reflections from Silva's travels throughout war-torn Serbia and Kosovo between 1999-2005. An American filmmaker and ethnographer, Jeff Daniel Silva, was the first US civilian allowed entry into a devastated Serbia in 1999 just days after the NATO bombings. By immersing himself intimately into the lives of people he meets, the film grapples with the inexplicable contradictions he encounters while digging deeper in search for comprehension. Using the 78 days of NATO bombings (March 24 - June 10, 1999) as a structural reference point, this documentary infuses the fragmentation, cultural incongruities and ultimate dissolution of the Former Yugoslavia into the fabric of its editing through a poetic assemblage of 78 episodic movements (measures). Inspired by the rhapsodic musical form as well as a penchant for Serbia's potent national drink (ljivovica), the film weaves Silva's footage gleaned over eight years incorporating it with cultural imagery, archival material, and informal conversations with American luminaries Noam Chomsky and Howard Zinn. Balkan Rhapsodies deftly balances a serious and humorous landscape that captures the essence of life in the Balkan's of a generation ensnared in war during the Milosevic years.

Some contemporary and modern historians, politicians and economists believe the United States was effectively plutocratic for at least part of the Gilded Age and Progressive Era periods between the end of the Civil War until the beginning of the Great Depression. After the Civil War, with large industries reaching monopolistic or near-monopolistic levels of market concentration and financial capital increasingly integrating corporations, a handful of very wealthy heads of large corporations began to exert increasing influence over industry, public opinion and politics. Money, according to contemporary progressive and journalist Walter Weyl, was "the mortar of this edifice", with ideological differences among politicians fading and the political realm becoming "a mere branch in a still larger, integrated business. The state, which through the party formally sold favors to the large corporations, became one of their departments." In his book The Conscience of a Liberal, in a section entitled The Politics of Plutocracy, economist Paul Krugman says plutocracy took hold because of three factors: at that time, the poorest quarter of American residents (African-Americans and non-naturalized immigrants) were ineligible to vote, the wealthy funded the campaigns of politicians they preferred, and vote buying was "feasible, easy and widespread", as were other forms of electoral fraud such as ballot-box stuffing and intimidation of the other party's voters. In modern times, the term is sometimes used pejoratively to refer to societies rooted in state-corporate capitalism or which prioritize the accumulation of wealth over other interests. According to Kevin Phillips, author and political strategist to U.S. President Richard Nixon, the United States is a plutocracy in which there is a "fusion of money and government." A similar position was taken by the Fourth International in January 1941, which stated "Roosevelt's administration, which claims to be democratic, is really the representative of these piratic plutocrats" and that "the twin capitalist parties control all the main avenues for reaching the masses (the press, radio, halls, etc) ...they collect millions from their wealthy masters and spend them to bamboozle the public and buy elections". The U.S. instituted progressive taxation in 1913, but according to Shamus Khan, in the 1970s, elites used their increasing political power to lower their taxes, and today successfully employ what political scientist Jeffrey Winters calls "the income defense industry" to greatly reduce their taxes. Chrystia Freeland, author of Plutocrats: The Rise of the New Global Super-Rich and the Fall of Everyone Else says that the present trend towards plutocracy may not be a deliberate power grab:[21] You don't do this in a kind of chortling, smoking your cigar, conspiratorial thinking way. You do it by persuading yourself that what is in your own personal self-interest is in the interests of everybody else. So you persuade yourself that, actually, government services, things like spending on education, which is what created that social mobility in the first place, need to be cut so that the deficit will shrink, so that your tax bill doesn't go up. Walter Ellis Mosley (born January 12, 1952) is an American novelist, most widely recognized for his crime fiction. He has written a series of best-selling historical mysteries featuring the hard-boiled detective Easy Rawlins, a black private investigator and World War II veteran living in the Watts neighborhood of Los Angeles; they are perhaps his most popular works. Mosley started writing at 34 and has written every day since, penning more than forty books and often publishing two books a year. He has written in a variety of fiction categories, including mystery and afrofuturist science fiction, as well as non-fiction politics. His work has been translated into 21 languages. His direct inspirations include the detective fiction of Dashiell Hammett, Graham Greene and Raymond Chandler. Mosley's fame increased in 1992 when then-presidential candidate Bill Clinton, a fan of murder mysteries, named Mosley as one of his favorite authors.[6] Mosley made publishing history in 1997 by foregoing an advance to give the manuscript of Gone Fishin' to a small, independent publisher, Black Classic Press in Baltimore, run by former Black Panther Paul Coates. His first published book, Devil in a Blue Dress, was the basis of a 1995 movie starring Denzel Washington. The world premiere of his first play, The Fall of Heaven [10] was staged at the Playhouse in the Park, Cincinnati, Ohio, in January, 2010. Mosley is on Goddard College's Board of Trustees. He has served on the board of directors of the National Book Awards. Mosley is on the board of the TransAfrica Forum[11] In 2010, there was a debate in academic literary circles as to whether Mosley's work should be considered Jewish literature. Similar debate has occurred as to whether he should be described as a black author, given his status as a best-selling writer. Mosley has said that he prefers to be called a novelist. He explains his desire to write about "black male heroes" saying "hardly anybody in America has written about black male heroes...
