Postcards from Utila Trailer
This is the trailer to the documentary film, Postcards from Utila, examinining the impact of unsustainable development in Utila, Honduras. As the main contributor to the Utilian economy, tourism is vastly important to the livelihood of the local population, and tremendous resources are expended by the Honduran government in order to promote it; often irrespective of the potential negative after-effects of the industry. Postcards from Utila focuses on the subsequent social and environmental problems on the island, and explores their negation in travel literature, despite the role of tourism in exacerbating them. Featuring dozens of interviews with leading conservationists, stakeholders, and locals, the film draws parallels between our actions in the ‘developed world,’ and solutions to the local issues brought about by the irresponsible facets of the tourism industry in Utila. The final film is expected to be completed by April 2014.

U.S. Army South and partner nations participating in the annual U.S. Southern Command sponsored training exercise known as PANAMAX.
Fuerzas Aliadas PANAMAX 2012 focuses on the defense of the Panama Canal and the Central American region by a multinational combined/joint task force. The exercise was held Aug. 6 – 17, 2012. It exercised a variety of responses to any request from the Governments of Panama and Colombia to protect and guarantee safe passage of traffic through the Panama Canal, ensure its neutrality, and respect national sovereignty.
Simulated training for PANAMAX 2012 were held at locations throughout the United States, including Fort Sam Houston, San Antonio, Texas; Miami; and Naval Station Mayport, Fla.
This exercise is designed to execute stability operations under the support of United Nations Security Council Resolutions; provide interoperability training for the participating multinational staffs; and build participating nation capability to plan and execute complex multinational operations.
PANAMAX 2012 develops and sustains relationships that improve the capacity of our emerging and enduring partners’ forces to deal with 21st century threats encountered in today’s land, sea, air and cyber environments. This annual exercise fosters friendly cooperation and understanding among participating forces.
Importance of Exercise
The Panama Canal is critical to the free flow of trade in the region and the entire world. The region's economy and political stability largely depend on the safe transport of several hundred million tons of cargo through the canal each year, and PANAMAX 2012 is designed to ensure plans are in place to respond to requests from the Government of Panama and also Colombia for this year’s iteration.
PANAMAX has evolved over many years and now includes training for the constantly evolving nature of new threats in today’s security environment.
Training Involved
Training in this exercise tested command and control of forces across the spectrum of operations, including maritime, air, land, space, and cyber. The simulated exercise scenarios during PANAMAX 2012 provided invaluable training on coalition command and control and combined interoperability — the ability to work together seamlessly.
This year’s exercise included an increased leadership role taken by all the partner nations. Specifically, Colombia will once again lead the ground component and Brazil led the maritime component for the first time.
Participating Nations
Representatives from Belize, Brazil, Canada, Chile, Colombia, Dominican Republic, Ecuador, El Salvador, France, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, and the United States took part.
U.S. Military Participants
Participating in this year’s PANAMAX from the United States were staff elements from SOUTHCOM, U.S. Army South, U.S. Marine Forces South, Special Operations Command South, and Naval Forces South/U.S. 4th Fleet.
History
PANAMAX began in 2003 with three countries: Panama, Chile and the United States. Exercise participation has greatly expanded every year since.

7,000 years of Life and Death at Caleta Vitor, northern Chile. Christopher Carter
Despite the harsh conditions of the Atacama Desert, humans settled this area over 12,000 years ago. Occupation, however, was restricted to areas with reliable sources of water and their economy was based on limited terrestrial and abundant marine resources.
This investigation will examine the prehistoric economy of the inhabitants of this area, particularly how cultural development and the environment inter-relate. My aim is to better understand the range of causal factors that related to economic change and diversity. This will include the impact of agriculture on a sustainable marine economy; advances in technology, both internally and following the introduction of metals, ceramics and textiles; environmental factors (eg ENSO); and the effects of trade and migration.
Located some 30km south of Arica, the archaeological sites at Caleta Vitor were selected for this investigation and excavations were completed in 2010. This seminar will provide a brief background to the archaeology of the region before going on to discuss the results of the excavation and progress thus far.
Christopher Carter BA (Hons) MA
Chris is currently a PhD scholar at the School of Archaeology and Anthropology, ANU. Since his initial graduation in 1996, he was worked mainly in commercial archaeology, acting as a heritage advisor for major projects such as mining and infrastructure developments. His research interests lie in Latin America, particularly the archaic and formative periods of the Atacama region of northern Chile and southern Peru.
Diverting his attention from the commercial world, Chris teaches a range of extra-curricular courses at the ANU and University of Sydney Centres for Continuing Education, focussing on the archaeology of Latin America and Spain. He has also taken teaching outside the classroom by leading study tours and since 1996 Chris has led over 30 study tours to a range of countries including Chile, Peru, Bolivia, Argentina, Mexico, Guatemala, Honduras, Spain, Ireland and Turkey.
