Both EU and Ukrainian officials said on Thursday that the suspension of talks on closer ties could be revived after the two-day meeting. But officials said that the deal was off the table for now. Faced with pressure from Russia, Ukraine's leaders last week put plans for further integration with the EU on ice, sparking massive protests at home. Carl Bildt, Swedish foreign affairs minister, told euronews: "In theory, they can sign it anytime. Our door is open. We have clearly said that the offer is on the table. Whenever President Yanukovych thinks that he is ready, or when the political forces of Ukraine get the strength in order to do it, the EU is ready." The EU itself seems resigned to playing a waiting game with Ukraine. Polish MEP,Jacek Saryusz-Wolski, from the European People's Party, told euronews it may take until Ukraine changes its government: "the day will come that Ukraine has a pro-European president with a strong democratic backing from the nation. So we have to wait until the elections in 2015," he said. The Association Agreement with Ukraine was supposed to be the signature event of the two-day summit. Thousands of people have kept up daily protests in Kyiv against Yanukovych's decision to drop further EU integration for closer ties with Russia. There were further protests as EU leaders arrived for an informal working dinner at the Grand Duke Palace in Vilnius on Thursday evening. European Union leaders and Ukraine have, as expected, failed to sign an historic free-trade deal after a last-minute U-turn from Kiev. Ukraine's President Viktor Yanukovich still attended the Eastern Partnership Summit in Vilnius. But under economic pressure from Moscow, he has revived trade talks with Russia and nothing the EU said could make him change his mind. "We want to have a strong relationship with Ukraine, we believe particularly on economic issues," said EU foreign policy chief Catherine Ashton. "It is, of course, for Ukraine to decide what it wishes to do and there have been some good and important discussions with President Yanukovich here. What I would say is that the European Union door is open." Georgia and Moldova have signed initial political association agreements but the focus had been on Ukraine's association deal. Its decision not to sign was strongly criticised by the leader of summit host Lithuania, which holds the EU presidency. "I think that the Ukrainian people are disappointed," said Lithuanian President Dalia Grybauskaite. "It is not about Europe to be disappointed. I think today's Ukrainian leadership is choosing the way which is going nowhere." As night fell and any chance of a deal evaporated, Ukrainian protesters outside the venue desperately called for a change of heart. Ukraine often finds itself in the middle of a Russian-EU tug-of-war. The trade deal due to be signed in Vilnius would have marked a definite turn to the West. One demonstrator told euronews: "My heart belongs to Europe, we're fed up with Russia! We've lived under Russian pressure for 300 years, I want to live in Europe," he said. A Kyiv student said: "Administrations of other Kyiv universities do not allow students to take part in street rallies, therefore we want them to join us, because we're strong! The more protesters we have the bigger attention we draw." Ukrainian President Viktor Yanukovich said the EU should stop meddling in the fate of his rival, former Prime Minister Yulia Tymoshenko. He said her imprisonment should not hinder Kyiv's integration with Europe. Tymoshenko, who was jailed on abuse of power charges, is on hunger strike over Kyiv's decision to renew economic ties with Russia. Pouring scorn on the woman who helped engineer the 2004-05 Orange Revolution that thwarted his first bid at the presidency, Yanukovich said she was part of a ring of criminals and that her fate should lie in the hands of Ukrainian judges. "The issue of Yulia Tymoshenko should not be a hindrance to Ukraine's European integration," Yanukovich said in a television interview broadcast on Wednesday, but filmed late on Tuesday. "The (Ukrainian) courts, which she has been evading and thereby obstructing justice, should give the answer. What does the European Union have to do with this? Is the European Union a court?" he asked. Yanukovich has promised to attend the summit, despite his sudden decision to walk away from a landmark deal with the EU. His comments are sure to cause tension with EU leaders in Vilnius - most likely at a dinner on Thursday. Although EU officials spend months preparing the council conclusions on topics like the digital single market and innovation, since news broke on Wednesday that the German Chancellor's mobile phone had been tapped, a Franco-German plan to create an intelligence-gathering rule book with the US emerged. Angela Merkel gave an assurance that it would not be just a Franco-German effort, and that all member states would have to do their own leg work and contact the US authorities themselves. "Germany and France are not going to talk to the US as a combined team. Each country will have to get in touch with the American security authorities separately," she said. For his part, French President Francois Hollande said he hoped to see and end to the spying soon: "Along with the German Chancellor Angela Merkel and the European Council, we decided to create a common framework for cooperation with the United States so that there is no more spying and monitoring of this kind." On Monday nine lawmakers from the European Parliament's Civil Liberties Committee are due to visit Washington. Adamant that they must find out more about the electronic mass surveillance of EU citizens by America's NSA, they plan to discuss the EU data protection reform and any other programme that impacts EU citizens' privacy. They will also talk about deals with the US on the transfer of bank data and air passengers' data. The President of the Liberals and Democrats in the European Parliament, Guy Verhofstadt, said the Parliament had already taken the decision to suspend the SWIFT agreement until they are sure what the American intelligence services are doing with the data. SWIFT was signed back in 2010 between Brussels and Washington so that the EU could provide the US authorities with bank transfer data of EU residents in order to help fight terrorism. "We have only taken the decision within the European Parliament, that we have to suspend the SWIFT agreement, until we know exactly what is happening: what data is used by the American intelligence services, and if they are doing that within the framework of our agreements, or without the framework of the agreements," Verhofstadt said. Spain's government has also called on the US ambassador to Madrid, James Costos, to explain the latest allegations at a meeting on Monday in the Spanish capital. Europe is in a continuous state of upheaval. For months now, its credit- and sovereign debt crises have been escalating. A number of hectic European Union (EU) summits have introduced emergency measures to rescue capitalism. Should these measures fail, governments and the media assure us, collapse, recession and mass poverty would be the result. This apocalyptic rhetoric paves the way for even more neoliberal reforms whose social impact will be felt for decades to come – if we don‘t resist. Throughout the crisis, we were told that capitalism needed to be reined in, and that banks and corporations would have to carry some of the burden they, too, had created. What is happening now is the exact opposite: The EU, its member states and other European countries are intensifying competition and introducing devastating public austerity programmes to secure private profits. In doing so, however, they are reproducing the destructive logic of capitalism. The existence of crises, widespread powerlessness and poverty, contrasted by private, i.e. exclusive wealth, are inherent elements of capitalism. Let’s get organized for a better society!

In his first meeting with EU leaders since violent anti-government protests began in Ukraine, Russian President Vladimir Putin travelled to Brussels on Tuesday to deliver one clear message: Russia's offer to Ukraine of a $15 billion loan and gas price reductions still remains on the table, even if the new government is run by the opposition. But Putin also warned that Russia would closely monitor Ukraine's economic policies to make sure it gets its money back. Putin's pledge came after Ukrainian Prime Minister Mykola Azarov and his cabinet resigned also on Tuesday, following weeks of demonstrations in Kiev and beyond. 'Both the loan or any sort of reduction on gas prices whether on a monthly or quarterly basis are not based on our desire to support any particular government in Ukraine but to support the people of Ukraine because it is the people who suffer when the powers are being fought.' said Russian president Vladimir Putin. Since last November, thousands of Ukrainians have taken to the streets to protest the decision of Ukrainian President Viktor Yanukovich to favour closer ties with Moscow instead of signing a landmark pact with the European Union. But despite being overshadowed by recent developments in Ukraine, the 32nd EU-Russia summit was set to focus on the Eastern Partnership, an EU initiative launched in 2009 with the aim of improving EU ties with eastern former Soviet countries. In the two and a half hour meeting, Brussels and Moscow agreed to setup an expert group to discuss what economic impact potential free trade deals between the EU and its eastern partners would have on Russia. 'Associations agreements, including free trade agreements between the European Union and partners like Moldova, Georgia are fully compatible with Russia's existing trade arrengements with these countries. The trade agreements can interact constructively with the Customs Union as long as WTO rules are applied and free decision making is guaranteed.' said European Council President Herman Van Rompuy. Putin was only in Brussels on Tuesday, after the EU decided to cancel a protocol dinner with the Russian President originally planned for Monday evening.- published: 29 Jan 2014
