Uruguay makes history by legalising entire marijuana market
Uruguay became the first country on Tuesday to legalize the cultivation, distribution and consumption of marijuana. The Senate approved the bill by 16 to 13. The new law aims to take business and control of the drug away from drug traffickers but critics say it will lead to greater consumption and open the door to harder substances. Senator Roberto Conde addressed the Senate, saying: "The problems with consumption don't come from the regulation the law establishes. Uruguay Makes History: Becomes First Country to Legalize Marijuana
Uruguay Makes History: Becomes First Country to Legalize Marijuana
Just shy of four million inhabitants, Uruguay is a small but forward thinking country that has just done what no other country has yet to do: legalize the cultivation and sale of marijuana. Passing with a 16 to 13 vote yesterday in the Senate, the new law will establish the state-controlled organization "Institute for the Regulation and Control of Cannabis," which will keep a tight reign over the "planting, harvesting and sale of marijuana." The law will go into effect in 120 days. Pharmacies would be the go to location for purchasers of Mary Jane in the country. Buyers would need to assign their name to a state registry, which would allow them to purchase as much as 40 grams, or 1.4 ounces, of marijuana in one month. The cost would be $1 per gram. One household would be able to grow as many as six plants per year and special cooperatives, of 15 to 45 people, would be allowed to grow upwards of 99 plants. Each grower will not only be mandated to register with the government but also to use their imported seeds. The Uruguayan government plans on controlling the strength of the plants as well. The impetus for the bill was a spike in drug-related violence in the country. Surprisingly, roughly two-thirds of the population opposed passage of the law, according to polling numbers. For those Uruguayans who are worried about their country becoming a popular destination for 4:20 enthusiasts one of the particulars of the law should assuage any concerns. Only Uruguayan citizens over the age of 18 would be able to purchase marijuana in pharmacies. Many countries will have their eyes on Uruguay as they begin this unique experiment. Interestingly, alcohol can be consumed as much as one wants in most countries yet renders people much more dangerous to themselves and others than marijuana ever could. This wonderful short film is a romanticised take on the greatest tragedy in Brazilian football history: the 2-1 defeat of Brazil to Uruguay in the final of the 1950 World Cup. The film was made by Paulo Perdigão (1939-2006), who was also the author of the fantastic book Anatomy of a Defeat, about the 1950 World Cup. You see Rio in 1950, feel the excitement and passion and the expectation, and then the inevitable catastrophe in the final minutes of the last game. You can join my Facebook page and Instagram to stay tuned on my week updates as photographer, too. https://www.facebook.com/PabloPhotosFilms https://www.instagram.com/pablo_camacho I was in Colonia for an afternoon so I took my equipment to do many footage of specific historic places, trying to see the old part of the city and surrounding from my point of view. Among the locations are the city of Colonia del Sacramento, Brisas del Plata gullies and an abandoned mill called " Molino Bonjour " For the technical side i used this gear: Canon 5D MII Canon Rebel t2i Canon EF 16-35mm f2.8 II L USM Canon EF 50mm f1.4 Canon EF 75-300mm f3.5-5.6 Glidecam HD 4000 The part of the abandoned mill was taken in RAW, so I did the corrections in Adobe lightroom, for the rest of the video used Color Finesse and all footage was edited in Final Cut As for the sound, I composed the entire score and specific for this video. It's practically a done deal. President Jose Mujica has to sign the bill before it becomes a law. But he's long backed the measure, and there's little doubt that he remains behind it. Applause and cheers rang out in Uruguay's Senate on Tuesday after the high-profile vote at the end of a lengthy debate on the bill. The measure passed Uruguay's lower house in July. Supporters of the proposal have said it marks a turning point and could inspire other Latin American nations to take a similar approach. It places the South American country at the vanguard of liberal drug policies, surpassing even the Netherlands, where recreational drugs are illegal but a policy of tolerance is in place. "It is understood that a regulation-based policy has positive consequences for health and public security, given that, on the one hand, it can produce better results when it comes to education, prevention, information, treatment and rehabilitation in relation to the problematic uses of drugs," said Sen. Roberto Conde of Uruguay's Broad Front coalition, which supported the measure. "On the other hand, it helps fight drug trafficking, which fuels organized crime and criminal activities that affect the security of the population." Critics said legalizing marijuana could have dangerous consequences. "This bill, which proposes an experiment in social engineering, as it was described in the public health commission, does not comply with any of the ethical safeguards of experimentation with human beings," said Sen. Alfredo Solari of the Colorado Party. "Those safeguards are extremely important ... given that we're talking about marijuana, a substance that harms human beings." A letter sent by Mujica's government to lawmakers last year presented the bill. He told CNN en Español last year that he supported legalizing marijuana. "If we legalize it, we think that we will spoil the market (for drug traffickers) because we are going to sell it for cheaper than it is sold on the black market," he said. "And we are going to have people identified." Conservative critics of the measure have said it promotes drug addiction and have suggested that Mujica's comments were uninformed. Details still in the works The proposed law would allow individuals to grow up to six plants of marijuana and possess as many as 480 grams for personal use. Marijuana clubs of anywhere from 15 to 45 members would also be allowed and granted permission to grow up to 99 plants at a time. Users would have to register, and those claiming to use cannabis for medical reasons would have to show a doctor's prescription. Marijuana would also be sold at licensed pharmacies. Once the bill becomes law, there will be a 120-day period to give the government time to adopt regulations and implement it. Consumption of marijuana has been legal Uruguay, but its production and sale are not.
