Question: What was your reaction to President Obama's speech this week at the United Nations? Sergey Lavrov: It addressed important issues, and we hope that the stated willingness to cooperate on resolving the problems in the Middle East would help us to find common approaches, which is the key for today's functioning of the international community. Only common action can resolve issues. No one country can solve problems which are becoming transborder, transnational, common threat and challenges for all of us. Question: President Obama spoke about enforcement, about Syria and on the chemical weapons agreement you and Secretary Kerry came up with. Where do you think the Security Council resolution on Syria will end? Do you see some enforcement mechanism being built into the Security Council resolution or not? Sergey Lavrov: The chemical weapon problem in Syria is, first of all, the issue for the Organization for the Prohibition of Chemical Weapons (OPCW). The President of Syria addressed the Secretary General of the United Nations and the Director General of the OPCW with a formal request to accede to the Chemical Weapons Convention. Question: You're speaking of President Bashar al-Assad? Sergey Lavrov: Yes, President Assad. He asked formally to accede to the Convention, and now Syria is under a legal obligation derived from this Convention. So this is already a binding arrangement, and the steps of the Syrian government indicated clearly that they were fulfilling their obligations under that Convention. The OPCW developed a draft decision -- that was agreed by John Kerry and myself in Geneva on September 14, and the draft decision will be submitted soon for the Executive Council of the OPCW and this would be the main instrument to resolve the problem of chemical weapons in Syria as a member of the Chemical Weapons Convention. We also agreed in Geneva with John Kerry that we will initiate a Security Council resolution which will support and reinforce the decision of the Chemical Weapons Convention. And we set in that framework which we agreed in Geneva that we would be very serious about any violation of the obligations under the Chemical Weapons Convention, we would be very serious about any use of chemical weapons by anyone in Syria and that those issues would be brought to the Security Council under Chapter VII. This is the framework in which we were working both in The Hague, in the OPCW headquarters and in the UN Security Council. Question: Secretary Kerry claims that an enforcement mechanism under Chapter VII should be part of the UN resolution and you apparently disagree. Sergey Lavrov: The Geneva framework is available and anyone can read what's in it. We agreed today with John Kerry that we would follow that understanding in drafting the Security Council resolution. Question: So there's no difference between the American and the Russian position? Sergey Lavrov: As these positions are reflected in the Geneva framework of September 14, no. Question: In President Obama's speech today, he spoke of consequences if the Syrians fail to comply. Sergey Lavrov: I cannot speak about individual position of any UN member. I can only speak about arrangements to which Russia is a party, and we are a party to the Geneva framework of September 14, and are committed to implementing this fully. Question: So if there were violations you would go back to the Security Council and get another resolution to do something about it? Sergey Lavrov: Exactly. Question: How did this chemical weapons agreement come about? The White House said President Vladimir Putin and President Obama discussed chemical weapons several times, starting at the G20 summit in Mexico last year. Lakhdar Brahimi, the Joint Special Representative of the UN and League of Arab States for Syria met Friday (13 September) with US Secretary of State John Kerry, and Sergei Lavrov, his Russian counterpart as part of a process to place Syria's stockpiles under international supervision. Following the meeting John Kerry and Sergie Lavrov spoke to reporters along with Lakhdar Brahimi, who is trying to organize this conference known as Geneva Two or Geneva II. US Secretary John Kerry described the talks as "constructive" and said they were working hard to find "common ground." John Kerry added that they both discussed "some of the homework that we both need to do" and have "both agreed to do that homework" and are expected to meet again in New York around the time of the UN General Assembly (28 September) "in order to see if it is possible to have success here in the next day, hours, days, on the subject of the chemical weapons." Russian Foreign Minister Sergei Lavrov said he welcomed the chance to discuss the "longer term goal" of peace in Syria, and that now Syria had joined the Chemical Weapons Convention it was necessary "to design a road which would make sure that this issue is resolved quickly, professionally, as soon as is practical". Joint UN / Arab League Special Representative Lakhdar Brahimi said that it was "extremely important in itself and for itself, but it is also extremely important for us working with you on trying to bring together the Geneva Two conference successfully." Lakhdar Brahimi had been hard at work on the diplomatic front to bring the conference to fruition, including in discussions last week at the G20 Summit in St. Petersburg. The goal of a second Geneva conference would to be to achieve a political solution to the conflict through a comprehensive agreement between the Syrian Government and the opposition for the full implementation of the Geneva communiqué, adopted after the first international meeting on the issue on 30 June 2012. Russian Foreign Minister Sergei Lavrov on Monday warned that talks by some Western countries on the swift adoption of a tough United Nations resolution on Syria could wreck peace efforts. He spoke after Britain, France and the United States at a Paris meeting agreed on the need for a "strong and binding" UN resolution on the transfer of Syria's chemical weapons to international control. Lavrov said Russia opposed proposals by Western powers to swiftly pass a resolution including the use of force under Chapter Seven of the UN charter. He called for the United States to adhere to the terms of the framework he and US Secretary of State John Kerry drew up in Geneva on Saturday. Lavrov said that declarations "by some of our partners" that a resolution listing measures under Chapter Seven should be passed in the next few days "show lack of understanding of what we agreed on with John Kerry, and even unwillingness to read this document". "Chapter Seven was the subject of fierce debates at the US-Russia talks. As a result, it is not in the final text, but our partners want to replay unilaterally what we agreed in Geneva with the Americans," Lavrov said. He was speaking at a joint press conference with his Egyptian counterpart Nabil Fahmi in Moscow. Referring to "announcements that are coming from European capitals," Lavrov said he was "convinced... the American side will firmly adhere, as a normal negotiating partner, to what was reached" at the Geneva talks. He insisted that the US-Russian framework agreement offered a real "practical route" towards destroying Syria's chemical weapons. He said that those who wanted to threaten Syria with strikes were choosing a strategy that could jeopardise future peace talks. "If on the other hand, for someone it is more important to constantly threaten, to scare, to seek an excuse for strikes... then that is also a route to wrecking completely the chances of calling the Geneva-2 conference," Lavrov said, referring to peace talks long proposed by Russia and the United States. Lavrov and Kerry on Saturday announced a proposed deal under which Syria would hand over a list of its stockpiles within a week and would destroy its chemical weapons by mid-2014 after intensive talks that ran into a third day. The framework agreement said that the United Nations resolution "should provide for review" of Syria's compliance on a chemical weapons ban. It says that in the case of non-compliance with the terms of the new international ban on chemical weapons, the Security Council would urgently review the issue and then "could impose measures under Chapter VII of the UN Charter" without specifying the use of force. "That will be an absolutely different resolution," Lavrov said, "and nobody can say as to what its contents would be". Russia and US agreed they would submit a draft decision to the Organisation for the Prohibition of Chemical Weapons (OPCW) laying out the "extraordinary procedures" they believe it should take to destroy Syria's chemical weapons.
