Financial Critics: Pessimistic About The Australian Economy
^^SUBSCRIBE!!^^ SYDNEY—Companies in Australia from building-material suppliers to recruitment agencies are growing pessimistic over the fate of an economy facing the end of a decade of prosperity fueled by a resources boom. Dreary outlook statements this week from several companies in sectors Australia's central bank has been trying to lift with record low interest rates are starting to raise questions as to how effective that aggressive strategy has been. "There has been little improvement evident in residential construction, and commercial activity has remained flat with no obvious signs of recovery," said Mark Adamson, chief executive of Fletcher Building Ltd. The company makes millions of dollars in revenue in Australia from selling products such as wood panels used for kitchen cabinets to living room floors. Construction is closely watched by the Reserve Bank of Australia because it has driven previous economic recoveries. So far, however, the sector been slow to respond to eight rate cuts since November 2011. A private sector gauge earlier this month showed construction activity contracted for a 38th consecutive month in July. Other sectors similarly sensitive to rate cuts are in the doldrums too as consumers hold back on spending and borrowing, worried that the mining slowdown will make jobs more scarce. Retail sales—a strong indicator of consumer confidence—grew at their weakest pace in more than half a century in the fiscal year through June. Earlier this month, the central bank cut its estimate for economic growth this year to 2.25% from a May forecast of 2.5%--well below Australia's long-term average economic growth rate of around 3.25%. Some economists have warned of a rising recession risk in the coming year as the slowdown in resources investment gathers pace—particularly in sectors like coal where more than 10,000 jobs have been lost in recent months. Boral Ltd., which relies on Australia for 78% of its revenue, has struggled with weak demand for products ranging from cement to plasterboard used in the construction of new homes. The downturn prompted it to lay off around 800 workers and shut plants, incurring restructuring costs that contributed to a 212.1 million Australian dollars (US$192.1 million) net loss in the year through June. The Sydney-based company, which has a market value of A$3.42 billion, said it wasn't seeing any pickup in the country's building sector and forecast activity to be largely flat in the current fiscal year. As a result, it is focusing more on higher-growth markets such as the U.S., where a nascent housing recovery is under way, and Asia in a bid to return to profit. "Clearly interest-rate cuts can have a positive impact on our business and to the extent that they continue that would definitely be positive," Boral Chief Executive Mike Kane told reporters. "But I do think you get to a point where the cuts have a nominal impact on the market." While there are signs of improved home-building activity in states like Western Australia and New South Wales, this was being offset by weakness in Queensland and Victoria, Boral said. "It is very much a picture of a marketplace that is moving laterally, rather than any inflection moving up or down," said Mr. Kane. That view was broadly echoed by New Zealand's Fletcher Building, which saw operating earnings in Australia decline by 22% in the fiscal year just ended. "The outlook in Australia remains soft and uncertain," said Mr. Adamson. "The knock-on impact of a slowdown in mining and resources investment is expected to affect overall activity levels." The absence of a recovery in construction is feeding into Australia's job market, which is already struggling to absorb thousands of out-of-work miners. Earlier this month, the center-left Labor government forecast a rise in unemployment to its highest level in a decade next year. Seek Ltd., the owner of Australia's biggest online employment website, meanwhile, said its profit in Australia was facing growing pressure as the economy slowed. "We saw ad volumes declining throughout the year. They were down significantly," Seek Chief Executive Andrew Basset said in an interview Wednesday.
