Synopsis
Power and Impotence tells the story of common men accessing power to try and challenge the system from within. In a political thriller settled in stranger-than-fiction Paraguay, we follow their hopes and disappointments from a rare behind-the-scene point of view, until the tragic ending and their fall from power.
A unique period in the history is documented in an intimate, universal film, providing an insight on the sense of politics, on the reality of people's power in representative democratic systems.
Fernando Lugo, former Catholic Bishop and member of the Liberation Theology, won the 2008 presidential elections in Paraguay.
After 61 years of hegemony by the Colorado Party, created by the dictator Alfredo Stroessner who ruled Paraguay for 35 years, this unexpected victory came as a political miracle, the people's dream for change finally come true.
But politics is not for saints and the dream turns into a nightmare.
As Head of State Lugo realizes power is not in his hands: it lies in the old oligarchy, deeply rooted in the Kafkaesque mechanisms of mock-democracy and globalized economy. Biased media, a mysterious guerrilla group and illness all contribute to mounting pressure until the tragic outcome.

U.S. Army South and partner nations participating in the annual U.S. Southern Command sponsored training exercise known as PANAMAX.
Fuerzas Aliadas PANAMAX 2012 focuses on the defense of the Panama Canal and the Central American region by a multinational combined/joint task force. The exercise was held Aug. 6 – 17, 2012. It exercised a variety of responses to any request from the Governments of Panama and Colombia to protect and guarantee safe passage of traffic through the Panama Canal, ensure its neutrality, and respect national sovereignty.
Simulated training for PANAMAX 2012 were held at locations throughout the United States, including Fort Sam Houston, San Antonio, Texas; Miami; and Naval Station Mayport, Fla.
This exercise is designed to execute stability operations under the support of United Nations Security Council Resolutions; provide interoperability training for the participating multinational staffs; and build participating nation capability to plan and execute complex multinational operations.
PANAMAX 2012 develops and sustains relationships that improve the capacity of our emerging and enduring partners’ forces to deal with 21st century threats encountered in today’s land, sea, air and cyber environments. This annual exercise fosters friendly cooperation and understanding among participating forces.
Importance of Exercise
The Panama Canal is critical to the free flow of trade in the region and the entire world. The region's economy and political stability largely depend on the safe transport of several hundred million tons of cargo through the canal each year, and PANAMAX 2012 is designed to ensure plans are in place to respond to requests from the Government of Panama and also Colombia for this year’s iteration.
PANAMAX has evolved over many years and now includes training for the constantly evolving nature of new threats in today’s security environment.
Training Involved
Training in this exercise tested command and control of forces across the spectrum of operations, including maritime, air, land, space, and cyber. The simulated exercise scenarios during PANAMAX 2012 provided invaluable training on coalition command and control and combined interoperability — the ability to work together seamlessly.
This year’s exercise included an increased leadership role taken by all the partner nations. Specifically, Colombia will once again lead the ground component and Brazil led the maritime component for the first time.
Participating Nations
Representatives from Belize, Brazil, Canada, Chile, Colombia, Dominican Republic, Ecuador, El Salvador, France, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, and the United States took part.
U.S. Military Participants
Participating in this year’s PANAMAX from the United States were staff elements from SOUTHCOM, U.S. Army South, U.S. Marine Forces South, Special Operations Command South, and Naval Forces South/U.S. 4th Fleet.
History
PANAMAX began in 2003 with three countries: Panama, Chile and the United States. Exercise participation has greatly expanded every year since.

This video is produced for the 'DES 3241 : Theories of Urbanism, Landscape, Ecology', a course taught by Pierre Bélanger at Harvard University Graduate School of Design in the Fall 2013.
Itaipu is the largest hydropower station in the world located on international borders. It is located on the 175km stretch of the Parana River that Brazil and Paraguay share as a border.
The Guaira falls on that stretch of the Parana River had the greatest volume of any waterfalls in the world. The 1870 treaty placed after the Triple Alliance war between Brazil, Argentina and Paraguay placed the border between Paraguay and Brazil at the falls, but didn’t specify a precise point. Therefore both countries each claimed the falls.
In search for a new renewable energy source initiated by a general fear of an oil crisis, Brazil started building dams since the 1960’s on the upper stretch of the Parana river. Brazil also considered diverting part of the Parana around the Guaira Falls for an all-Brazilian hydroelectric plant.
Paraguay denounced the potential impact on the falls, but eventually negotiated with Brazil, resulting in an agreement to dam the Parana in an equal partnership with each country receiving half of the produced electricity. The Itaipu dam was completed in 1982 and with its 200m height it buried the Guaira falls under water. The initial Itaipu agreement forced Paraguay to sell its excess electricity back to Brazilian state companies at cost price, this foreshadowed the disparity in power between Paraguay and Brazil.
Land use maps of the Itaipu reservoir area show that after the building of the Itaipu dam Paraguay gained in agricultural land, while Brazil gained in urbanization. Much of the agricultural growth in Paraguay though was initiated by prosperous Brazilians who migrated to the Alto Parana area, buying up the land from which local farmers were evicted by the Paraguayan government.
As a natural border between the two nations the Parana has been a key element in the inequity and power struggle between Paraguay and Brazil since 1811. Over time the river’s importance shifted from natural resource, to stable natural boundary and trade-route to finally the source for power in a large scale energy-grid.
While borders are no longer in dispute, the fight for power clearly still is. In 2009 Paraguay and Brazil renegotiated the treaty on the Itaipu dam tripling Paraguay’s income from the excess power and allowing Paraguay to sell its power to Brazil at market rates. Though shown to be somewhat of a positive development for the Paraguayan economy, expansion of the power grid has proved to have more of a wide-ranging connective impact on Brazils development than that of Paraguay. While hydropower infrastructure extends into Paraguay, much of the Paraguayan population does not reap the benefits of this expansion.
The hydropower infrastructure at Itaipu is a clear example of the shift of rivers to power, serving dominant political forces, while leaving others in the dark.
