Arizona Legislature supports Azerbaijan's territorial integrity
Arizona Legislature supports Azerbaijan's territorial integrity
Arizona State Legislature expresses support for Azerbaijan's territorial integrity On January 30, 2014, the State Senate and House of Representatives of Arizona adopted a resolution dedicated to Azerbaijan. The Consul General of Azerbaijan in Los Angeles Nasimi Aghayev attended the plenary sessions of both chambers during the adoption of the resolutions. Before the adoption, the resolution authors presented the Consul General to the legislators and stressed the importance of Azerbaijan for the United States. Then the resolution was unanimously adopted by both houses of the Legislature. The resolution notes that the United States and Arizona support Azerbaijan's territorial integrity and sovereignty, and the international community does not recognize Nagorno-Karabakh as an independent entity. It says that the "OSCE Minsk Group is tasked to facilitate negotiations between Armenia and Azerbaijan toward a political settlement of the conflict based on the principles and norms of international law and the decisions and documents adopted by the OSCE and the applicable UN Security Council resolutions." In this regard, the resolution stresses that the "UN Security Council, in its resolutions 822, 853, 874 and 884, and the international community, including NATO, the UN, the Organization of Islamic Cooperation and the Non-Aligned Movement, have reaffirmed support for the sovereignty and territorial integrity of Azerbaijan." According to the document, "the resolution of the Armenia-Azerbaijan conflict will bring relief to the hundreds of thousands of Azerbaijani refugees who have been displaced because of this conflict." Given the afore-mentioned, the legislators express support for "the reinvigoration of United States efforts aimed at a swift and just political settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict." Speaking of Azerbaijan's development since independence, the document also notes that over the past decades, "Azerbaijan has succeeded in rebuilding its economy, tripling its gross domestic product (GDP) and becoming a rapidly developing member of the global economy." "Accounting for 80% of the GDP of the South Caucasus region, the Republic of Azerbaijan is the United States' biggest trade partner in the South Caucasus," so the resolution. Calling Azerbaijan "a strategic partner of the U.S. in the strategically important South Caucasus region," the resolution stresses that "over the past twenty years, the U.S. and Azerbaijan expanded their partnership and developed multifaceted cooperation on issues ranging from energy security, to the fight against international terrorism, to efforts against drug and human trafficking, to nonproliferation of weapons of mass destruction." The resolution further says that "Azerbaijan initiated a number of strategically important trans-regional energy and transportation projects like the Baku-Tbilisi-Ceyhan oil pipeline, the Baku-Tbilisi-Erzerum gas pipeline and the Baku-Tbilisi-Kars railway, which contribute to the prosperity of both Azerbaijan and some of our regional allies, including Turkey and Georgia." It is noteworthy that this is the second resolution on Azerbaijan by the Arizona State Legislature. The first resolution was adopted in May 2013 and covered the strategic partnership between the U.S. and Azerbaijan. (Video links are found below) Tulsi Gabbard (born April 12, 1981) is an American politician who has been the United States Representative for Hawaii's second congressional district since 2013. She is also a Vice-Chair of the Democratic National Committee. She is the first American Samoan,the first Hindu member, and along with Tammy Duckworth, one of the first female combat veterans in the United States Congress. Gabbard previously served on the Honolulu City Council and in the Hawaii House of Representatives; she was the youngest woman in the United States to be elected to a state legislature. She is currently a Military Police Company Commander with the Hawaii Army National Guard, and has served on two deployments to the Middle East. Early life and education Tulsi Gabbard was born in Leloaloa, American Samoa, the fourth of five children of Mike Gabbard and Carol Porter Gabbard. Her family moved to Hawaii in 1983 when Tulsi was two. Tulsi grew up in a multicultural, multi-religious household. Her father is Samoan/European heritage and is a practicing Catholic who is a lector at his church, but also enjoys practicing mantra meditation, including kirtan. Her mother is white and a practicing Hindu. Tulsi fully embraced Hinduism as a teenager. The Gabbard family homeschooled Tulsi through high school, except for two years she attended a girls-only missionary academy in the Philippines. In a four-candidate Democratic primary, she won with a plurality of 48%. She defeated Rida Cabanilla (30%), Dolfo Ramos (18%), and Gerald Vidal (4%). Gabbard Tamayo won the general election, defeating Republican Alfonso Jimenez 65%--35%. In 2004, Gabbard Tamayo filed for re-election, but then volunteered for National Guard service in Iraq. Cabanilla, who filed for a rematch, called on the incumbent to resign, because she would not be able to represent her district from Iraq.[16] Gabbard Tamayo thus decided not to campaign for a second term. Cabanilla defeated Gabbard Tamayo in the Democratic primary 64%--25%. TENURE In 2002, at the age of 21, Gabbard Tamayo became the youngest legislator ever elected in the history of Hawaii and the youngest woman elected to state office in the nation. She represented the Oahu 42nd District, which covers Waipahu, Honouliuli, and Ewa Beach. She played a key role, along with her Ewa colleagues, in securing funding for infrastructure on the Ewa Plains. She opposed LGBT rights, including same-sex marriage and civil unions. When voting against legalizing civil unions, she stated: "To try to act as if there is a difference between 'civil unions' and same-sex marriage is dishonest, cowardly and extremely disrespectful to the people of Hawaii who have already made overwhelmingly clear our position on this issue. As Democrats we should be representing the views of the people, not a small number of homosexual extremists."
