Negotiating with North Korea: The Six Party Talks and the Nuclear Issue
Negotiating with North Korea: The Six Party Talks and the Nuclear Issue
This NSC seminar addresses the complex question of negotiation with North Korea. Dr Buszynski analyses the Six Party Talks as a case study of negotiation and examines the proposition that the process of negotiation can shape the outcome, sometimes in unexpected ways. This study examines how the talks, intended to terminate North Korea's nuclear program, actually gave it time to bring that program to completion. It concludes that the talks have had their day and should not be revived. While they made sense when China assumed the role of a mediator, China has since sided with the North after it conducted nuclear tests. Dr Buszynski argues that the six parties are now inadequate and proposes a wider multilateralism which would involve ASEAN, the EU, Australia, the IAEA and the UN to bring stability to the region. Dr Buszynski is a Visiting Fellow at the ANU National Security College. From 1994 to 2010 he worked at the International University of Japan (IUJ) in various roles, including as Professor of International Relations and Dean of the Graduate School of International Relations. Dr Buszynski was also a Director of the Research Institute of Asian Development, with previous roles in the ANU Strategic and Defence Studies Centre and the Department of Political Science at the National University of Singapore. Professor Michael Wesley formally launches the book and discusses the issues it raises. He is Professor of National Security and Director, Academic, Outreach & Research at the NSC. He has published extensively in the area of national security and foreign policy. He was Executive Director of the Lowy Institute for International Policy from 2009 to 2012 and Professor of International Relations and Director of the Asia Institute at Griffith University from 2004 to 2009.- published: 04 Nov 2013

Subscribe to Arirang Today! http://www.youtube.com/subscription_center?add_user=arirangtoday The first Six party talks aimed at dismantling the North Korean nuclear capabilities began on August 27, 2003 in Beijing. 10-years has past but North Korea has not given up its nuclear capabilities and has made public that it is a nuclear power state. The Six party talks has had several outcomes represented in the '9.19 Joint Declaration' on December 10, 2008 followed by the '2.13 Agreement' and the '10.3 Agreement'. Not much progress has been made ever since and the Six party talks has been suspended for 5-years. But the Six party talks did have a role of bringing stability on the Korean peninsula for the past 10-years but failed to denuclearize the Korean peninsula. We look back on the past 10-year history of the Six party talks and highlight its achievements and its limits. We also predict new ways to discourage the North Korean nuclear ambition.- published: 06 Sep 2013

US envoy in China to restart six party talks
US envoy in China to restart six party talks
In Beijing, US Special Representative for North Korea Policy Glyn Davies called for a resumption of the stalled Six Party talks. He was talking to reporters after meeting with his Chinese counterpart Wu Dawei. The Chinese Foreign Ministry had Earlier urged a restarting of the talks, which aim to persuade the North to give up its nuclear weapons in return for aid. Experts say that while the US and China would both like to see a North Korea without nuclear weapons, China doesn't want the instability that could come from putting more pressure on its neighbour. They also say Sino-US cooperation is limited by the perception that America's plans in the region go far beyond a denuclearised Korean peninsula. Speaking to reporters, Davies also called for the release of Kenneth Bae, a Korean-American Christian missionary who has been held in the North since 2012. After Beijing, Glyn Davies will travel on for further discussions about the North Korea issue with two American allies; South Korea and then Japan.- published: 29 Jan 2014
