WASHINGTON (AP) — President Barack Obama has ordered the Pentagon to plan for a full American withdrawal from Afghanistan by the end of this year should the Afghan government refuse to sign a security agreement with the U.S, the White House said Tuesday.
However, in a call with Afghan President Hamid Karzai, Obama also said the U.S. could still keep a limited troop presence in Afghanistan after 2014 if the agreement is ultimately signed. He acknowledged that Karzai was unlikely to sign the bilateral security agreement himself, leaving the fate of the continued U.S. troop presence in Afghanistan to the winner of the country\'s April elections.

Suspected Islamist militants from the Boko Haram group in north-eastern Nigeria have attacked a school and shot some students, the military has said. Dozens of pupils are reported to have been killed. Police told Reuters that all the dead were boys and that some of the bodies "were burned to ashes". The attack took place in troubled Yobe state, the military said. Residents of the town of Buni Yadi said the attackers struck at night, slitting the throats of some students. They said that others were shot. Teachers at the remote Federal Government College boarding school in Buni Yadi told the AP news agency that as many as 40 students had been killed in the assault which began early on Tuesday morning. Hospital sources in Yobe told the BBC 29 corpses had been brought in following the attack. 'Pursuit of the killers' The military has confirmed that an attack took place on "student hostels" but says it cannot yet give further details. "Details are still sketchy due to lack of telephone access, and it is still not clear how many students were affected in the attack," Yobe military spokesman Lazarus Eli told the AFP news agency. "Our men are down there in pursuit of the killers," he said. Boko Haram, whose name means "Western education is sinful" in the northern Hausa language, has frequently attacked schools in the past. Scores of people were killed in two attacks last week. In one incident, militants destroyed a whole village and shot terrified residents as they tried to escape. The failure of the army to destroy the militants has fuelled anger in the north-east, correspondents say. Thousands of people have been killed since 2009, when Boko Haram launched its campaign to install Islamic law. Tuesday's attack in Yobe is close to where suspected Boko Haram fighters killed more than 40 students last September. The latest offensive ordered by President Goodluck Jonathan in May has been blamed for triggering reprisals by militants against civilians. Addressing a news conference on Monday, the president defended the army's record, saying it had achieved some successes against Boko Haram and that the militants had been contained to a small area of north-east Nigeria close to the border with Cameroon. He said that Nigeria was working with Cameroon to stop the militants from staging attacks in Nigeria and then escaping over the border. The BBC's Will Ross in Nigeria says that Yobe has been relatively peaceful this year unlike neighbouring Borno state where at least 250 people have been killed in a series of large scale attacks by the militants. Our correspondent says that the latest killings show the scale of the task the military still faces. US May Take Out All Troops in Afghanistan By Year End WASHINGTON (AP) — President Barack Obama has ordered the Pentagon to plan for a full American withdrawal from Afghanistan by the end of this year should the Afghan government refuse to sign a security agreement with the U.S, the White House said Tuesday. However, in a call with Afghan President Hamid Karzai, Obama also said the U.S. could still keep a limited troop presence in Afghanistan after 2014 if the agreement is ultimately signed. He acknowledged that Karzai was unlikely to sign the bilateral security agreement himself, leaving the fate of the continued U.S. troop presence in Afghanistan to the winner of the country's April elections. "We will leave open the possibility of concluding a BSA with Afghanistan later this year," the White House said in a summary of the call between the two leaders. However, the White House added that "the longer we go without a BSA, the more likely it will be that any post-2014 U.S. mission will be smaller in scale and ambition." Tuesday's call was the first direct contact between Obama and Karzai since last June, underscoring the White House's frustration with the Afghan leader's refusal to sign the security agreement. The pact would give the U.S. a legal basis for having forces in Afghanistan after 2014, and also allow it to use bases across the country. The White House has repeatedly said it would not leave American troops in Afghanistan without the agreement. Defense Secretary Chuck Hagel called Obama's order to the Pentagon "a prudent step" given the likelihood that Karzai will not sign an agreement. However, he said the Pentagon would also continue to make plans for a possible U.S. mission in Afghanistan after this year, which would focus on counterterrorism and training Afghan security forces. The Pentagon has long had contingency plans for multiple options in Afghanistan. However, Navy Rear Adm. John Kirby said Tuesday that until now, the military was "not actively planning for a complete withdrawal." "Now we will," the Pentagon press secretary said. Joint Chiefs Chairman Gen. Martin Dempsey was traveling to Afghanistan Thursday to visit U.S. military leaders in the country and assess the security situation. Dempsey said he continues to prefer keeping an American troop presence in the country because of the continued threat of al-Qaida, but said the options for doing so "are far more constrained than we're currently recommending." Obama has been weighing options from the Pentagon that would keep as many as 10,000 troops in the country after this year, contingent on the security agreement. However, some White House officials are believed to support keeping a smaller troop presence. The U.S. currently has about 33,600 troops in Afghanistan, down from a high of 100,000 in 2010. The longer the decision takes, the more expensive and risky the troop drawdown will become. With less time to move troops and equipment, the military will have to fly assets out rather than use cheaper ground transportation. If the security pact is never signed, the Pentagon's biggest challenge will be closing large military facilities, including the Bagram and Kandahar air bases. Shutting down a massive base typically it takes about 10 months, but military officials said they are prepared to do it in a much shorter — although far more expensive — period if necessary. Military officials said commanders would still like to have about six months to shut the facilities down. If there is no security agreement by late summer, the officials said closing the bases by the end of the year becomes far more difficult.

At least 29 students at a college in Nigeria are dead Tuesday after an attack authorities suspect was carried out by Boko Haram Islamists, according to the Nigerian military. The attackers also torched several buildings, the military said. "There were burnt bodies of students who cannot be easily identified," State Police Commissioner Sanusi Rafai said. The attack happened at a federal college in Buni Yadi, near the the capital of Yobe state. It came three days after President Goodluck Jonathan sent his top military chiefs to the northeastern part of the country to try to put down the violence there. The attackers escaped from the scene, military spokesman Capt. Eli Lazarus said. No group, including Boko Haram, immediately claimed responsibility for the attack.
