Afghan Government Releases Detainees despite US Warnings
Afghan Government Releases Detainees despite US Warnings
Afghan government releases 65 detainees who the U.S. has warned pose a serious security threat. Full Story: The Afghan government released 65 detainees on Thursday who the United States has warned pose a serious security threat, a move that further strains already tense U.S.-Afghan ties as the international mission in Afghanistan winds down. Afghan Defence Ministry spokesman Zahir Azimi said the prisoners had been released from a detention facility near the Afghan capital, Kabul, and would be sent back to their respective home areas throughout Afghanistan. "According to the information we received from our military police headquarters we confirmed that 65 prisoner from Bagram prison have been released this morning," Azimi said. The U.S. embassy in Kabul called it a "deeply regrettable" move that ran counter to a 2012 agreement on detainees. "The Afghan government bears responsibility for the results of its decision," the embassy said in a statement on its website. The U.S. military has said the men should be tried in Afghan courts. A U.S. military official, speaking on condition of anonymity, said the United States had provided Afghan officials with "hundreds of pages" of evidence or investigative leads against the prisoners. Some of the detainees, he said, had been linked by fingerprints or other evidence to the production or placement of improvised bombs. But Abdul Shakor Dadras, head of the Afghan board in-charged with reviewing the prisoners' cases, said that the men's detention had been unjustified from the beginning, despite the information put forward by the United States. "We could not find any evidence to prove that these 65 people are criminals according the Afghanistan law, there was no reason to keep them in the prison, though there was not evidence the period they have spent inside the prison and the overall process was unlawful and illegal," he said. "I believe that release of these 65 people will be for the benefit of the Afghan nation and it will be for the benefit of the American nation and American government," Dadras added. The prisoners were transferred to Afghan authority last year as part of the U.S. and NATO transition out of Afghanistan. The coalition of foreign forces has been battling the Taliban since the Islamist group was removed from power in 2001. The fate of another 23 prisoners who the United States contends should not be released is being examined by the Afghan government, the U.S. official said. The detainees have become one more issue fuelling tension in U.S.-Afghan ties ahead of a presidential election election in April and the planned pullout of most foreign troops by the end of the year. The Obama administration has been pressing Afghan President Hamid Karzai for months to sign a bilateral security agreement with Washington that would allow some U.S. troops to stay beyond the end of this year. Afghanistan's interior minister visits the site of a suicide bombing that killed six civilians, and condemns the attack. Full Story: The Afghan government on Thursday (May 16) condemned the suicide bombing that killed six civilians in Kabul and wounded 30 others. The suicide bomber targeted two vehicles carrying foreign forces in the Afghan capital, officials said. It was not clear if any members of the foreign force were killed or wounded. The Hezb-e-Islami insurgent group, allied with the Taliban, claimed responsibility for the attack. A spokesman for the militants told Reuters that U.S. military advises were the targets. NATO's International Security Assistance Force (ISAF) said it was aware of an explosion and was looking into reports of ISAF casualties. The group killed seven South African and Russian pilots in a bomb attack in Kabul last year. Hezb-e-Islami, which means Islamic Party, is a radical militant group which shares some of the anti-foreigner, anti-government aims of the Taliban. But the political wing of the group, founded by warlord and former anti-Soviet fighter Gulbuddin Hekmatyar, has been in nascent talks with Afghan President Hamid Karzai on a peace deal to end the 12-year war. The National Directorate of Security, Afghanistan's intelligence agency, says it thwarts a large number of attacks on the capital on a weekly basis. The last suicide bomb attack in Kabul was in March, when a man blew himself up at a Defence Ministry gate, killing nine Afghans, during a visit by U.S. Defence Secretary Chuck Hagel. Afghanistan will release scores of prisoners considered by the US to be a security threat, President Hamid Karzais office has said. A statement said there was not enough evidence against 72 out of 88 prisoners previously held by US forces. Washington expressed concern over the planned releases, saying it regarded the 72 as dangerous criminals. The two countries have been at loggerheads over Mr Karzais refusal to sign a security deal with Washington. Irreparable damage Hundreds of prisoners at Bagram jail have been freed since the Afghan government took over the running of the prison in March 2013. The government now says there is no evidence against 45 out of 88 further prisoners, while the evidence against 27 more is not enough to put them on trial. We cannot allow innocent Afghan citizens to be kept in detention for months and years without a trial for no reason at all, Mr Karzais spokesman, Aimal Faizi, told the Reuters news agency. We know that unfortunately this has been happening at Bagram, but it is illegal and a violation of Afghan sovereignty. US state department spokeswoman Jen Psaki said there was strong evidence linking the 72 to terror-related crimes. We have expressed our concerns over the possible release of these detainees without their cases being referred to the Afghan criminal justice system, she said. These insurgents could pose threats to the safety and security of the Afghan people and the state. US senators visiting Kabul last week said that any releases would do irreparable damage to the relationship between Washington and Kabul and jeopardise US plans to keep a troop presence in Afghanistan after the Nato withdrawal later this year. A statement released by the US last week said it would constitute a breach of a memorandum of understanding agreed between the two sides at the time of the Bagram jail handover. According to the UN Security Councils mandate, the US-led international military force in Afghanistan is scheduled to hand over all security duties to Afghan forces before its full withdrawal by the end of 2014. But if a Security and Defence Co-operation Agreement is signed between the two countries, about 10,000 US troops could stay in Afghanistan for another 10 years. The BBCs Bilal Sarwary in Kabul says that there have been internal battles within the Afghan government over the issue of prisoner releases. He says that President Karzais chief of staff Karim Khuram is widely perceived as being anti-American and it is an ally of his - the prison warden at Bagram jail - who is thought to be behind the decision to release the prisoners. With so many justifications for why the U.S. continues its occupation of Afghanistan, are there any that are legitimate?
By mid-2010, the war in Afghanistan had arguably passed Vietnam as the longest war in the history of the United States. At the war’s outset many U.S. citizens supported the invasion as a means of holding responsible those who orchestrated the attack on the World Trade Center. However, as time has passed and more American troops and Afghan civilians die, the U.S. government has struggled to maintain popular support by emphasizing other justifications for continuing the costly occupation. One of the most controversial concerns is the plight of women. Many commentators, some of them Afghan women, argue that the presence of coalition forces in their country has allowed them to be more active in politics and civil society. But not all women agree, and many find the country just as dangerous as ever. Furthermore, some believe that, in reality, the U.S. is far more concerned with the nearly $1 trillion worth of untapped mineral deposits that the U.S. discovered in June 2010. This short film allows women in Afghanistan to give voice to their reasons for opposing an ongoing occupation.
