More information here: http://cs.pn/1bNqH35 "But we toured the country, found out what was needed, developed legislation and passed the Mental Health Systems Act of 1980. It passed through Congress one month before Jimmy, as he says was, involuntarily retired from the White House and the incoming president put it on the shelf. Never implemented it. It was one of the greatest disappointments of my life. And now, we had a mental health symposium here at the Carter Center. I have a great mental health program here, last week, and one of the people who worked with me in the White House, the program - the subject was the Affordable Care Act and he did a comparison of what we did in 1980 with what we - what the Affordable Care Act. It is almost identical. We just passed parity. It was announced here, the final regulations. I had parity in the 1980 Mental Health Systems Act. I mean, it's really - things don't move very fast in the mental health field, but I'm so thrilled now that we have parity and that we have a full Affordable Care Act, covers parity, and we also had immigration in the 1980 legislation by combining mental health and substance abuse, behavioral help." She continues "...like with the Affordable Care Act, I was so confused by the time we had our meeting last week, that - we had people here who really knew what was in the law, which was so good for us. And then to have the parity regulation, that was - we found out the day before Kathleen Sebelius came that she was going to announce the final regulations, which I had been talking to. Passed the law in 2008 and I had been talking to her about it. She's a good friend. Her father was governor when Jimmy was governor. Her mother's a good friend and I've been talking to get the regulations out and I am sure her hands were tied by the White House because I think they wanted it in the Affordable Care Act. But then for her to come here and announce it, as soon as I heard it, I started shaking, you know? I mean, this is 33 years after I called - I had wanted it, so it was exciting. More information here: http://cs.pn/1bNqH35 "I got upset with the press too because they covered my mental health work my first few meetings I had and then they never showed up anymore, and one of the things I wanted to do is bring attention to the issue and how terrible it was and what few services there were. And - but - and thinking just getting it out in the public, that's what I did in Georgia, developed a good program in Georgia, by the way. But they just didn't come. And so one day I was walking in the downstairs floor in the White House and met this woman who was one of the press people and I said, "You don't ever cover my - nobody ever covers my meetings" and she said, "Mrs. Carter, mental health is just not a sexy issue" and that was - and that I didn't like, but I never did get very much coverage for it. But we toured the country, found out what was needed, developed legislation and passed the Mental Health Systems Act of 1980. If you get paid, then I have to do what First Lady is supposed to do. But you can do anything you want to and it's such a great soap box. I mean, it's just such a great opportunity. So I would - I would advise any First Lady to do what she wanted to do. If she doesn't - and another thing I learned is you're going to be criticized no matter what you do. I could've stayed at the White House, poured tea, had receptions, and I would've been criticized as much as I was criticized outside of what I did, but - and I got a lot of criticism, but you learn to live with it, as I said earlier. I look back now and I have memories of just waiting for the press conference in Iran to say what happened that day because we had no idea what was going on. And the only way we knew what was going on was when they would come out and announce it. And so - and it was just, you know, thinking about it and thinking - we met with the families all along and thinking about the people whose family members were there and what it was doing to Jimmy's presidency and it was awful. It was awful. But - and I would go out - I would go out and campaign and I had found out earlier that I could - when the president goes out, he's so surrounded that people - he speaks to them. He says hello and so forth, but he doesn't get close enough to people to have conversations, you know, just normally like you would otherwise about what their hopes and dreams of what they thought about what I was doing and what Jimmy was doing and anything that could help them. I had learned that early when Jimmy was - during his presidency. And - but I would go out and everybody would say, "Tell the president to do something and tell him to - he's got to do something." I would come home and I would say, "Why don't you do something?" And he said, "What do you want me to do? You want me to mine the harbors," which a lot of people were talking about it. He said, "And then have them bring out one prisoner every day and hang him in public?" Well, maybe that's not the best thing to do. And - but it was, you know - I wanted it over and, of course, he did too. Everybody did. Every one of the people in the country. Every night on - new TV programs started and nobody got over at all. I mean, could get over it or just think about it because it was there every day, every night. It was awful."- published: 06 Dec 2013

2012 Jimmy & Rosalynn Carter Work Project: Nov. 23 - Dec. 1
I returned to Léogâne, Haiti with Habitat for Humanity and Haven this year. We had the unique opportunity to revisit the 155 houses we built last year and see how the community's grown, and then build 100 new houses, too. It was awesome to see the houses from last year flourishing. The trees, flowers and bushes REALLY grow fast! That, plus the vibrant colors of each home and the smiles on the homeowner's faces made me feel so happy. The mood and tone of this year's build was definitely different from last year's! This was probably my favorite Carter Work Project yet! :)
This year I brought a GoPro camera with me and wasn't limited to only 2 hours of footage like last year, so I bring you more of what our build week looked like. My video from last year can be found here: https://vimeo.com/32767714.

An Emptiness in My Heart: Coping with mental illness in a foreign land
A Dominican mother comes to Boston to establish a new life for her family, but becomes overwhelmed by the changes, both externally and internally. This is the story of her journey through mental illness in a foreign land, her struggle to reconnect with her family, finally getting the help she needed, and her urge to help other immigrants in a similar situation.

This video is the part of series of short-form documentaries telling the stories of immigrant families affected by mental illness. The project is supported by the Rosalynn Carter Fellowship for Mental Health Journalism (http://www.cartercenter.org/news/pr/mental-health-fellows-2009-2010.html
My goal in telling these stories accurately and emphatically, and by allowing viewers to see mental illness through the lenses of different immigrant cultures, is to reduce the stigma that is associated with it and to encourage diverse groups of viewers to seek effective treatment when needed for themselves or for their loved ones.
