Endowed with significant natural resources, including ample fertile land, regular rainfall, and mineral deposits, it is thought that Uganda could feed all of Africa if it was commercially farmed. The economy of Uganda has great potential, and it appeared poised for rapid economic growth and development. However, chronic political instability and erratic economic management produced a record of persistent economic decline that has left Uganda among the world's poorest and least-developed countries. The national energy needs have historically been more than domestic energy generation, though large petroleum reserves have been found in the west.

After the turmoil of the Amin period, the country began a program of economic recovery in 1981 that received considerable foreign assistance. From mid-1984 onward, however, overly expansionist fiscal and monetary policies and the renewed outbreak of civil strife led to a setback in economic performance.

Since assuming power in early 1986, Museveni's government has taken important steps toward economic rehabilitation. The country's infrastructure—notably its transport and communications systems which were destroyed by war and neglect—is being rebuilt. Recognizing the need for increased external support, Uganda negotiated a policy framework paper with the IMF and the World Bank in 1987. It subsequently began implementing economic policies designed to restore price stability and sustainable balance of payments, improve capacity utilization, rehabilitate infrastructure, restore producer incentives through proper price policies, and improve resource mobilization and allocation in the public sector. These policies produced positive results. Inflation, which ran at 240% in 1987 and 42% in June 1992, was 5.4% for fiscal year 1995-96 and 7.3% in 2003.

Uganda ( /juːˈɡændə/ yew-GAN-də or /juːˈɡɑːndə/ yew-GAHN-də), officially the Republic of Uganda, is a landlocked country in East Africa. Uganda is bordered on the east by Kenya, on the north by South Sudan, on the west by the Democratic Republic of the Congo, on the southwest by Rwanda, and on the south by Tanzania. The southern part of the country includes a substantial portion of Lake Victoria, which is also shared by Kenya and Tanzania.

Uganda takes its name from the Buganda kingdom, which encompasses a large portion of the south of the country including the capital Kampala.

The people of Uganda were hunter-gatherers until 1,700 to 2,300 years ago, when Bantu-speaking populations migrated to the southern parts of the country. Uganda gained independence from Britain on 9 October 1962.

The official languages are English and Swahili, although multiple other languages are spoken in the country.

Louis A. Kasekende PhD, is a Ugandan economist. He is the Deputy Governor of the Bank of Uganda, the country's central bank. He began his five-year term in this position on 18 January 2008. This marks the second time that he is appointed to this office, having served in the same capacity from 1999 until 2002.

Louis Kasekende holds the degree of Bachelor of Arts (BA) in Economics from Makerere University, Uganda's oldest university. His Master of Arts (MA) degree and his Doctor of Philosophy (PhD) degree, both in Economics, were obtained from the University of Manchester n the United Kingdom.

From 1988 until 1994, Dr. Kasekende worked as a part-time lecturer at Makerere University. He joined the Bank of Uganda in 1986 and served in various capacities including:

Between 2002 and 2004, Kasekende was seconded to the World Bank by the Uganda government to serve as the Executive Director to the World Bank, representing twenty-two (22) African countries, including Uganda, on the bank’s executive board.
