On February 12, 2013, North Korea successfully conducted its third underground nuclear test.
While this in itself deserves condemnation by the international community, all nuclear and chemical weapons, nuclear reactors, nuclear powered vessels, and nuclear wastes in the Pacific endangers the lives of the inhabitants and the environment and deserve critical condemnation.
Last month, when North Korea announced the nuclear test the UN Security Council passed a resolution (SC/2087) fortifying sanctions against North Korea. Sanctions have never worked and have only harmed the North Korean people. The UN Security Council only met for two minutes to agree on this punitive resolution!
Important to note that only the United States has used nuclear weapons on a civilian population and has prepared and threatened to attack North Korea with nuclear weapons at least nine times.
In the past year, the United States has extended the range of South Korea’s ballistic-missile technology to target all of North Korea.
Demand an end to all nuclear testing, including the resumption of nuclear energy in Japan. Nuclear accidents are not a matter of "if," but a matter of "when" as recently witnessed from the 2011 Fukushima Daiichi reactor collapse, resulting in the ongoing radiation poisoning to the region.
Between 1945 and 1992 the U.S. conducted (by official count) 1054 nuclear tests, and two nuclear attacks, while France conducted 189 nuclear tests. Fallout as a result of these tests have had tragic consequences on the Marshallese and Micronesians that the US continues to downplay, as well as those in French Polynesia.
As early as 1983, Nuclear Free Independent Pacific issued a Peoples' Charter opposing the nuclear ambitions of industrialized countries. With Obama's "Pacific Pivot", the U.S. is transferring most of its military resources to the Pacific with the cooperation of NATO.
March 1st 1954 is is Nuclear Free Independent Pacific Day, commemorating the anniversary of "Castle Bravo" the first test of a thermo-nuclear hydrogen bomb near the Bikini Atolls in Micronesia.

Libya's president did not deserve the appalling treatment he received last week in New York

Libyan President Muammar Gaddafi was shabbily treated during his visit to New York to make his first ever address to the United Nations General Assembly. What was supposed to be an historic re-binding of ties between Libya and certain Western nations was a predetermined flop.
Evidently, states such as the US and Britain that promised normalisation of relations with Libya in return for the handing over Lockerbie suspects for trial and dismantling its nuclear programme have reneged on the implicit bargain.
Their behaviour towards the Libyan leader was little short of insulting. Canada, for instance, announced that its delegates would not be present when he delivered his speech, while British Prime Minister Gordon Brown told the BBC in advance that he had no intention of attending.
Brown later tried to score brownie points with the White House, which had rejected five British requests for a Brown-Obama one-on-one. When it came time for him to speak he turned his sarcasm on the Libyan leader.
US Secretary of State Hillary Clinton and the US Ambassador to the UN quit the chamber before he spoke while UN officials made sure that the Libyan leader didn't accidentally brush shoulders with President Barack Obama.
This state-level hostility was mimicked by the people of New York and New Jersey, who made it clear that they didn't want Gaddafi in their country by organising street protests and childish campaigns to ensure that he would not be allowed to sleep in his Bedouin tent.
It seems to me that those people could learn a lot about hospitality from the Middle East, where overseas guests are invariably treated with respect. Moreover, it is incumbent upon New York, which hosts the UN headquarters, to ensure that all delegates are properly treated irrespective of whether they happen to be in the good graces of the US or British governments.
In any event, if the demonstrators were upset at the early release of terminally ill Abdul Basset Ali Al Megrahi on compassionate grounds, their ire should have been directed elsewhere. Al Megrahi was sent home by the Scottish justice minister with the British

The resolution says both Syrian government and opposition forces must allow aid convoys to reach civilians across the country. The agreed text does not threaten sanctions - but warns of "further steps" if the sides do not comply. Russia and China, who vetoed previous similar resolutions, voted in favour. Russia, who has so far supported the government of President Bashar al-Assad, backed the document after insisting that an initial reference to sanctions be dropped. However, the resolution does denounce the use of barrel bombs, and demands cross-border access for aid convoys as well as an end to sieges across the country. Clashes continued on Saturday with reports of barrel bombs - barrels filled with explosives and scraps of metal - being dropped in the northern city of Aleppo. 'Long overdue' UN Secretary General Ban Ki-moon welcomed the resolution, but said it should not have been necessary as humanitarian access "is not something to be negotiated". "If this resolution is implemented quickly and in good faith, at least some of the suffering can be eased," he said in a statement. US ambassador to the UN Samantha Power said the resolution was "long overdue". She told the BBC that the challenge would be implementing its terms. She said Russia had "profound leverage" over the Syrian government and that it must help ensure compliance by Damascus. The BBC's Nick Bryant at the UN says the resolution is seen by many as weak because it does not include the threat of sanctions. But Russia's ambassador, Vitaly Churkin, said the resolution had taken on a more "balanced nature" by including some of his country's demands. Meanwhile Syria's UN envoy, Bashar Jaafari, said humanitarian access could not be improved without "putting an end to terrorism". 'Desperate need' Russia and China had vetoed three previous resolutions aimed at pressuring the Syrian government since the conflict began in March 2011. In that time, around 140,000 people have been killed and some 9.5 million forced to flee their homes. UN humanitarian chief Valerie Amos, who has repeatedly urged the Security Council to act on humanitarian access, said she hoped the resolution would "facilitate the delivery of aid to people in desperate need". Correspondents say Moscow has substantially changed its position on the issue over the past two weeks - during which time Russia has been hosting the Sochi Winter Olympics. The UN Security Council last year finally broke a two-and-a-half year deadlock on how to deal with conflict in Syria after voting unanimously to adopt a binding resolution on ridding the country of chemical weapons. Earlier this month, a UN-brokered ceasefire in Homs allowed aid workers to deliver food and medicine to rebel-held areas that have been under siege for more than a year, and evacuate more than 1,000 people. Russia, China veto UN Security Council resolution on Syria
Russia and China have vetoed the latest UN Security Council resolution on the ongoing violence in Syria because it leaves out sanctions on the opposition alongside those on the Assad government, and leaves out Russian proposals. Moscow says it had no other option but use its veto right, claiming the draft didn't realistically reflect the situation in Syria, and a result could have sent an unbalanced signal to all sides of the conflict. "The Russian delegation was forced to vote against this draft resolution. We seriously regret this outcome of our joint work," stated Russian UN Ambassador Vitaly Churkin. Russia and China were the only voting members to oppose the draft. And as permanent members of the UNSC, they had the option to use veto power to block the draft's passage. Beijing and Moscow have both taken issue with the draft's vague wording, which they say leaves the door open for possible international military intervention in Syria and creates a picture of the current situation that favors opposition forces over the Assad government. American Ambassador Susan Rice told the Security Council following the vote that the US was "disgusted" at Russia and China's decision to go against the resolution. US Secretary of State Hillary Clinton also warned that more blood would be shed in Syria if a resolution was not reached soon. Russian Ambassador Vitaly Churkin said that resolution's Western co-sponsors had not included key proposals such as isolating the Syrian opposition from violent extremist groups or a call to arms for other states to use their influence to prevent such alliances "Unfortunately, some of our colleagues choose to make rather bizarre interpretations of the Russian proposals," the Russian UN Ambassador said. Churkin said the Russian delegation has been accused of rewriting the Arab League texts adopted months ago in the Security Council. "Indeed, they were adopted months ago and since that time the situation has evolved," he said, pointing out that Syrian rebels used previous withdrawals of the Syrian troops to their benefit, occupying cities during cease-fires. "There is no rule that the Security Council should repeat verbatim all resolutions adopted by the original organizations.
