Over in the U.S. state of Virginia,... A bill on identifying the body of water between Korea and Japan as both the "East Sea" and the "Sea of Japan" in local public school textbooks is moving through the state legislature. The bill, submitted by Democrat David Marsden, was passed on Thursday with bipartisan support in a vote of nine to four by the Virginia Senate's Education and Health Committee. If passed by the full Senate and the lower house of the legislature, the bill could take effect as early as July. This is the second attempt to pass the bill, after it was voted down two years ago. Japan is reportedly trying to block the bill by actively lobbying Virginia lawmakers in both the upper and lower house. Korea considers the name "Sea of Japan" as a legacy of Japan's imperialistic past.

Now, over in the U.S.,...another huge step was made in the push for the dual use of the Korean name "East Sea" and the Japanese name "Sea of Japan"... in school textbooks in the state of Virginia. Park Ji-won tells us more. The so-called "East Sea" bill has passed the Virginia House of Delegates -- the last phase of the legislative process -- in a 82 to 16 vote. The bill requires all text books approved by the Board of Education to note that the "Sea of Japan" is also referred to as the Korean name "East Sea." As the bill passed the state Senate in January,... it now only requires the governor's signature for it to become law. Governor Terry McAuliffe is expected to sign the bill by early April at the latest,... and the bill will take effect from July 1st. The passing of the bill is a major victory for the state's estimated 82-thousand Korean American residents. They had to overcome intense lobbying by the Japanese government, in which Tokyo warned it might reconsider Japanese investment in the state. The Korean American community in Virginia has been pushing hard for the change since the early 1990s. They, as well as all Koreans, view the "Sea of Japan" designation as an unpleasant reminder of Japan's brutal colonization of the Korean peninsula in the early to mid-20th century. The Korean American community aims to further introduce the dual-naming-bill,... in U.S. states with high Korean American populations like California, New York, and New Jersey. They ultimately hope to change the U.S. government's single name policy regarding sea names. The International Hydrographic Organization, or IHO, published a book designating official names of the seas in 1929. Japan registered the name "Sea of Japan" to refer to the body of water that separates Korea and Japan,... however, as Korea was colonized by Japan back then, it had no way to voice its opposition on the world stage. The Korean government has been calling for the IHO to change the current single-name of the sea to at least a dual-naming,... as the term "East Sea" has been used in Korea for thousands of years. The tensions, shaped by China's growing assertiveness, have fueled concerns over armed conflict and raised questions about Washington's security commitments in its strategic rebalance toward the Asia-Pacific region. "Maritime disputes in the East and South China Seas are a pressing issue for the United States, China, and much of the rest of the world," says Elizabeth Economy, CFR's Director for Asia Studies. The region is rich in natural resources, home to many of the world's most dynamic economies, and an important global trade route for energy supplies and other goods. It is also a region in which power politics are at play and defense budgets are rising rapidly. As China's economic ascent facilitates growing military capabilities and assertiveness in both the East and South China Seas, other regional players are also experiencing their own rise in nationalism and military capability, and have exhibited greater willingness to stake territorial claims. Meanwhile, the U.S. "pivot" to Asia, involving renewed diplomatic activity and military redeployment, could signal Washington's heightened role in the disputes. If not managed wisely, these disputes could turn part of Asia's maritime regions from thriving trade channels into arenas of conflict. "If there is a use of force between Japan and China, this could be a full-on, all -out conflict between these two Asian giants, and as a treaty ally of Japan, will automatically trigger or automatically involve the United States," cautions Sheila A. Smith, CFR's Senior Fellow for Japan Studies. These dynamics pose an "exquisite" dilemma for U.S. foreign policy, says CFR President Richard N. Haass. "The danger is that twenty-first-century Asia could begin to go the way of twentieth-century Europe."

East Sea name bill: South Korea wins battle against Japan for US textbooks

The Virginia state legislature handed South Korea a minor victory earlier this month after it passed a bill requiring school textbooks to designate the Sea of Japan also as the East Sea and state lawmakers in New York have now joined in the East Sea naming efforts. The house of delegates approved the proposed legislation with a vote of 81-15. In addition to victories in Virginia and New York, New Jersey lawmakers have introduced a bill obliging the state government to use only the East Sea, when referring to the body of water. Korean-Americans remain a dominant political force in Virginia where legislators have received considerable financial support from the Korean community. The state senator who who submitted the bill in New York, explained that "Sea of Japan" is the a term that Koreans associate with the legacy of Japanese colonialism. According to 2010 U.S. census data, 1.7 million Korean Americans live in the U.S., while the number of Japanese Americans stands at 1.3 million. Several counties in Maryland, which neighbors Virginia, have already adopted both names when teaching students, despite objections from the Japanese government. The Korean community in the US appears determined to push the East Sea bill mandating that each state use the term East Sea in children's textbooks. A spokeswoman for the State Department, however, said on January 22 that there is to no change in U.S. government policy. The Virginia House of Delegates passed a bill by a wide margin of 81 to 15 on Thursday,... requiring the state education board only approve textbooks that use both names. The state House and the Senate, which approved a similar bill late last month,... will send a joint bill to Governor Terry McAuliffe for him to sign it into law. During his election campaign last year,... the governor spoke in favor of the Korean view... and has indicated he will sign on the dotted line. The bill results in a seemingly minor change in school texts,... but the Korean government and the large Korean-American community in Virginia are hailing the revision as they consider the Japanese name to be a legacy of Japan's imperialistic past. Japan had threatened to suspend investment in Virginia if the state legislature approves the bill. In a separate development,... The Hill, a congressional newspaper in the U.S., reported on the same day that Japan has hired at least two Washington-based lobby firms to keep a close eye on U.S. politics over the issue of the so-called "comfort women."
