America's poor problem 15 percent live below poverty line
America's slow road to recovery is looking like it has more potholes than paved paths these days. The Associated Press released a survey saying as much this week, when it found that four out of five adults struggle with joblessness, near poverty or reliance on welfare programs for at least part of their lives. According to the study, the country's poor remains at a record high, with 46.2 million, or 15 percent of the population, living below the poverty line. Beyond Copenhagen: Agriculture and Forestry Are Part of the Solution

Forestry and agriculture are where poverty reduction, food security and climate change come together and must be addressed in an integrated fashion was the key message to negotiators from agriculture and forestry communities at Cop 15, today.
Reducing greenhouse gas emissions and sequestering carbon from agriculture and forests must be an essential component of any strategy to keep global warming below the 2 degree Celsius threshold. Climate adaptation and mitigation measures must have multiple sustainable development benefits, including conservation of biodiversity and ecosystem services.
The communities:
• Agree it is critical that food security be integrated in the shared vision of the Long Term Cooperative Action text, in order to open the door to adaptation and mitigation support;
• Urge climate negotiators to agree on the early establishment of an agricultural work program under the SBSTA ;
• Look for agreement that REDD include agriculture, forestry and other land uses;
• Believe that the LULUCF accounting system needs to be favorable to agriculture.
The agricultural community is committed to playing an active role in reducing emissions, while increasing the productivity and sustainability of agriculture. We recognize that agriculture must nearly double food production to meet the demands of a growing population expected to reach 9 billion by mid-century while minimizing the sector’s emissions.
The forestry community is committed to helping to design and implement new mechanisms to mobilize forests for climate mitigation and adaptation, while exploiting synergies with sustainable development objectives and managing associated risks. We recognize the significance of forest-based emissions and the cost-effectiveness of early action to reduce them. The most important drivers of deforestation originate from outside the forestry sector, including agriculture. There are also significant opportunities to correct current market and governance failures that lead to perverse outcomes for climate change and food security. Forest and agriculture based adaptation strategies are available, but not yet fully appreciated by policy-makers and the general public.
Significant financial resources and political will are needed to better address food security, slow deforestation and forest degradation, and reach emission reduction targets. Investments must be transparent and additional to support for global food security and rural development. These resources must be accessible to all stakeholders, including researchers, civil society and especially forest communities, farmers and their associations. Resources must also be devoted to the research necessary to underpin needed advances in the effectiveness, efficiency, and equity of agriculture and forestry-based approaches to mitigation and adaptation.
Policy processes need to be empowering and adaptive to respond to realities on the ground, the desires and aspirations of local communities, and ensure good governance. In particular, the role of local institutions in sustainable natural resources management should be given increased recognition, and the rights and roles of indigenous and local and farming communities especially women and young farmers must be recognized in developing national mitigation and adaptation strategies.
We commit to strengthening cross-sectoral cooperation to address the drivers of deforestation, enhance sustainable agricultural growth and foster rural development. We recognize that addressing climate change is fundamental to food security and poverty reduction today and for future generations.

Latino Policy Forum Early Childhood Advocacy Day 2012
Just as jobs, unemployment and the economy were identified as a “top issue for vote” by 47 percent of Latino voters in a recently-released poll , more than 40 local Latino parents will travel to Springfield to voice concerns about pending cuts to the Illinois’ Child Care Assistance Program (CCAP), which currently enables 85,000 families to work. Worried about rising child care copays and cuts that may eliminate the possibility of preschool for their children, parents will meet with state legislators on May 2 in an advocacy day organized by the Latino Policy Forum.
Under the “doomsday” budget proposed by Governor Quinn, families would have to make even less to qualify for CCAP and would pay more to access dramatically reduced services. The FY13 budget could increase the required co-pays up to 350 percent, lower the qualifying income threshold to 150 percent of the Federal Poverty Level (which means that a single mom with two kids must make less than $27,000 to qualify, for example), and threaten the quality of programs with a pay reduction for child care providers, along with other cuts. Currently, 160,000 Illinois children are served by community- and home-based child care.
“Access to reliable child care allows working families to do just that—to work,” said Martin Torres, senior policy analyst with the Latino Policy Forum. “Under the proposed budget, thousands of Illinois families that currently depend on child care—many of them Latino—will be forced to make tough decisions between being able to continue to work outside of their homes or caring for their young children. Illinois simply cannot afford put more families out of work: Our state budget can’t be balanced by cutting programs that help fill coffers.”
Parents will also call on legislators to restore funding to Illinois’ Early Childhood Block Grant (ECBG), which funds vital early childhood education programs across the state. ECBG was cut by $17 million last year, adding thousands of children to the already-long list of 18,000 young learners that have been denied preschool based on a cumulative $55 million in cuts over the last three years.
“As Illinois continues to spiral in fiscal crisis, child care and early education are economic engines: In addition to enabling thousands of families to work outside the home, the early childhood education workforce itself is a significant jobs creator in Illinois, adding valuable employee, sales and individual tax to state coffers,” said Tracey Young, site director of the Carole Robertson Center for Learning, one of the many groups sending parents to Springfield with the Forum.
Research shows that academically-oriented child care and early childhood education lay solid cognitive foundations for Illinois’ youngest learners, which translate into reduced remedial education, criminal justice and health-related costs down the road. The University of Chicago’s Dr. James Heckman suggests that each dollar invested in such programs yields a $7 return.
Access to preschool and child care is particularly important to preserving the vitality of Illinois Latino community: 2010 Census data shows that Illinois’ Latino population has increased by nearly 500,000 since 2000, the largest growth of any group in the state. The youth of the Latino demographic means that Latinos now represent one-in-four Illinois children under the age of five and nearly one-in-five students in Illinois classrooms.

The 30th annual World Food Day organized by the United Nations Food and Agricultural Organization (FAO) took place globally on 16th of October 2010. As the Irish affiliate to the organisation, the annual gorta World Food Day Conference took place on Friday 15th October in The Gresham Hotel in Dublin.
The event drew attention to the critical global hunger situation and the fact that almost a billion people suffer chronic hunger worldwide. The theme of the conference was ‘United Against Hunger: How to Feed a Billion People’ and coincided with the International Day of Rural Women.
Speaking at conference, Her Excellency, Mary McAleese, President of Ireland and Patron of gorta described gorta as “the outward expression of our care and our responsibility for the poor of the world.”
She also added that the theme of this year's conference 'United Against Hunger: How to Feed a Billion People' “highlights the simple truth that banishing hunger from our world is not a one person operation, nor will it be accomplished by spectators. It is a huge task, not an impossible or insuperable task, just a huge task and like all huge tasks it needs a team effort in order to be successful.”
The President also acknowledged Pat McGrath, CEO of PM Group, for providing vital technical support to gorta which is funding the development of a major centre for disabled people among the poorest members of a large community in Tamil Nadu, India for its local partner, SCAD (Social Change and Development). Gorta Chairman, Andy Cole presented a special Global Corporate Responsibility Leadership Award to Pat in recognition of PM Group’s commitment to Corporate Responsibility.
In his address at the conference, Brian Hanratty, CEO of gorta said, “With the world population projected to grow from 6 to 9 billion by 2050 the quantity and nutritional quality of food needs to increase dramatically and agriculture has a critical role to play in poverty reduction and improving food security.”
The panel of speakers at the gorta conference, which was moderated by Karen Coleman, included: Anne Maria Dennison, President of the ICA (who are celebrating their centenary year); Peter Power, Minister of State for Overseas Development; Gabriel Rugalema from the Gender Division of the FAO (Rome); John Clarke, Founder of Friends in Ireland and current international philanthropist of the year and, Ciarán Cuffe, Minister of State for Sustainable Transport, Horticulture, Planning and Heritage, who all discussed some of the major challenges facing the developing world and the need for both the public and private sectors to work alongside civil society organisations in tackling the greatest challenge facing mankind today.
Addressing the role of trees in tackling the problem of world hunger was Tony Simons, Deputy Director General of the World Agroforestry Centre in Kenya and Charles Meshack, Executive Director of the Tanzania Forestry Conservation Group. Alfred Lakwo, the Programme Director of the Agency for Accelerated Rural Development and Emily Banda, Director of the Participatory Rural Development Organisation both gave presentations on community development and their experiences in fighting hunger in Uganda and Malawi respectively.
Although NGOs maintained a strong focus on global food security in 2009, the disturbing threshold of 1,000,000,000 hungry people in the world was reached in part due to soaring food prices and the financial crisis. In response FAO has launched the ‘United against Hunger’ campaign calling on Governments and civil society along with the private sector to work in partnership at all levels to defeat hunger, extreme poverty and malnutrition.
Professor Denis I.F. Lucey, Chairman of the gorta Hunger Secretariat told attendees of the conference that World Food Day “is not regarded as just an event, it is a process. We have five years left towards the achievement of the Millennium Development Goals in 2015. gorta is calling for and wants you to keep up the pressure and the call for sustained attention on the world hunger issue for the next five years.”
As well as addressing the need for the world to unite against hunger, the speakers at the conference also highlighted the critical role women play in the rural economies of both developed and developing countries such as sub-Saharan Africa where nearly 68% of working women are employed in agriculture. The conference brought speakers from various development, political and agricultural backgrounds together to address the problem of, and provide solutions to, the unacceptable level of hunger in the world today.

Contexte :
La planète est au cœur d’une crise économique, sociale et écologique sans précédant, qui avait était anticipée par les livres précédents de Michel Saloff Coste, notamment « Le Management du troisième Millénaire », qui a connu quatre éditions successives et est devenu un livre de référence dans son domaine. Dans ce nouveau livre Michel Saloff Coste actualise et poursuit sa réflexion sur les enjeux du troisième millénaire. Le passé, pour comprendre le présent, le présent pour anticiper le futur.
Objectif :
Ce livre rend accessible la compréhension des grands enjeux du XXIème siècle dans un langage clair et facilement assimilable pour le plus grand nombre.
Méthode :
Le livre est construit sur un triptyque : Passé, Présent, Futur, qui permet de mettre en perspective les enjeux actuels en comparaison avec les évolutions du passé. Le présent est décrit dans ses caractéristiques les plus singulières en montrant comment les conditions actuelles de l’humanité créent une situation complètement nouvelle. La dynamique créée par le passé et par le présent permet d’anticiper les grandes questions du futur en terme de rupture et de continuité.
Modalités :
Ce livre se nourrit du travail de réflexion lancé par Michel Saloff Coste dans le cadre de l’Université Intégrale, qui depuis février 2008 poursuit un travail de réflexion sur les enjeux du Troisième Millénaire au sein du Club de Budapest France, fondé en 1995. Par ailleurs, ce livre intègre les connaissances et expériences de différents voyages d’études de Michel Saloff Coste effectués en Asie, en Amérique et en Europe entre 1995 et 2010.
Ce livre est le fruit de travail cumulé de recherche, mené depuis trente ans par Michel Saloff Coste sur cette thématique.
Equipe :
Michel Saloff Coste a créée une équipe pluridisciplinaire, qu’il l’aide dans la politique éditoriale, l’élaboration du contenu et l’adaptation du contenue à différents pays et publiques. Le livre est conçu dès l’origine pour une adaptation en différentes langues étrangères et la traduction s’élabore en parallèle de l’élaboration du livre en français. Cette équipe, et les différents rôles joués par les un les autres sera souligné et mis en valeur dans le livre.
Publique :
Le public intéressé par ce livre devrait être en premier lieu les « créatifs culturels » évalués par Paul Ray à environ 25% de la population des pays développés. Cette frange de population, en forte croissance, est préoccupé par les grandes questions soulevés dans ce livre : comment créer une nouvelle civilisation dans le contexte actuel et se libérer d’un passé qui connaît aujourd’hui les limites de son potentiel.
Plus généralement ce livre intéressera toutes les personnes qui aujourd’hui se posent la question des enjeux lié au développement durable et qui ont compris la nécessité d’un changement de fond, notamment les jeunes générations.

Contexte du livre
Ce livre s’inscrit dans un contexte planétaire en pleine transformation. Cette transformation globale est marquée par de nombreux aspects négatifs : dissolution du lien social traditionnel, réchauffement de la planète, crise écologique, fracture grandissante entre les riches et les pauvres, raréfaction des ressources essentielles (eau, pétrole etc.), multiplication des pandémies et risques sanitaires, régression vers des fondamentalismes sectaires, développement d’un cynisme opportuniste et choc des cultures et des représentations.
Mais cette transformation est aussi travaillée par une multitude de forces positives qui bien que puissantes, sont souvent bien moins bruyantes que les précédentes. Gandhi écrit « un arbre qui tombe peut faire beaucoup de bruit, une forêt en germination ne fait jamais de bruit ». Garcia Lorca enchaîne « N’attendez rien du 21ème siècle, il attend tout de vous ».

However, a conference in Vienna has heard that there are one million so-called 'working poor' in the country whose incomes fall below the poverty line. A person in employment is defined as working poor when their salary is not high enough to support their family. Harald Langer lived a normal life but then his circumstances suddenly changed and he ended up sleeping on the streets for ten years. Poverty thresholds vary from country to country depending on income per household. According to the European Commission, Austria has the highest poverty threshold in the EU. Households with a monthly income below 1,066 euros are considered poor. In a country like Austria, where living costs are very high, it is hard for a household to get by on a low salary like that. At the conference in Vienna, the subjects of wealth and social inequality were discussed and delegates agreed that there has to be more political awareness and commitment. Higher wages, better social infrastructure and giving poor people information about their legal rights were some of the measures suggested by experts. It is a vicious circle for those living in poverty and social segregation in Austria. People with a lower social status have fewer opportunities in this society.
