The basic formula is: C3 to fill Musou -- Musou to whittle down crowds --- C5 when the opportunity arises ---- Musou for defense
C5 is a devastating elemental attack, but very unsafe in dense crowds, so whittle them down first
Some notes on the Double Voulge Moveset:
- Last Normal Attack does TWO elemental hits
- C3 has excellent horizontal reach, only the last pinpoint jab ruins it, but the rushing horizontal slashes fill musou nicely
- C4 is a decent scattering move, but has limited range and has mediocre recovery time
- C5 does the most elemental damage, and will most likely leave a sliver of HP left from officers
- C6 is decent, but long to get to
Some notes on Wei Yan:
- EX Attack is a follow up to C5, but has somewhat long execution time. You might find Musou 2 as a more reliable follow-up defense for it
- Musou 1 is only for escape
- Musou 2 has decent crowd control and the last hit is unblockable

Recommended Weapon:
Medium Weight
Attack / Musou / Fill / Speed / Charge
The Fill on this weap w/ Ginseng for a combined Fill40 allows for his C3 to fill his Musou in a very wide range of crowd sizes, so he's very compatible with a Musou bonus. Even if he can't fill with his C3, C4 gives him an alternative for more versatility.

Why no Way of Musou
1) Because his Musou is too random. I wouldn't quite say that it's hard to control, but if you mess up the steering, his True Musou finisher may miss. It's all about how his strikes sync with the juggled officer. I haven't found a way to guarantee his strikes sync late so his True Musou ending doesn't miss, so until someone finds a way to consistently do this, the Way of Musou should not be equipped.
2) Equipping the Way of Musou gives him a Fire Musou so this lets Wei Yan equip the Ice Orb for a stronger offense. The result is that he'll kill generic officers in 1 True Musou and playable officers in 1 Musou at 60% prob. This is indeed a superior offense, but he would need a much larger crowd size to fill his Musou bar without the Ginseng, so the approach to officers in smaller crowd sizes, is a slower offense than the one shown in this vid, in only those scenarios. The alternative, as mentioned before, would be to resort to C4 for Musou filling, but with Ice now, filling with C4 has a very small chance of getting hit if there's a 60% chance of NOT scattering the crowd. Well....he'll either get hit or waste Musou.
That's a quick discussion on the pros and cons, but obviously 2) is limited by 1), and thus won't be considered at all for optimization.
Why Fire and not Ice:
This is pretty simple, after we are limited to no Way of Musou. Having the need now to be set up with the Ginseng, we look at what results Fire and Ice will give us. This unique setup at this specific maximized Musou length on his weapon and Wei Yan's specific Musou strength, allows him to kill generic officers in a C3 to Musou combo. This is pretty impressive because C3 once mastered should be considered a move that always works, and if it's foreseen that his musou will be full by the end of it, then the generic's death is pretty much guaranteed hahaha. But there's a small disadvantage to this setup and it is, you have to get all the hits in, in order to successfully kill the generic officer. This is shown against the first generic in this video. He has just enough hits to make it work. With Wei Yan's fast paced musou it could be tough to control against officers in really dense crowds. The officers in the middle of Shi Ting I might even consider to be over 50% failure rate. AHHHH, but there's somewhat of a solution to this. Use his C4 to first scatter the crowd. Knowing that officers get up earlier than peons do, you can easily isolate the officer now for an easy time with Musou control.
Alright, so with the Fire Orb, he'll defeat generics in one Musou with C3 preceding, so one continuous and consistent combo, but two detached combos against playable officers.
With Ice he'll have a 60% chance to kill both generics + playables.
The simple conclusion is that Fire is superior because, even though it might seem that the 60% chance might prevail over Fire's make or break style for killing officers in 1 Musou, officer types obviously aren't evenly distributed. No need to do stats on this, as I'm really only concerned with the best possible setup and performance and this observation makes it obvious enough that Fire is superior because there are far more generics than playables. Another point is that there are enough Musou Rages in most stages (4 maximum) to allow Fire to match the offensive capabilities at 100% of Ice without Musou Rage which is 60%. What this means is that with an Ice config, because of Musou Rages, it will gain less of a benefit, and the benefit it has over Fire against playables means nothing for the first 4 playable officers encountered. Of course, Musou Rage location makes a huge difference, but it doesn't really matter. Fire is still better than Ice simply by abstract observation.
Note that his C3 because of low height, makes it a terrible move to use against mounted officers. This is why I had to execute Musou Rage early when Cao Ren got too close, when I was fighting Deng Ai.
It should be noted that most of this vid shows leisure gameplay, with C6, C5, JC, and other stuff. Wei Yan's maximization is pretty much C3 and Musou spam. It would have been repetitive if I did that for the entire video.

Conquest Mode Wei Yan pt1
Dynasty Warriors 7 is the first game in the series to extend past the Battle of Wuzhang Plains.
Consequently, the Jin Kingdom was added. This game's Musou mode is not character based but kingdom based.
The Renbu combat system has been removed, replaced by the familiar charge system.
Characters are allowed to wield more than one weapon during battle, with the ability to execute a special attack upon switching.
In addition, both aerial musou attacks (depending on the character) and certain aerial combos have been introduced.
Players can also choose to switch their equipped weapons during battle and can obtain new weapons by defeating officers.
Characters have a special attack with a weapon indicated with an EX icon.
Characters also have 2 musou's that they perform using their Ex Weapon which can consist of grapples, midair, charges, quick/heavy strikes or a combo of hits performed in certain ways.
An additional mode known as Conquest Mode has been incorporated into the game.
The new characters add to the game are Guo Jia, Wang Yi and Pang De.
Swimming and climbing ladders from Dynasty Warriors 6 are once again present.
The Weapon system has been changed dramatically from previous titles and players can now choose up to 10 or 11 weapons
from each weapon category.
Support animals which aid players in battle, some will follow and battle with the player, some can be ridden.
Available animals are horses, bears, pandas, elephants, wolves, tigers and falcons.

Alright so again remember: first you need to be on expert (hardest setting). Second Choose a character. Third. MAKE SURE THAT CHARCTER HAS MAXIMUM STATS IN EVERYTHING AND HAS THE LV. 10 WEAPON.
Wei Yan. To obtain Wei Yan's 5th weapon there are two methods. Method 1: kill all of the Wei officers in under 2 minutes and 15 seconds (roughly) this is doable if you spam Wei Yan's C3 and ice orb. If you do this another officer pops up and you get the weapon. Method 2: deafeat some of the Wei people then Sima Yi orders the others away so Zhuge Liang ends up turning on you. You beat every single officer (and their sub-officer) get 200 kills then run up on Zhuge Liang and you get weapon. Method one is mad hard because of the time limit but it is doable. I use method one.

First make sure you have the game in hard difficulty and Wei Yan weapon is in level 9 the selects The Campaing for Jing .Defeat Han Xuan before the enemy reinforcements appear.
1.-Kill the Reinforcements that appear (Xing Daaorong)
2.-Capture Ling Ling Fortress by killing Lu Du
3.- Chose to go to Gui Yang or Wu Ling
4a.- If you go to Gui Yang DONT capture it (NO kill Zhao Fan)
4b.- If you go to Wu Ling DONT capture it (Refuse duel Jin Xuan and dont kill it)
5.-Go to Chang Sha castle and kill Yang Ling to open the gates.
6.-Kill Han Xuan
7.- Receive the message that you obtain the Lv. 10 weapon.
8.- Capture Gui Yang and Wu ling.
