Editorial Notes: When County Clerk Art Harvey was seeking a way to make profits for his office, he seized upon the idea of competing against The Mail Center, which is also on 6th Street a couple of blocks away from the Courthouse. Literally a mom and pop operation, The Mail Center would never be able compete against the predatory pricing policies proposed by Harvey. Excited by the prospect, he jubilantly pointed out that "all our overhead is already paid for!" Art Harvey never did seem to understand why the Board of Commissioners did not share his delight at the realization that taxpayer-supported government could actually set its prices to Zero if it wanted to.
