Parliamentary procedure

Parliamentary procedure is the body of rules, ethics, and customs governing meetings and other operations of clubs, organizations, legislative bodies, and other deliberative assemblies.

In the United Kingdom, Ireland, Australia, New Zealand, South Africa, and other English-speaking countries it is often called chairmanship, chairing, the law of meetings, procedure at meetings, or the conduct of meetings. In the United States, parliamentary procedure is also referred to as parliamentary law, parliamentary practice, legislative procedure, or rules of order.

At its heart is the rule of the majority with respect for the minority. Its object is to allow deliberation upon questions of interest to the organization and to arrive at the sense or the will of the assembly upon these questions.Self-governing organizations follow parliamentary procedure to debate and reach group decisions—usually by vote—with the least possible friction.

Rules of order consist of rules written by the body itself (often referred to as bylaws), but also usually supplemented by a published parliamentary authority adopted by the body. Typically, national, state, and other full-scale legislative assemblies have extensive internally written rules of order, whereas non-legislative bodies write and adopt a limited set of specific rules as the need arises.

Procedure in conflict of laws

In all lawsuits involving conflict of laws, questions of procedure as opposed to substance are always determined by the lex fori, i.e. the law of the state in which the case is being litigated.

Subroutine

In computer programming, a subroutine is a sequence of program instructions that perform a specific task, packaged as a unit. This unit can then be used in programs wherever that particular task should be performed. Subprograms may be defined within programs, or separately in libraries that can be used by multiple programs. In different programming languages, a subroutine may be called a procedure, a function, a routine, a method, or a subprogram. The generic term callable unit is sometimes used.

As the name subprogram suggests, a subroutine behaves in much the same way as a computer program that is used as one step in a larger program or another subprogram. A subroutine is often coded so that it can be started (called) several times and from several places during one execution of the program, including from other subroutines, and then branch back (return) to the next instruction after the call once the subroutine's task is done. Maurice Wilkes, David Wheeler, and Stanley Gill are credited with the invention of this concept, which they termed a closed subroutine, contrasted with an open subroutine or macro.

Procedure (term)

A Procedure is a document written to support a "Policy Directive". A Procedure is designed to describe Who, What, Where, When, and Why by means of establishing corporate accountability in support of the implementation of a "policy".

The "How" is further documented by each organizational unit in the form of "Work Instructions" which aims to further support a procedure by providing greater detail.

Example procedure

As an example, suppose that a manufacturing facility established a policy that all overtime shall be approved. A procedure can be created to establish “Who” can approve overtime (ranks, roles & responsibilities), "What" forms/systems need to be used, "Where" they are located, "When" overtime is applicable. And the "Why" refers to the management directive established via a "Policy". The output of a procedures become input into a work instruction which is a set of actions or operations which have to be executed in the same manner in order to achieve intended results under the same circumstances.(for example, in the latter example, the "what" [output of procedure] could be further broken down into a work instruction to describe "how" a manager/employee access the systems for approving/reviewing overtime, i.e. click on this hyperlink, on this button, and choose these fields, and click approve/reject.

"Video!" is a song by Jeff Lynne from the soundtrack to the film Electric Dreams in 1984. It is one of two songs that Lynne and keyboard player Richard Tandy provided for the film's soundtrack. The single version is 3:26 in length, while the version included in the film is longer, at 4:18.

The chorus of "Video!" is originally taken from the unreleased Electric Light Orchestra song "Beatles Forever", which was originally to have appeared on the album, Secret Messages, when it was planned to be a double album.
