Bad Governance Responsible For Boko Haram- Obama
Bad Governance Responsible For Boko Haram- Obama
Despite the protests against the visit of President Barrack Obama to South Africa by coalition of trade unions and civil society groups in the country, the proposed Town Hall Meeting with youths from African countries went ahead as scheduled. Fielding questions from journalists and young Africans, President Obama blamed the failure of governments on their inability to train the youths in relevant fields. He said "in terms of human capital and young people, I think the greatest investment any country can make, not just an African country, is educating it's youth and providing them with the skill to compete in a highly technological, advanced world economy". He further said "countries that do not do that well will not succeed". He also noted that countries with limited skill will have "problems" in drawing international businesses. "This is a problem in the United State and not just a problem in Africa," he added. He said the U.S. is willing to collaborate with Nigeria to train teachers and incorporate technology in the education system. "Across board we are having a rethink in education and work force training. And one of the things we want to do is to partner with a country like Nigeria and identify ways that we can provide direct value added, whether it is in helping to train teachers or helping to incorporate technology into the education process" Obama said they have plans to work with all African countries to empower the youths depending on the plan of the countries. "There are some excellent plans that sometimes we are doing country by country depending on the country plan. But this is a scenario where I would like to get input from young people in terms of what they think will work". Tackling Global Terrorist Cells He praised his government for making a considerable effort in tackling insecurity and curbing terror with the death of Osama Bin Laden but was quick to recognize the existence of Boko Haram in Nigeria. "There is no doubt in the progress we have made in dealing with some extremist groups, for example core Al Qaida and Bin Laden" stressing that "they have been greatly diminished". He noted that "What is also true is that in some ways the problem has also metastasized, we have more regional terrorist organisations like Boko Haram in Nigeria espousing an extremist ideology, showing no regard for human life". He admitted that despite not having a transnational capacity like the other organisations "they are doing great harm in Africa and in the Middle East and in South Asia". Obama blamed the upsurge of terrorist groups on the fact that "countries are not delivering for their people and where there sources of conflict and underlining frustrations that have not been adequately dealt with" To curb such uprisings, Obama said "we have to build institutions a lot of what we talked about in terms of responsiveness, governance and democracy. Those things become defence mechanisms against terrorism, they are the most important defence against terrorism" he said. He however ruled out military solutions in tackling terrorism but advocated that governments "give people opportunity, education and resolve conflicts through regular democratic processes, the less likely they are to take root" He charged the African Union to send peace keeping missions to countries that are likely to have such terrorist cells come up and nip them in the bud before they cause harm, adding that "we can provide advice, training and in some cases equipment". He said America will like to stand back and sell iPads and planes than remain as a global police, he however warned that America will not "stand by and watch while our embassies are being attacked our people are in vulnerable situations" .- published: 29 Jun 2013

Inside Story - Boko Haram and the battle for Nigeria's north
The Nigerian army is back on the offensive. Its target: the armed group Boko Haram. And this time it is determined to defeat them. Nigerian troops have deployed fighter jets, helicopter gunships and thousands of soldiers to take back territory the group seized in northeastern Nigeria. This week, President Goodluck Jonathan declared a state of emergency in three states. The offensive has been welcomed by many who have seen Boko Haram's violent campaign kill around 2,000 people since it began in 2009. But rights groups have called for restraint. They say they have documented cases of abuse by Nigerian forces in the past, including summary executions and random shootings. So, just how much of a danger is Boko Haram to Nigeria? And is military action the best answer? To discuss this, Inside Story, with presenter Jane Dutton, is joined by guests: Doyin Okupe, a senior special assistant to President Jonathan on Public Affairs; Vicki Huddleston, former US ambassador to Mali and former Deputy Assistant Secretary of Defense for African Affairs; and Lucy Freeman, the deputy director for Africa at Amnesty International and author of the report Nigeria trapped in the cycle of violence.- published: 18 May 2013

Civilian Security on Front Lines Against Nigeria's Boko Haram
The Nigerian Army, Air Force and police have been working together as a "Joint Task Force" to fight the Islamist militant sect Boko Haram for several years. But civilian vigilante groups, known collectively as "The Civilian JTF," say the military alone cannot defeat Boko Haram. In the wake of the December 2 attacks on military bases in northeast Nigeria, VOA looks at the increasing role civilians play in fighting the sect. Heather Murdock reports from Maiduguri, the capital of Borno State and the heart of the insurgency.- published: 09 Dec 2013

Health Under Fire The Targeting of Medical Workers in Conflict Zones (Live Web Seminar 53)
(Originally broadcast on April 11, 2013.)
Since the adoption of the First Geneva Convention in 1864, international actors have recognized the Red Cross emblem as a symbol that identifies and protects health care personnel, hospitals, and medical equipment in times of armed conflict. However, over recent years, the political instrumentalization of humanitarian healthcare has eroded the inviolability of the symbolic value of this emblem, as well those of the Red Crescent and Red Crystal. This development has left medical workers increasingly vulnerable to attacks in conflict zones, a dilemma that has emerged as one of the most serious challenges to humanitarian operations today.
This situation has escalated in the past few months. In December 2012, gunmen allegedly from the Pakistani Taliban killed nine anti-polio workers, leading the United Nations to suspend the polio eradication program in the area. Two weeks later, on New Year’s Day 2013, seven community development workers in Pakistan were killed, also due to their association with anti-polio work. And most recently, on February 8, 2013, suspected members of the militant Islamist group, Boko Haram, killed nine healthcare workers in Nigeria.
The catalyst for much of this targeting of anti-polio healthcare workers was the CIA’s use in 2011 of a polio immunization program as a covert mechanism to gather intelligence about Osama bin Laden’s compound in Pakistan. The subsequent admission by the CIA of the strategic use of a public health initiative for espionage has led many to perceive healthcare initiatives as threats. For example, Taliban commanders — asserting that the immunization program is a cover for U.S. espionage — have banned anti-polio work and have justified killing health care workers in areas of Pakistan under Taliban control as legitimate measures to coerce the United States to end drone strikes in the country.
This Live Web Seminar will address a number of legal, political, and professional dilemmas that this situation presents and will consider the following questions:
-What is the scope of the protective functions of the Red Cross, Red Crescent, and Red Crystal emblems for health professionals under national and international humanitarian law?
-To what extent are humanitarians willing to tolerate risk and to what lengths will humanitarian agencies go to provide security and safety for medical staff?
-What strategies of humanitarian health diplomacy, and what potential operational steps, are likely to prove effective in ensuring that health care initiatives are perceived as independent, neutral, and impartial?

-Pierre Gentile, Head of Project “Health Care in Danger,” International Committee of the Red Cross
-Heidi J. Larson, Senior Lecturer, London School of Hygiene and Tropical Medicine
-Sanoj Rajon, Associate Director, HPCR
