ISIS is now in complete control of the city of Derna in Libya with a, population of about 100,000, not far from the Egyptian border and just about 200 miles from the southern shores of the European Union. The fighters are taking advantage of political chaos to rapidly expand their presence westwards along the coast, Libyan sources tell CNN. The sources say the Derna branch of ISIS counts 800 fighters and operates half a dozen camps on the outskirts of the town, as well as larger facilities in the nearby Green Mountains, where fighters from across North Africa are being trained. It has been bolstered by the return to Libya from Syria and Iraq of up to 300 Libyan jihadists who were part of ISIS' al Battar Brigade -- deployed at first in Deir Ezzor in Syria and then Mosul in Iraq. These fighters supported the Shura Council for the Youth of Islam in Derna, a pro-ISIS faction. Three young activists have been found killed in Derna, in eastern Libya. The three, who had relayed information about the city through social media, had been kidnapped earlier this month. Several Islamist groups are competing for control of the city, with some militants recently declaring allegiance to Islamic State. Libya has been in a state of flux since Col Gaddafi was overthrown in 2011, with disparate tribes, militias and political factions fighting for power. 'We reject IS' The BBC's Rana Jawad, in the capital, Tripoli, says that in the immediate aftermath of the revolution that ousted Gaddafi, many rebel fighters left to fight with militant groups opposing the rule of President Bashar al-Assad in Syria. Many of the fighters are believed to have returned home, settling in the east of the country, she says. Beheadings are rare in Libya, our correspondent says, even in areas controlled by militant Islamists, and no group has so far said it carried out the latest killings. The activists have been named as Siraj Ghatish, Mohamed Battu and Mohamed al-Mesmari. Our correspondent says they remained low-profile, mostly passing on information via social media pages. Another activist in the city who cannot be named for reasons of safety, said: "We reject IS being here. We can't come out in public about it." Our correspondent says there appear to be three main militant groups in Derna, with varying degrees of extremism. They are the Islamic Youth Shura Council, a branch of Ansar al-Sharia, and the more moderate Martyrs of Abuslim Brigade. The group that declared allegiance to IS is unclear, although the activist who spoke to the BBC said it appeared to be a group that broke away from the Shura Council. Derna has been out of government control since 2012. Last month, pictures from Derna showed public institutions renamed as Islamic courts and Islamic police. In August, a video emerged on social media showing a man being shot dead by an unknown group in the football stadium. The elected government has lost Libya's three main cities amid the political crisis: In Tripoli, some members of the old parliament - the General National Congress - have continued to sit. They have appointed their own rival government, though this is not internationally recognised Much of Benghazi, the second city, is in the hands of Islamist fighters, some with links to al-Qaeda. There are near-daily assassinations of officials, journalists and social activists. Some 300 people have been killed in the past month in clashes between the army and militiamen Misrata, the third city and a major business port, is loyal to the Tripoli authorities

A Libyan military spokesman told the BBC that the ship's movements at the port of Derna had aroused suspicion. The oil company rejected this, saying the ship was delivering fuel to industrial facilities there and the authorities had been kept informed. Derna has been controlled by Islamist militants for the past two years. The Libyan military attacked the port several times last year in an attempt to weaken militant groups there. The military spokesman, Colonel Ahmed Mesmari, said the tanker had been targeted because it had failed to submit to an inspection before entering the port. He said the vessel was supposed to dock at a power plant in Derna but instead "took a different route", entering a "military zone". "We asked the ship to stop, but instead it turned off all its lights and would not respond so we were obliged to strike it. abc breaking news, bbc, bbc football, bbc iplayer, bbc news, bbc news america, bbc persian, bbc sport, bbc weather, bbc world news, breaking celebrity news, breaking election news, breaking late news, breaking local news, breaking music news, breaking news, breaking news alerts, breaking news canada, breaking news headlines, breaking news in atlanta, breaking news in nigeria, breaking news india, breaking news pensacola florida, breaking news plane crash, breaking news story, breaking sports news, business expensive news home media world, christian world news, cnn, cnn breaking news, cnn money, cnn news, cnn news breaking news, cnn news world, detroit breaking news, global news, headline, headline news, health care technology news, hot latest global news, internet technology news, las vegas breaking news, latest breaking news, latest celebrity news, latest information technology news, latest music news, latest news, latest news headlines, latest news update, latest sports news, live breaking news, local breaking news, local news today, msn breaking news, nbc breaking news, nbc world news, news of the world, news report us world, news today news, news updated daily, solar technology news, sports news today, technology news, the latest news, today news, us news and world, us news and world report, us news and world report magazine, us news and world report web site, us news world report, world news, world news daily, world news headlines

Travel video about destination Tripoli in Libya. Tripoli is the capital of the desert state of Libya. The old town is known as the Medina and with its narrow lanes and squat buildings it is a combination of Arabian, North African and Mediterranean cultures. The joie de vivre of the local people is obvious and music and dance are part of their daily life. In antiquity the city was called Oea that was one of the three cities of Tripolitania and in Roman times this section of the coast contained the trading towns of Leptis Magna and Sabratha. Since 1963 Tripoli has been the capital of the Great Socialist Libyan-Arab People’s Republic. The old town contains a souk that was almost fully abandoned following the Great Revolution as private trading was then forbidden but when the law was abolished in 1988 it once again sprang to life. Modern Tripoli is undergoing constant development. Contemporary architecture is everywhere with skyscrapers that contain offices and apartments that have been built on the periphery of the city. Around seventy kilometres west of Tripoli and also located on the Mediterranean coast are the remains of the ancient trading town of Sabratha. Its Theatre has been rebuilt and is still an impressive structure that dates back to the second century A.D. Tripoli, along with the historic towns of the former Tripolitania, is one of the most spectacular places of ancient culture in North Africa and the heritage of an advanced civilisation located on the edge of the Sahara.

Despite the United Nation's eventual intervention, most of Liberia's young people continue to live in abject poverty, surrounded by filth, drug addiction, and teenage prostitution. The former child soldiers who were forced into war have been left to fend for themselves, the murderous warlords who once led them in cannibalistic rampages have taken up as so-called community leaders, and new militias are lying in wait for the opportunity to reclaim their country from a government they rightly mistrust. Travel video about destination Tunisia. Tunis is a North African city with a long history. After the Hasfides and Osmans, the Spanish Moors came but then had to give way to French colonial rule until present day Independence. In the old town, there are more than 700 historic monuments which include 200 palaces, a colourful variety of buildings and numerous mosques.Among shoreline lava rock is the entrance to the Ghar El-Kebir, a collection of sandstone grottos. During Roman times, thousands of slaves were forced to bring building material for Carthage and El Djem from subterranean shafts. In Sousse, the simple fort of Ribat is probably the oldest Islamic building in North Africa, in which Muslim soldiers lived in monastery-like isolation and in the town’s Archaeological Museum there is a fantastic range of mosaics, predominantly from Punic and Roman excavations. Gabes is an oasis town which overflows with luxuriant floral splendour. By horse and carriage visitors can travel through one of the most beautiful maritime oases in Tunisia where, under 500,000 date palms, tobacco, henna, pumpkins, apricots and bananas thrive. The focal point of important caravan routes and trading centre for goods from Libya and Black Africa, Medenine is a very charming and lively city. Its reinforced honeycomb-shaped caves were the extraordinary-looking buildings that many will recall from the film ‘Star Wars’. The Sahara is the largest desert on earth, with different landscapes such as rock deserts, salt deserts and serene oases. Kebili is located on the edge of a huge salt lake and is a typical desert village with a green oasis and Artesian springs which provide water for its fruit and vegetable gardens. Nefta is also a green paradise in the desert, an oasis town that boasts no less than 152 Artesian wells. Dougga contains Tunisia’s most important ruins which nestle in the hills among shimmering olive trees and poppy fields. Endless deserts and fertile oases, busy towns and isolated mountain regions, Roman temples and Muslim mosques: Tunisia is tempting!

Assaraya Alhmara Museum, Tripoli, Libya - Assaraya Alhamra, "The Red Castle" or "The Red Fort" was painted red after the Spanish invasions in 1510 AD. Digging along an adjacent road revealed that the fort was built on top of an ancient Roman fortified camp. The building was established by the Phoenicians, who later abandoned the city after they established the nearby Carthage. A road once passed through the castle and was adorned with statues on both sides, which gave the museum an unique outdoor department. The castle was built to defend the city, it continued to be the centre of Tripoli's power right up to the 20th century. After the Romans' descendants' return in 1911, the Italian converted a section of the castle, that was originally used as an ammunition storehouse, into Libya's first museum in 1919, to house some of the countless archaeological artifacts scattered across Libya since prehistoric times. By 1930s, it was named the Classical Museum - in reference to the classical Greco-Roman period. After the British occupied Libya during the Second War, the museum grew to occupy the entire complex and became known as The Libyan Museum in 1948, with the four wings: Prehistory - Ancient Libyan Tribes (the Berbers: Garamentes, Tuareg, etc.) - Libyan-Punic-Greco-Roman-Byzantine Traditions - Natural History After Gaddafi's September Revolution, in 1969, a new wing was added, The People's Era Wing, to document the Libyan struggle for independence. and then later a war museum, known as The Conflict Museum. In 1982, in a joint venture with the UNISCO, the museum was further developed to its current state and became known as Assaraya Alhmara museum, which reopened its doors to the public in 1988. The museum occupies 10,000 square meters and is widely recognised as one of the most important and richest museums in the world; owing to its unique collection of original items spanning all periods of human's civilisation on this planet, right from the stone age and the prehistoric civilisations of the great Sahara desert to the medieval periods and the present day. Libya is rich in archaeology, with most of its prehistoric secrets still buried under the desert's sand and beneath the sea's water, for future generations to rediscover and bring to life once more. Dr. Aref Ali Nayed lectures in Derna Libya on his Intellectual journey. Recorded on 21st of April 2010.
President Abdel Fattah el Sisi says the international community must intervene in Libya after Egytian jets bombed suspected ISIL targets in the eastern city of Derna. Sisi called the 2011 NATO operation that helped unseat leader Muammar Gaddafi an "unfinished mission". Libya is already embroiled in conflict, with the country torn between two governments. There have been calls for an international intervention to help put an end to the chaos there. But could Egypt lead that intervention? And what are the implications for Egypt itself and the region? Host: Nick Clark Guests: Yehia Ghanem, fellow at City University in New York and an Eygptian journalist. Guma El-Gamaty, head of Taghyeer, a political party in Libya. Robert Mills, country manager in Libya for the Oxford-based Salamanca Group, a risk management firm.
http://democracynow.org - Four years after the U.S.-led bombing campaign toppled Muammar Gaddafi's government, Libya is in a state of crisis. On Monday, Egypt bombed Islamic State targets in Libya after the group released a video showing the beheading of 21 Egyptian Coptic Christians. Egypt claims it hit ISIS targets "precisely," but at least seven civilians, including three children, were reportedly killed in the coastal city of Derna. The attacks come as Libya faces what the United Nations calls "the worst political crisis and escalation of violence" since the U.S.-backed overthrow of Gaddafi in 2011. Two different governments claim power, each with their own parliaments and armies. A number of militant groups, including the Islamic State affiliate, are scattered in between. Will foreign governments intervene in Libya again? We are joined by Democracy Now! correspondent Sharif Abdel Kouddous, who is just back from a reporting trip in Libya, and Vijay Prashad, a professor of international studies at Trinity College and author of several books, including "Arab Spring, Libyan Winter." Ken O'Keefe's Middle East audio guest is Christopher Bollyn Kenneth Nichols O'Keefe (born July 21, 1969) is an Irish-Palestinian citizen, activist, marine environmentalist and former United States Marine and Gulf War veteran who attempted to renounce US citizenship in 2001. He led the human shield action to Iraq and was a passenger on the MV Mavi Marmara during the Gaza flotilla raid. He said that he participated during clashes on the ship including having been involved in the disarmament of two Israeli commandos. Military background O'Keefe served as a United States Marine in the Gulf War. According to O'Keefe's own website, he was discharged under "other than honorable conditions." Human Shield Action to Iraq In December 2002, O'Keefe started the human shield action to Iraq group. Intended to "make it politically impossible for them to bomb" Iraq by placing western civilians as "shields" at non-military locations, about 75 activists traveled over land from London to Bahgdad in two double-decker buses. Critics of the human shields argued that their mission would only protect Saddam Hussein. O'Keefe argued the "people of Iraq" would suffer the most from a war and publicly acknowledged Hussein as a "violent dictator".At its height about 300 human shields were in Baghdad, but due to challenges internally, with the Iraqi dictatorship and O'Keefe's deportation from Iraq, the numbers dwindled. Gaza Flotilla involvement In June 2010, O'Keefe was on board the MV Mavi Marmara. During the Gaza flotilla raid, O'Keefe was among the passengers who clashed with the Israeli military. In the course of the clash, O'Keefe claims to have been involved in providing initial first aid to a seriously wounded passenger and disarming two Israeli commandos. He claims he helped to disarm one commando of his gun and aided in subduing another, personally taking possession of a 9mm pistol from the second commando, removing the "real bullets" or live ammunition from the pistol and giving the bullets to others while hiding the weapon. He explained that it was his hope that the weapon could be used as evidence in any subsequent trial. O'Keefe said of the experience that it was like "combat but without combat weapons" and that "We had in our full possession, three completely disarmed and helpless commandos" who were "surrounded by at least 100 men"; "we could have done anything with them." He said that "woman provided basic first aid, and ultimately they were released, battered and bruised for sure, but alive. Able to live another day." O'Keefe was among those arrested and detained in Israel. O'Keefe and another activist said he was beaten at the Tel Aviv airport when he resisted deportation, while still in Israeli custody. He claims that a policeman hit him on the head with a truncheon and that he was choked until he almost blacked out. He said he spent two more days in a detention facility in the airport after the incident. O'Keefe said the Irish consul general tried to convince him to agree to leave and asked him to wash the blood off his face but he refused. Road to Hope In October 2010, O'Keefe joined the Road to Hope humanitarian aid convoy to Gaza. Organizers were seeking to transport the convoy from the port of Derna, Libya to el-Arish, Egypt on board the private-charter roll-on/roll-off ferry M.V. Strofades IV, which left port unexpectedly without any of the aid after the ship's owners and captain got into an argument with the aid workers, although seven Libyan port officials and ten of the Road to Hope team were on board. Organisers of the convoy claimed that despite paying a shipping agent for the charter of the ship, O'Keefe and the others were "kidnapped" from the port by the owner and the captain of the ship who "went nuts". The ship owners claimed that the activists had boarded the ship without any contract or charter. Due to a "tense atmosphere" aboard the ship, and (as he claimed) receiving no response from the Libyan authorities, the captain feared for the safety of the ship and decided to sail out of Libyan waters. The ship eventually docked at Piraeus, Greece after being boarded by Greek commandos. All the activists were allowed to disembark after they were found to have committed no crime. The captain and owner were subsequently arrested. On Iran's Press TV program, The Agenda, while speaking on the topic of "America: Is it a Civilized Nation?", O'Keefe denied the plausibility that the September 11 attacks were committed by Osama bin Laden and the 19 hijackers. He claimed it was an inside job and that the US government and intelligence agencies, including Mossad were responsible. He also alleged that the United States government, including the President, had prior knowledge of the Japanese attacks on Pearl Harbor during World War II, but allowed the attacks to go ahead in order to have an excuse to enter the war.

Libya is hurtling toward financial disaster, state collapse, and civil war. The UN-led mediation efforts have appeared to stall, while the military conflict between Operations Dignity and Dawn have expanded to new fronts. Operation Libya Dawn's recent attempts to take control of the country's energy sector signal a new phase in the months' old war. Is Libya on the verge of de facto partition, or is a return to the transitional track still feasible? Who are the internal actors, and how are regional and international actors affecting the development of the crisis? What steps can the U.S. take to promote a resolution? Amb. David Mack (The Middle East Institute), Karim Mezran (Atlantic Council, Johns Hopkins SAIS), and Jason Pack (Libya-Analysis, Cambridge University) unpacked these developments and outlined what may lie ahead for Libya in 2015 in a discussion moderated by Paul Salem (The Middle East Institute).

Egypt's Air Force has hit Islamic State (IS, formerly ISIS) positions in Derna, Libya, after the execution of 21 Christian Egyptians by the terrorist group. FULL STORY: CAIRO: Egypt's military said in a statement on state television it had carried out an air strike against Islamic State targets in Libya at dawn on Monday, a day after the group released a. (CNN)The Egyptian military said Monday it has bombed ISIS targets in Libya after the militant group released a video that appeared to show the mass beheadings of Coptic Christians. The airstrikes.
Egypt Airstrike continues At least seven civilians killed in northeast Libya as Cairo vows to "punish" ISIL for beheading 21 Egyptian Christians. At least seven civilians, including three children, have been killed in Egyptian air strikes in northeast Libya. The bombings came as Cairo vowed to find those responsible for the beheadings of 21 Egyptian Coptic Christians kidnapped by fighters pledging allegiance the Islamic State of Iraq and the Levant (ISIL) in Libya's Sirte. Sources told Al Jazeera on Monday that at least seven people were killed in air strikes in the coastal city of Derna after Egypt's President Abdel Fattah el-Sisi vowed to "punish" those responsible for the beheadings. Egypt's military said it carried out the raids early on Monday against ISIL camps, training sites and weapons storage areas. In a statement aired on state television, the military said "the air strikes hit their [ISIL] targets precisely, and the falcons of our air forces returned safely to their bases". However, photos published on social media purpotedly showed several damaged residential areas in Derna. Omar al-Hassi, the head of Libya's legally-installed government in Tripoli, called the Egyptian raids "terrorism" and denounced them as a "sinful aggression". "This horrible assault and this terrorism that's been conducted by the Egyptian military represents a violation of sovereignty in Libya and is a clear breach of international law and the UN charter," Hassi said. Following the raids, Sisi deployed the armed forces to protect key installations and buildings in Egypt. Fighters pledging allegiance to ISIL released a video on Sunday purporting to show the killing the Egyptians kidnapped in Libya. The Egyptian government and the Coptic Church confirmed the authenticity of the footage, which showed the migrant workers, all wearing orange jump suits, being beheaded near a waterfront said to be located in the Libyan province of Tripoli. The men were seized in two attacks in December and January from Sirte in eastern Libya. Combating ISIL In the wake of the video release, France and Egypt urged the UN Security Council to meet and consider fresh measures against ISIL. French President Francois Hollande and Sisi spoke by telephone, highlighting "the importance that the Security Council meet and that the international community take new measures" against the spread of ISIL in Libya. Egypt later confirmed it had signed a $5.8bn deal to buy French weaponry, including 24 Rafale combat jets, a multi-mission naval frigate and air-to-air missiles. Libya has slid into chaos after Muammar Gaddafi was overthrown and killed three years ago, as interim authorities failed to confront powerful militias which fought to oust the longtime leader. Taking advantage of the chaos, ISIL has carried out a string of deadly attacks. The group has released several propaganda videos showing vows of allegiance from fighters in the country. In October, Ansar al-Sharia in Derna pledged allegiance to ISIL. Sunday's video comes less than two weeks after ISIL released a video showing the burning alive of a Jordanian pilot it captured after his plane went down in Syria in December. In a televised address, President Abdel Fattah Sisi said Egypt "reserves the right to respond in a suitable way and time." He also declared seven days of national mourning. Mohamed Eljarh, a journalist on the ground, has reported on his Twitter that there have been at least eight airstrikes on IS positions, and that Egypt’s military has stated it is only the beginning of its response to the Copts’ killings. The Egyptian Foreign Ministry has issued a statement, calling “for the international coalition against the Da'esh terrorist organization [Islamic State, also known as ISIS or ISIL] ... to take the necessary measures to confront the terrorist Da'esh organization and other similar terrorist organizations on Libyan territories.” Also, Egyptian security officials have said that the country’s air forces have launched a second wave of strikes on IS positions In Libya, AP reported, citing anonymous sources. Libya's top army General Khalifa Haftar said in a phone interview with Egyptian TV channel Dream that the military “strongly support Egyptian military intervention to strike Daaesh [IS] and other terrorist groups.” Libyan warplanes also bombed targets in the central Libyan cities of Sirte and Ben Jawad, according to the country’s air force commander. Earlier, Libyan forces joined Egyptian planes in Derna to assist in the strikes. France and Egypt have called for a UN Security Council meeting, urging "new measures" against the IS. The five-minute video released on Sunday demonstrated the Coptic Christians being walked in orange jumpsuits, with the terrorists forcing them to kneel and then behead them. The caption on the video read, "The people of the cross, followers of the hostile Egyptian Church." The Egyptian Foreign Affairs Ministry prohibited entry to Libya for the Egyptian citizens following the appearance of the video. The images of the killings first emerged on Thursday, in the IS magazine Dabiq. The men were allegedly kidnapped from the Libyan city of Sirte on two occasions: December 31 and January 3. This is the first airstrike carried out on the IS positions by Egypt – at least the government previously denied any involvement. It joins its Middle East and North African allies Jordan, Morocco, Bahrain, Saudi Arabia, United Arab Emirates and Qatar. So far, apart from the US, which leads the Western military drive against the IS, the UK, Canada, Australia, France, Germany, Belgium, Denmark, Italy, Norway, Portugal, Spain and the Netherlands have participated in the operation. Iran and Turkey have also intervened with their troops on the ground over the past year. Syrian and Iraqi Kurds are taking part in the operation, mainly with the help of Turkish and Iranian forces. Egypt’s Coptic Orthodox Church said it was sure that those who beheaded the Egyptians will be punished. “The Orthodox Church ... is confident its homeland would not rest until the evil perpetrators get their fair retribution for their wicked crime,” the Coptic Church said in a statement on its Facebook page. Greek oil tanker bombed in Libyan port of Derna Military jets have attacked a Greek-operated oil tanker in the Libyan port of Derna, killing two crew members, the Greek authorities have said. The attack, on Sunday, was carried out by the Libyan air force, a military spokesman was quoted by AFP news agency as saying. Derna has been controlled by Islamist militants for the past two years. The Libyan military attacked the port several times last year in an attempt to weaken militant groups there. The military spokesman, Colonel Ahmed Mesmari, said the tanker was "suspicious" and had been targeted because it had failed to submit to an inspection before entering the port. Libya’s Islamist militant group Ansar al-Shariah has declared an “Islamic emirate” in the eastern city of Derna and pledged allegiance to Islamic State of Iraq and Syria (ISIS), according to media reports coming out from the North African Country. A video posted on YouTube shows a military parade in Derna with militants holding ISIS flags and shouting pro-ISIS ISIS slogans. Ansar al-Shariah, accused by Washington of killing U.S. Ambassador Christopher Stevens at the U.S. consulate in Benghazi in 2012, held a rally on Sunday the city’s so-called “companions square” where it announced allegiance to ISIS, which declared an Islamic caliphate in parts of Syria and Iraq. On Saturday, the Libyan national army bombed positions of the militant group in Deran, reportedly killing several. Ansar al-Shariah is also active in the eastern city of Benghazi, the cradle of the uprising against former strongman Muammar Qaddafi. Benghazi is now regularly the scene not only of fighting but also the murders of members of the security forces, political activists and journalists. Libya has been sliding into chaos since Qaddafi’s ouster three years ago, with interim authorities confronted by powerful militias that fought to oust him.
The Islamic State militant group has seized control of the coastal city of Derna on Libya's Mediterranean coast. The terror group's black flags are now flying over government buildings. The Derna branch is composed of 800 fighters who operate around six camps outside the town and the larger training facilities are located in the Green Mountains. The local Islamist militant group, Majlis Shura Shabab al-Islam or the Islamic Youth Shura Council has proclaimed allegiance to ISIS. It announced in early October that territory seized in Derna was part of the Islamic State caliphate.

Yahoo Daily News 2015-04-05Libya (Arabic: ليبيا Lībyā), Berber: ⵍⵉⴱⵢⴰ) is a country in the Maghreb region of North Africa bordered by the Mediterranean Sea to the north, Egypt to the east, Sudan to the southeast, Chad and Niger to the south, and Algeria and Tunisia to the west.
With an area of almost 1.8 million square kilometres (700,000 sq mi), Libya is the third largest country in Africa by area, and the 17th largest in the world. The largest city, Tripoli, is home to 1.7 million of Libya's 6.4 million people. The three traditional parts of the country are Tripolitania, Fezzan and Cyrenaica.
In 2009 Libya had the highest HDI in Africa and the fourth highest GDP (PPP) per capita in Africa, behind Seychelles, Equatorial Guinea and Gabon. Libya has the 10th-largest proven oil reserves of any country in the world and the 17th-highest petroleum production.
As a result of the Libyan civil war, the Libyan Arab Jamahiriya, which had at that time been in existence for 34 years, collapsed and Libya entered a period of governance by a transitional administration called the National Transitional Council. The NTC has stated its intention to oversee the first phase of a transition to constitutional democracy, after which it claims it will dissolve in favor of a representative legislature.
