Crisis in the Central African Republic: Dispatch One
They went to the airport when the massacres began. Residents of Bangui, the capital of the Central African Republic, knew that French soldiers were stationed at Bangui M'Poko International Airport. And so when the latest round of fighting in the city began last week, they fled to the airport, hoping the soldiers would offer them protection. We landed at M'Poko five days later. The sectarian fighting that has led CAR, one of the poorest countries in the world, to the brink of collapse began last March when Michel Djotodia and his loose rebel alliance (known as the Séléka) stormed Bangui and ousted President François Bozizé. Djotodia appointed himself president and tried to integrate the Séléka into the armed forces, but it didn't work. Even Djotodia admitted that he didn't have control over most of the rebels, many of whom are said to be mercenaries from neighboring Chad and Sudan. Bands of mostly Muslim Séléka rebels are now terrorizing the majority Christian country, raping and murdering civilians as they roam. Civilians have formed their own "anti-balaka" militias — balaka means machete or sword — to fight back. Meanwhile, many of those who aren't fighting have sought refuge in the only places they consider safe: houses of worship. And the Muslim civilian minority fears reprisals by the anti-balaka forces after nine months of Séléka rule. It's important to note that many people with firsthand knowledge of the war have told us that the religious aspect of the conflict — Muslim rebels vs. Christian civilians — is overblown. They say this is not an ideological war, but rather a war of identity that goes back generations. Regardless of the root causes, the United Nations and other prominent NGOs speculate that the situation could become far worse. In the middle of Africa there lies a remote and little known country called the Central African Republic, or CAR. Not only is CAR one of the least developed and poorest countries in the world with the world's joint lowest life expectancy, but for the past nine months it has been embroiled in a conflict and state of lawlessness described by many news outlets and commentators as "the worst crisis you've never heard of". On 5 December the United Nations issued a mandate to restore order in CAR "by all necessary means" following a surge of violence in which 394 people were killed in the capital Bangui in just three days of fighting. And many of these people were children. We explain exactly what's going on in CAR and how the conflict reached this point. In 2011 two friends decided they were going to cycle around the world in aid of War Child UK. Before leaving in, February 2012, they visited Bangui, Central African Republic to see firsthand how War Child UK are supporting a local charity there. The charity, Fondation Voix du Coeur, provides help and support to the street children of Bangui. Here is a short documentary telling the story of just a handful of street children in Bangui and how the Fondation Voix du Coeur, with the help of War Child UK, is providing essential support for them. But the cheers mask the fear of a nation on the brink. Religious violence continues to claim lives. The Red Cross announced that at least 400 bodies have been collected in the capital Bangui since Thursday. French President François Hollande, working under a UN-backed mission to stem the tide of religious violence, called into question the interim president's role. "We must disarm the armed groups, restore stability, and at the appropriate time, enable the country to hold free and fair elections," said Hollande, addressing the Africa-France summit in Paris. The country has been plunged into violence since the president was ousted in March by the Muslim Seleka rebel group. Fearing for their lives, 10 percent of the population have fled their homes often taking refuge in churches. At the Catholic Mission in Bangui, Father Evitas, Don Bosco spoke of the rising humanitarian crisis. "(It) causes a sanitary problem, as we do not have the infrastructure for this. We have a problem with toilets - we don't have any. Then there's the health problem, we don't have any medicine." It is reported many fled after the firefight. The 1,600 strong French force was sent to CAR after days of heavy fighting between Christians and Muslims left almost 400 dead in the capital. Seleka rebels many from neighbouring Chad and Sudan had seized power in March. Disarming the former fighters has not been easy. "The difficult thing is that with some of these militias which we call the former Seleka, I was told many of them have taken off their uniforms and are now dressed as civilians so we need to ask for the weapons but it is difficult to recognise these individuals," explained French Foreign Affairs Minister Laurent Fabius That is just one problem for the French. The Central African Republic's bush and forest terrain also makes it difficult to flush out the dissident fighters. France's Defence Minister, Jean-Yves Le Drian said fighters loyal to interim President Djotodia must return to barracks and the rest surrender their weapons. Three children among 10 killed in Central Africa attack
Sectarian violence continues in the Central African Republic despite the presence of African and French peacekeepers there. At least 10 Muslims - including three children have been killed and dozens more injured in a fresh attack in the country's north-west. The charity, Save the Children says the attack hit a convoy transporting Muslims to the town of Bouar. This as the interim government forges ahead with plans to fill a leadership gap. The violence gripped the African nation when Christian militias launched coordinated attacks on the mostly Muslim Seleka group, which toppled the previous government in March 2013. A recent UN report has detailed the rampant killings, kidnappings, torture, and rape in the country. Cassava is a very important crop in many countries. More than 160 million people across Africa depend on the plant for food or to earn money. The continent produces 60 percent of the world's cassava. In May, the United Nations Food and Agriculture Organization reported that cassava production had increased by 60 percent worldwide since 2000. Agriculture experts had been expecting world cassava production to grow even more during the next 10 years. But those expectations have been crushed. Plant diseases are attacking cassava crops in East and Central Africa. Two diseases are the cassava brown streak virus and the cassava mosaic virus. The Food and Agriculture Organization says brown streak disease does more damage, since it affects the root of the crop. Luca Alinovi is the acting director of the FAO in East and Central Africa. He says the agency has taken steps to improve the situation, but the problem is not getting better. He says decisions on how to handle the problem will have a huge impact on the food security of people in Central Africa. Dominique Davoux heads the European Union Rural Development and Agricultural program in Kenya. She says the cassava diseases have changed over the years. She says early research slowed the disease but the disease changed form and new research is needed. The FAO says at least $100 million is needed to study the diseases and support clean farm production. Experts say failure to stop the disease means cassava disease will likely invade Nigeria, the biggest producer of cassava in Africa.
