Prime Minister Mykola Azarov said the u-turn over the EU deal, which has enraged opposition politicians, was partially prompted by the harsh terms demanded by the International Monetary Fund (IMF) in a debt refinancing plan. Moody's rating agency has classified Ukraine as a "very high default risk". Analysts believe that Ukraine is set to run out of cash within months if it does not secure funding. Issuing government bonds could help raise some cash but Ukraine's economic outlook would need to improve in order for that strategy to have any effect, according to Francois Girod at Ukrissibbank-BNP Paribas in Kyiv. "They can issue bonds, if there's some good news on the financial front. For example, if the IMF reaches some kind of agreement on refinancing; or if the Association Agreement with Europe had been signed; or if Russia comes to help and states publicly that they can provide some kind of financing," Girod told euronews. Political scientist Mykhaylo Pogrebinsky is one of several experts who believe Russian President Vladimir Putin may have made Ukraine's President Victor Yanukovich an offer he could not refuse during talks that took place ahead of the suspension of the EU deal. Recently the IMF put a multi-billion euro loan on hold, last week Moody's downgraded the country's debt; now the World Bank says growth in 2013 will be close to zero, and aid is not working. "This financial support has been very much constrained by very low residential gas and district heating tariffs, because when you can't recover your costs, it does not make make sense for anybody to invest, to improve that sector," says the bank's Belarus, Moldova and Ukraine Director Qimiao Fan. International lenders want Ukrainians to pay closer to the market price for energy. Consumers complain on their wages that means they will freeze. However low tariffs dissuade foreign investors, even though Ukraine's creaky gas and oil infrastructure is crying out for cash to modernise. But cold electors can vote, and Yanukovic has a potentially tricky re-election in 2015. "Reforms in the energy sector can't be fast-tracked and you can't raise residential tariffs when the population can't pay them," says an MP in his Party of Regions, Vitaly Khomutynnik. Moscow is angry at plan's by Kiev to sign a new trade deal with the EU, and has been turning up the pressure on its neighbour. One of the companies to have found itself caught up in a trade war between the two countries is Ukraine's largest industrial chocolate maker, Roshen. In Soviet times, the factory was named after Karl Marx - now a statue of Marx outside is the only reminder of a bygone era. For the last month, Russia has blocked imports of Roshen's chocolates, saying the quality isn't up to scratch. Director of Development, Eugene Vovchanovsky says they have no idea when business will resume: "We have just received some information from TV, newspapers etc ; but we didn't receive any document with concrete claims and concrete products we are producing and supply to Russia. Until now. Anyway, we are open to inspect our factories, we are open to give any documentation that will be necessary." Volodymyr Fesenko, a political analyst at the PENTA centre believes his is not a typical trade war, but has specific targets. "The attack is on the leaders of Ukrainian big business, people who play an important role in the Ukrainian economy, because they are the main lobbyists of the European integration of Ukraine," Fesenko said. This trade row between the two biggest former Soviet countries has deepened the traditional divide in Ukraine between pro-Russian and pro-European Ukrainians. Ukraine hopes to sign key agreements with the European Union in November, including one on free trade. It marks a shift in its traditional close economic relationship with Russia. However Russia remains a major trade partner for Ukraine - more than 60 percent of its exports go to the former Soviet market, with Russia, Belarus and Kazakhstan the most important. Sources at Gazprom have told Reuters that as of Friday Ukraine halted Russian gas imports. They also said that the flow of gas to Europe via Ukraine is so far unaffected. The reports raised concerns of a new "gas war" breaking out between Moscow and Kiev. Ukraine has repeatedly complained it is being overcharged and has also said that it does have enough gas in storage to heat the country through the winter. This all comes just weeks before the former Soviet republic of Ukraine is due to sign an association and free-trade agreement with the European Union - a move that has angered the Russian leadership. Russia supplies around a quarter of Europe's gas needs with about half of that transiting through Ukraine. Countries in central and southeastern Europe, including Italy, get virtually all of their Russian gas supplies via Ukraine. Any prolonged shutdown of deliveries could hit hard as it did during a gas war in 2009 which left many homes and businesses without heat during freezing winter temperatures. *Buffer state* Ukraine has for years been a politically troubled buffer state between Russia and the European Union, and has used its status as a gas transit corridor to play Moscow off against Brussels. Now, as Russia builds alternative export routes, Ukrainian President Viktor Yanukovich is seeking a rapprochement with the West even as it struggles to pay its import bill and its public finances become increasingly precarious. The supply worry comes at a vulnerable moment for Europe, whose second-biggest gas supplier Norway faces production constraints due to refurbishment works on ageing fields this winter. We learned on Monday that Russian President Vladimir Putin and Yanukovich had met in Moscow during the weekend. Kremlin spokesman Dmitry Peskov told reporters: "They held talks, comprehensively discussed trade and economic relations of Ukraine and Russia." Fällige ukrainische Zahlungen für russisches Gas würden von Oktober bis Dezember auf das Frühjahr verschoben. Mit dieser Information wird der Chef von Naftogaz, Jewgeni Bakulin, zitiert. Zuvor hatte Naftogaz als zahlungsunfähig gegolten. Wenige Tage zuvor war ein Assoziierungsabkommen mit der Europäischen Union geplatzt. Andererseits sagte Bakulin zu: „Wir sind bereit, stabile Lieferungen russischen Erdgases nach Europa zu garantieren". Noch Ende Oktober hatte Ministerpräsident Mykola Asarow noch Russland attackiert: In den letzten drei Jahren habe das Land für russisches Erdgas rund 20 Milliarden US-Dollar zu viel bezahlt. Die Ukraine hängt stark von russischen Gasimporten ab und bezog nach dem Zerfall der Sowjetunion den Rohstoff jahrelang billig. Jetzt wird der volle Weltmarkt-Preis verlangt. Der Richtungswechsel und die Proteste dagegen, nach dem zentralen Maidan-Platz in Kiew "Euromaidan" genannt, verunsichern die Finanzmärkte. Ishaq Siddiqi, Marktstratege ETX, London: "Es ist ein kleines Land, im Vergleich zur Eurozone. Aber als Thema könnte die Ukraine die Nerven der Anleger blank legen, sobald sich irgendeine Art von Ansteckung bei anderen osteuropäischen Ländern abzeichnet." Nach den pro-europäischen Protesten versucht die Notenbank der Ukraine, die Menschen zu beruhigen und einen Ansturm auf die Geldhäuser zu verhindern. An den Finanzmärkten stiegen die Risikoaufschläge für ukrainische Staatsanleihen weiter, wie auch die Prämien für Kreditausfallversicherungen. Die Landeswährung Hrywnja ist auf ein Vier-Jahres-Tief gegenüber dem Dollar gefallen (8,25 Hrywnja/Dollar). Die ohnehin niedrigen Gold- und Währungsreserven (Ende Oktober 20 Milliarden Dollar) dürften 2014 laut Fitch auf knapp 13 Milliarden Dollar schrumpfen. Das Budgetdefizit beträgt sechs Prozent des BIP, das Leistungsbilanzdefizit 8,5 Prozent. Das Wirtschaftswachstum geht bereits das fünfte Quartal in Folge zurück. Bis vor 1,5 Jahren hatte der Internationale Währungsfonds die Ukraine vor der Pleite bewahrt.
