Leaders from across the Asia-pacific region flew into the Russian sea port of Vladivostok on Friday as the city prepares for the Asia-pacific Economic Cooperation APEC summit. APEC aims to foster growth by dismantling barriers and bottlenecks that slow trade and business while nurturing closer economic ties. Given its status as an organisation governed by consensus APEC is not known for major policy breakthroughs. Election-year politics and territorial spats make this year particularly challenging. From the Kuril islands to the northeast of Vladivostok all the way to the Spratlys in the South China Sea various neighbours are squabbling over territories at a time when they most need to be focused on promoting growth. South Korea is feuding with Japan Japan with China and Russia China with many of its Southeast Asian neighbours. With elections due soon in South Korea and Japan and a once-in-a-decade change in the Communist Party leadership pending in China lame-duck leaders facing nationalist pressures at home have little room for amicably resolving the disputes.- published: 01 Nov 2013

Territorial disputes overshadowed an APEC Asia Pacific Economic Cooperation CEO summit session held in the eastern Russian city of Vladivostok on Thursday a day before the leaders summit is due to begin. Chinese President Hu Jintao held meetings with Taiwan s representative Lien Chan and Vietnamese President Truong Tan Sang to discuss the disputed ownership of islands in the East China sea. Taiwan s representative at APEC Lien Chan said equal and peaceful cooperation could help end the dispute with Japan over Diaoyu island Senkaku in Japanese. However he insisted that Taiwan would not be withdrawing its claim of sovereignty. The priority condition is that we have to work together under the fundamental principle which is that we own full sovereignty over Diaoyu Island said Chen. The landing on one of the disputed islands by Hong Kong activists followed by Japanese right wing politicians in August triggered a nationwide anti-Japan protest in China. Japanese media reported this week that Japan s central government had agreed to buy several islands from their private Japanese owners which could cause further anger in China. The popular analysis is that the rising tensions are fuelled by a regional power shift that has seen China become increasingly assertive with its neighbours in securing claims over potentially resource-rich waters to its south and east. China is now more confident and feels that it doesn t need to tread on egg shells in the way that it used to said David Pilling Asia Editor at the Financial Times Newspaper. Nationalism has often been used by China s communist leaders to cover up domestic problems - such as the economic slowdown which the country is currently facing not to mention problems with a growing rich-poor divide and official corruption. I think there are other things going there is obviously a political transition underway at the moment which is a very sensitive time in China. I think also there is evidence that foreign policy in China has fractured a little bit added Pilling. China and Vietnam also face contention over the Paracel Islands in South China Sea especially following the recent establishment of a Paracels prefecture by China which was prompted by anti-China demonstrations in Hanoi where authorities are normally quick to squelch popular manifestations of anger. Vietnam has also sparred with Taiwan over the South China Sea s Spratly Islands which are also claimed by the Philippines Brunei and Malaysia. However at Thursday s meeting with Vietnam s President Truong Tan Sang Hu Jintao took a cooperative stance. The leaders of China and Vietnam should work closely through various platforms. It is important to build a healthy relationship. We should work together to resolve international territory issues said Jintao. APEC Asia-Pacific Economic Cooperation Forum Summit leaders gathered for a family photo on Sunday morning in Vladivostok on the last day of meeting. Russia s first deputy prime minister Igor Shuvalov later spoke about what the summit had achieved - and what opportunities would present themselves for his country following APEC. He said the APEC Summit has been successful and the prospects are good while emphasising that Russia is open and ready for cooperation with foreign investors. Foreign companies can buy agricultural lands with no restrictions. And if this business grows we think that export opportunities will be permanently increasing Igor Shuvalov said. Shuvalov also expressed hope that the relations with the US will improve and the two nations would co-operate for the economic prosperity of both sides. Our position is that it doesn t matter who was elected by the America people to be in power because business is business. And the Americans should feel that they can always profit in working with Russians Shuralov added. He also dismissed allegations that the APEC summit held in Vladivostok which ends on Sunday won t achieve any long term gains. Shuralov said Russia had high hopes for the future of the country. Vladivostok in the far eastern corner of Russia used to be a military city where no foreign nationals were permitted until two decades ago. But now as the European economy weakens and the Asian economy expands the city - which is closer to China s capital than Moscow - is receiving more and more Asian immigrants. A large number of Asian restaurants have opened up in every corner of the city as well as more and more Chinese products being sold in the local markets. One local resident Elena Makhura said she was afraid of the high volume of Chinese immigrants. I would prefer to see more Russian people living here than Chinese people she said. But Russian people are trying to move out of the here. The Russian economy which traditionally heavily relies on the European economy was hit as Europe faced its financial crisis. But for those Chinese migrant workers this port city still offers a better opportunity than their home town in China. The salary is better and higher than in China said Mr Wang a chef from Helong Jiang Province China. The locals however see the economic situation differently. The reason why people are leaving is because of low salary here said local resident Elena Makhura. As Vladivostok hosts the APEC Asia-Pacific Economic Cooperation summit this weekend the change in the city reflects Russia s willingness to strengthen its ties with the Asia-Pacific regions. Vladimir Miklashevsky the governor of Primorye a province in Vladivostok said they wanted to develop cooperation its neighbours and attract investment. In order to reflect their interest Moscow has boosted the city s infrastructure. Vladivostok now has as one of the worlds longest cable bridges and the Far Eastern Federal University is being upgraded and extended. The bridge caught fire in 2011 during construction but the cable stays were reportedly unaffected and it has been completed on time.- published: 01 Nov 2013

Delegates from 21 countries across the Asia-Pacific region marked the end of the first day of an annual economic summit on Saturday evening. After attending a dinner in the Russian city of Vladivostok they watched a huge fireworks display. Russian President Vladimir Putin hosted the reception for delegates at the APEC Asia-Pacific Economic Cooperation summit He told them that guests revitalising trade and growth was an urgent priority for APEC before proposing a toast to peace tranquillity and sustainable development. Russia s hosting of the APEC summit highlights a renewed focus on developing its neglected but resource-rich Far East where it plans to develop modern railroads seaports and airports to help build a bridge between Asia and Europe. Earlier Putin promised regional business leaders that they can count on Russia which has long focused mainly on supplying oil and gas to Europe to be a reliable energy supplier. APEC can play a role business leaders attending the conference said in forging regional networks especially in energy and transport. But lingering territorial disputes and other legacies of the Cold War era are keeping the region from its full potential North Korea in particular remains relatively isolated from the rest of Asia its own infrastructure in shambles. Officials attending the talks insisted that the APEC agenda of economic and trade issues had no room for discussion of recent flare-ups in territorial disputes among Japan and South Korea China and various neighbours and Russia and Japan. But hard feelings were nonetheless apparent untypically Japanese Prime Minister Yoshihiko Noda had no plans to meet with Chinese President Hu Jintao or with South Korea s Lee Japanese and Chinese officials said.- published: 01 Nov 2013
