"In view of the circumstances in this country, it will be quite difficult to meet this timeline," said Ahmet Uzumcu on Tuesday, who represented the international chemical weapons watchdog to collect the 2013 Nobel Prize in Oslo. The most lethal chemical weapons will be stored in about 150 shipping containers, which will be transported from Damascus to the port of Latakia by trucks. It may prove to be a tricky part of the operation as rebels have control of some areas along the roads connecting the capital to Latakia. United Nations officials told the New York Times that all chemicals will be transferred to ships from other UN member states, which will depart for a foreign port. However, it yet has to be revealed which member states will participate in the operation. The port in question has not been disclosed either. At the unidentified port, the MV Cape Ray, a 200-metre long cargo ship owned by the U.S. Maritime Administration, will sail into international waters to neutralise the chemical agents. Equipped with two Field Deployable Hydrolysis Systems, the vessel will function like a floating chemical weapons disposal plant. The process is known as hydrolysis: water and other reagents, including sodium hydroxide and sodium hypochlorite, will first be added to chemical agents; the mixture will then be heated up, breaking down toxic substances; about 7.7 million litres of effluents will be packed in 4,000 containers, which will be shipped to a commercial waste treatment facility. The Syrian administration has amassed about 1,300 tons of chemical weapons over the years. The stockpile is comprised of sarin, VX nerve gas, mustard gas and other chemical agents. Under the agreement brokered by the U.S. and Russia, all weapons will be eliminated by mid-2014.

Most Fed officials support reduction in bond-buying program - minutes

The improving job market in the United States is what convinced Federal Reserve officials to begin scaling back their bond-buying program, according to the minutes of their December policy meeting which were released on Wednesday. The minutes show that most Fed officials believed the central bank should completely wind down bond buys by the second half of this year. The Fed announced at the end of its December meeting that it would cut its purchases of mortgage bonds and U.S. Treasury bonds from 85 billion dollars a month to 75 billion. Most analysts believe that, if the U.S. economy continues to pick up, the Fed will carry on cutting its purchases by 10 billion dollars after each policy meeting in 2014.

The government insists that procurement for the project is clean and will cost 327 billion shillings and not 1.3 trillion. The 44-year-old required an immediate neurosurgical operation following "serious brain trauma" during an accident while skiing with his son in the French Alps on Sunday. Schumacher crashed while skiing off-piste in the resort of Meribel yesterday and was airlifted to hospital. It is understood Schumacher was wearing a helmet when he reportedly hit his head on a rock. Schumacher's wife Corinna and his two children are reportedly at his bedside. Schumacher has received an outpouring of support from the racing world, including from British F1 former world champion Jenson Button, who urged him to pull through. "My thoughts are with Michael Schumacher at this tough time. Michael, more than anyone, has the strength to pull through this," he tweeted. Indian officials taking away privileges offered to US diplomats

India ups the ante in its diplomatic row with the US. The trigger for the spat was the strip-search of a female Indian diplomat by New York police. New Delhi is now taking aim at the privileges which American diplomats enjoy in the country. It has informed the US that embassy cars will no longer be immune to traffic violations. The US must also stop all commercial activities from embassy grounds. Indian police have already removed security barriers from outside the US embassy. The serious tensions in diplomatic ties follow the last month arrest and strip-search of Indian diplomat Devyani Khobragade by US police. The diplomat says she was subjected to repeated handcuffing, stripping and body cavity searches. US officials remain steadfast in defending the arrest.
