Rep. Denny Heck (D-WA) Questions Treasury Secretary on Bank Access for Legal Marijuana Businesses
Rep. Denny Heck (D-WA) questioned Treasury Secretary Jack Lew on the lack of bank access available to legitimate marijuana businesses in Washington, Colorado and other states. Due to enforcement of federal banking laws, legitimate marijuana businesses are barred access to the banking system, forcing them to operate on a cash-only basis. This creates a public safety risk and makes it difficult to audit these businesses. Congressional action is necessary to solve this problem permanently, but some relief may be possible should banking regulators issue new guidance in the coming weeks. On the floor of the U.S. House, Rep. Denny Heck (WA-10) cheered the news that more than $1 billion ($1.0569 billion) was generated for U.S. taxpayers by the Export-Import Bank of the United States (Ex-Im Bank) in Fiscal Year 2013. The revenue, generated for U.S. taxpayers from fees and services, is what the Bank earned above its operating costs and loan loss reserves. Since 2007, Ex-Im Bank financing has supported $101 billion in sales of Washington goods, helping to employ thousands of workers at Boeing, Ste. Michelle Wine Estates, PACCAR and more than 150 other Washington businesses. The Ex-Im Bank is the official export credit agency of the federal government. While it is authorized by Congress, the Ex-Im Bank is self-sustaining. "Ex-Im Bank's mission is to assist in financing the export of U.S. goods and services to international markets. Ex-Im Bank enables U.S. companies — large and small — to turn export opportunities into real sales that help to maintain and create U.S. jobs and contribute to a stronger national economy." Congressman Denny Heck (D-WA) honored Medal of Honor recipient Staff Sergeant Ty Michael Carter in a speech on the U.S. House floor. Staff Sergeant Carter was a cavalry scout with Bravo Troop and was awarded the Medal of Honor for extreme bravery in action on October 3, 2009 in Afghanistan. On the morning of October 3rd Sergeant Carter's outpost came under heavy and intense fire from all sides. Staff Sergeant Carter charged to an exposed forward position and provided deadly suppressive fire into the oncoming enemy attack, stalling their advance. When a fellow soldier was critically wounded, Staff Sergeant Carter, though wounded as well, courageously charged again through the enemy onslaught to provide aid to his comrade. Sergeant Carter's heroic actions and tactical skill were central to beating back the enemy offensive and saving numerous lives. On the one-year anniversary of Superstorm Sandy, Congressman Denny Heck (D-WA) spoke out against the economic damage of climate change. More than 3200 people in Washington are employed directly or indirectly by shellfish growers. The estimated total economic contribution is roughly $270 million. But the entire industry is threatened by ocean acidification and climate change. Science has shown that climate change is driving an ongoing decrease in sea water pH. Scientists refer to this as "ocean acidification". The growing acidity in the water makes it difficult for shellfish to grow hardened shells, and thus makes it difficult for them to survive at all.
