Surigao del Norte is a province of the Philippines located in the Caraga region in Mindanao. Its capital is Surigao City. The province consists of two major islands—Siargao Island and Bucas Grande Island—in the Philippine Sea, and a small region at the northernmost tip of the island of Mindanao. This mainland portion borders Agusan del Norte, and Surigao del Sur to the south.

Surigao del Norte is the second northernmost of the Mindanao provinces and is an important transportation hub between Visayas and Mindanao. Numerous ferries cross the Surigao Strait between Surigao and the island of Leyte carrying vehicles and passengers between Liloan in Southern Leyte and Surigao City.

On September 18, 1960, pursuant to the Republic Act 2736 dated June 19, 1960, the province of Surigao was divided into Surigao del Norte and Surigao del Sur. The town of Surigao became a city on August 30, 1970 pursuant to RA 6134. Atty. Pedro R. Espina became the first City Mayor.

Dinagat Islands had been a part of the First District of Surigao del Norte until becoming a province on its own on December 2, 2006, with the approval of Republic Act No. 9355, the Charter of the Province of Dinagat Islands, in a plebiscite. Between February 2010 and March 2011, the islands were part again of Surigao del Norte but were reinstated as a separate province.

The City of Surigao (Filipino pronunciation: (sů-rēh-GAŮ) (Filipino: Lungsod ng Surigao; Surigaonon: Siyudad nan Surigao) is located at the northeasternmost tip of Mindanao Island in the Philippines and the capital of the province of Surigao del Norte. It has a total land area of 245.34 km² which is roughly 1.4% of Caraga region. According to the 2010 census, 140,540 people live in the city with an annual growth rate of 1.52%. An average of 573 persons live per square kilometer, the most densely populated urban area in Caraga region. The demonym for a Surigao resident is Surigaonon or Surigueño.

The absence of a fort in Surigao belies its significance and sphere of influence during the Spanish period. It was the capital of the expansive province of the same name from 1750 until its dissolution in 1911, covering a third of Mindanao Island's total land area. It is one of the oldest port towns in Mindanao, founded by Spanish colonizers in 1655. Today, Surigao is among the most important seaports in the country. Asian Institute of Management ranks it as among the most competitive smaller cities, with an estimated total income of 500 million pesos in 2010.
