President Barack Obama Federal Government Shutdown Epic Breaking Media News Live Coverage Obama Message To Troops Government Shutdown sent a message to American military and Defense Department personnel stationed around the world at midnight on Tuesday, assuring them he's "going to make sure you stay the greatest military in the world -- bar none" despite the U.S. government shutting down. Obama signed a bill Monday that protects military pay while the government is shut down. The bill passed the Senate unanimously earlier on Monday after passing the House on Sunday morning. Read the full text of Obama's remarks below: Hi everybody. As President and your Commander in Chief, I've worked to make sure you have the strategy, the resources and the support you need to complete the missions our nation asks of you. Every time, you've met your responsibilities and performed with extraordinary professionalism, skill and courage. Unfortunately, Congress has not fulfilled its responsibility. It has failed to pass a budget and, as a result, much of our government must now shut down until Congress funds it again. Secretary Hagel, General Dempsey and your commanders will have more information about how this affects you and your families. Today, I want to speak directly to you about what happens next. Those of you in uniform will remain on your normal duty status. The threats to our national security have not changed, and we need you to be ready for any contingency. Ongoing military operations—like our efforts in Afghanistan—will continue. If you're serving in harm's way, we're going to make sure you have what you need to succeed in your missions. Congress has passed, and I am signing into law, legislation to make sure you get your paychecks on time. And we'll continue working to address any impact this shutdown has on you and your families. To all our DOD civilians—I know the days ahead could mean more uncertainty, including possible furloughs. And I know this comes on top of the furloughs that many of you already endured this summer. You and your families deserve better than the dysfunction we're seeing in Congress. Your talents and dedication help keep our military the best in the world. That's why I'll keep working to get Congress to reopen our government and get you back to work as soon as possible. Finally, I know this shutdown occurs against the background of broader changes. The war in Iraq is over. The war in Afghanistan will end next year. After more than a decade of unprecedented operations, we are moving off a war footing. Yes, our military will be leaner, and as a nation we face difficult budget choices going forward. But here's what I want you to know. I'm going to keep fighting to get rid of those across-the-board budget cuts—the sequester—which are hurting our military and our economy. We need a responsible approach that deals with our fiscal challenges and keeps our military and our economy strong. And I'm going to make sure you stay the greatest military in the world—bar none. That's what I'm fighting for. That's what you and your families deserve. On behalf of the American people, thank you for your service, which keeps us free. The U.S. federal government regulates private enterprise in numerous ways. Regulation falls into two general categories. Some efforts seek, either directly or indirectly, to control prices. Traditionally, the government has sought to create state-regulated monopolies such as electric utilities from while allowing prices in the level that would ensure them normal profits. At times, the government has extended economic control to other kinds of industries as well. In the years following the Great Depression, it devised a complex system to stabilize prices for agricultural goods, which tend to fluctuate wildly in response to rapidly changing supply and demand. A number of other industries—trucking and, later, airlines—successfully sought regulation themselves to limit what they considered as harmful price-cutting, a process called regulatory capture.[235] Another form of economic regulation, antitrust law, seeks to strengthen market forces so that direct regulation is unnecessary. The government—and, sometimes, private parties—have used antitrust law to prohibit practices or mergers that would unduly limit competition.[235] Bank regulation in the United States is highly fragmented compared to other G10 countries where most countries have only one bank regulator. In the U.S., banking is regulated at both the federal and state level. The U.S. also has one of the most highly regulated banking environments in the world; however, many of the regulations are not safety and soundness related, but are instead focused on privacy, disclosure, fraud prevention, anti-money laundering, anti-terrorism, anti-usury lending, and promoting lending to lower-income segments.[citation needed] Since the 1970s, government has also exercised control over private companies to achieve social goals, such as improving the public's health and safety or maintaining a healthy environment. For example, the Occupational Safety and Health Administration provides and enforces standards for workplace safety, and the United States Environmental Protection Agency provides standards and regulations to maintain air, water, and land resources. The U.S. Food and Drug Administration regulates what drugs may reach the market, and also provides standards of disclosure for food products.[235] American attitudes about regulation changed substantially during the final three decades of the 20th century. Beginning in the 1970s, policy makers grew increasingly convinced that economic regulation protected companies at the expense of consumers in industries such as airlines and trucking. At the same time, technological changes spawned new competitors in some industries, such as telecommunications, that once were considered natural monopolies. Both developments led to a succession of laws easing regulation.[235] While leaders of America's two most influential political parties generally favored economic deregulation during the 1970s, 1980s, and 1990s, there was less agreement concerning regulations designed to achieve social goals. Social regulation had assumed growing importance in the years following the Depression and World War II, and again in the 1960s and 1970s. During the 1980s, the government relaxed labor, consumer and environmental rules based on the idea that such regulation interfered with free enterprise, increased the costs of doing business, and thus contributed to inflation. The response to such changes is mixed; many Americans continued to voice concerns about specific events or trends, prompting the government to issue new regulations in some areas, including environmental protection.[235] Where legislative channels have been unresponsive, some citizens have turned to the courts to address social issues more quickly. For instance, in the 1990s, individuals, and eventually the government itself, sued tobacco companies over the health risks of cigarette smoking. The 1998 Tobacco Master Settlement Agreement provided states with long-term payments to cover medical costs to treat smoking-related illnesses.[235] Between 2000 and 2008, economic regulation in the United States saw the most rapid expansion since the early 1970s.[239] The number of new pages in the Federal Registry, a proxy for economic regulation, rose from 64,438 new pages in 2001 to 78,090 in new pages in 2007, a record amount of regulation.[239] Economically significant regulations, defined as regulations which cost more than $100 million a year, increased by 70%.[239] Spending on regulation increased by 62% from $26.4 billion to $42.7 billion. http://en.wikipedia.org/wiki/U.S._Economy- published: 12 Jan 2014

The United States public debt is the outstanding amount owed by the federal government of the United States from the issue of securities by the Treasury and other federal government agencies. US public debt consists of two components: Debt held by the public includes Treasury securities held by investors outside the federal government, including that held by individuals, corporations, the Federal Reserve System and foreign, state and local governments. Debt held by government accounts or intragovernmental debt includes non-marketable Treasury securities held in accounts administered by the federal government that are owed to program beneficiaries, such as the Social Security Trust Fund. Debt held by government accounts represents the cumulative surpluses, including interest earnings, of these accounts that have been invested in Treasury securities. Public debt increases or decreases as a result of the annual unified budget deficit or surplus. The federal government budget deficit or surplus is the difference between government receipts and spending, ignoring intra-governmental transfers. However, some spending that is excluded from the deficit (supplemental appropriations) also adds to the debt. Historically, the US public debt as a share of GDP increased during wars and recessions, and subsequently declined. For example, debt held by the public as a share of GDP peaked just after World War II (113% of GDP in 1945), but then fell over the following 30 years. In recent decades, however, large budget deficits and the resulting increases in debt have led to concern about the long-term sustainability of the federal government's fiscal policies. On April 2, 2013, debt held by the public was approximately $11.959 trillion or about 75% of GDP. Intragovernmental holdings stood at $4.846 trillion, giving a combined total public debt of $16.805 trillion. As of January 2013, $5.6 trillion or approximately 47% of the debt held by the public was owned by foreign investors, the largest of which were the People's Republic of China and Japan at just over $1.1 trillion each. The CBO has summarized the cause of change between its January 2001 estimate of a $5.6 trillion cumulative surplus between 2002 and 2011 and the actual $6.1 trillion cumulative deficit that occurred, an unfavorable "turnaround" or debt increase of $11.7 trillion. Tax cuts and slower-than-expected growth reduced revenues by $6.1 trillion and spending was $5.6 trillion higher. Of this total, the CBO attributes 72% to legislated tax cuts and spending increases and 27% to economic and technical factors. Of the latter, 56% occurred from 2009 to 2011.
