Vladivostok in the far eastern corner of Russia used to be a military city where no foreign nationals were permitted until two decades ago. But now as the European economy weakens and the Asian economy expands the city - which is closer to China s capital than Moscow - is receiving more and more Asian immigrants. A large number of Asian restaurants have opened up in every corner of the city as well as more and more Chinese products being sold in the local markets. One local resident Elena Makhura said she was afraid of the high volume of Chinese immigrants. I would prefer to see more Russian people living here than Chinese people she said. But Russian people are trying to move out of the here. The Russian economy which traditionally heavily relies on the European economy was hit as Europe faced its financial crisis. But for those Chinese migrant workers this port city still offers a better opportunity than their home town in China. The salary is better and higher than in China said Mr Wang a chef from Helong Jiang Province China. The locals however see the economic situation differently. The reason why people are leaving is because of low salary here said local resident Elena Makhura. As Vladivostok hosts the APEC Asia-Pacific Economic Cooperation summit this weekend the change in the city reflects Russia s willingness to strengthen its ties with the Asia-Pacific regions. Vladimir Miklashevsky the governor of Primorye a province in Vladivostok said they wanted to develop cooperation its neighbours and attract investment. In order to reflect their interest Moscow has boosted the city s infrastructure. Vladivostok now has as one of the worlds longest cable bridges and the Far Eastern Federal University is being upgraded and extended. The bridge caught fire in 2011 during construction but the cable stays were reportedly unaffected and it has been completed on time.- published: 01 Nov 2013

Delegates from 21 countries in the Asia-Pacific region met in the Russian city of Vladivostok on Saturday for an annual economic summit. Australian Prime Minister Julia Gillard was absent however following the death of her father. Russian President Vladimir Putin expressed his condolences to her as leaders met as a group for the first time at the Asia-Pacific Economic Cooperation APEC summit. He said Australia would instead be represented at the talks by its trade minister Craig Emerson. Gillard arrived in the Pacific port city on Friday night but did not make a scheduled appearance on Saturday morning at a meeting of business leaders taking place on the sidelines. No comment was immediately available from Gillard or the Australian government. Meanwhile Chinese President Hu Jintao pledged on Saturday that his country would ensure steady and robust growth by boosting domestic demand and rebalancing its economy to help counter the obstacles hindering a global recovery. Asia remains the brightest spot in the global economy but is facing challenges. Chinese growth slowed to a three-year low of 7.6 percent in the second quarter. Hu acknowledged that Beijing is struggling to create enough jobs and cope with the adverse impact of the European debt crisis on its own economy. Revitalising trade and growth is an urgent priority for APEC whose aim is to dismantle barriers and bottlenecks that slow trade and business while nurturing closer economic ties.- published: 01 Nov 2013

Russian President Vladimir Putin on Monday stressed the importance of liberalising trade within the Asia-Pacific Economic Cooperation APEC area. At a meeting with leaders of the International Trade Union Confederation ITUC in Moscow Putin said liberalisation of free trade would be the main issue at the APEC summit which starts on Tuesday in Vladivostok in eastern Russia. Putin added that the APEC area is to a large degree the hope for the world economy. Monday s meeting took place at Putin s residency in the Novo-Ogaryovo area east of Moscow. APEC Asia-Pacific Economic Cooperation Forum Summit leaders gathered for a family photo on Sunday morning in Vladivostok on the last day of meeting. Russia s first deputy prime minister Igor Shuvalov later spoke about what the summit had achieved - and what opportunities would present themselves for his country following APEC. He said the APEC Summit has been successful and the prospects are good while emphasising that Russia is open and ready for cooperation with foreign investors. Foreign companies can buy agricultural lands with no restrictions. And if this business grows we think that export opportunities will be permanently increasing Igor Shuvalov said. Shuvalov also expressed hope that the relations with the US will improve and the two nations would co-operate for the economic prosperity of both sides. Our position is that it doesn t matter who was elected by the America people to be in power because business is business. And the Americans should feel that they can always profit in working with Russians Shuralov added. He also dismissed allegations that the APEC summit held in Vladivostok which ends on Sunday won t achieve any long term gains. Shuralov said Russia had high hopes for the future of the country. Themed Integrate to Grow Innovate to Prosper the statement said participating ministers exchanged views over several issues including food security multilateral trading system liberalization of trade and investment and regional economic integration. They agreed that the APEC region would continue to serve as a major engine for the world economy and a key driver for international trade and investment the statement said. The ministers also highlighted policy initiatives based on the assessment of progress achieved so far this year against the bloc s yearly priorities it said. The policy initiatives included facilitating trade and investment liberalization and regional economic integration strengthening food security establishing reliable supply chains and intensifying cooperation to foster innovative growth it said. Meanwhile the ministers attached importance to strengthening APEC as an institution with further capacity building private sector involvement and operational activities the statement added. At the meeting participants hailed the preparation by Indonesia for hosting the 2013 APEC annual economic leaders meeting and welcomed the announcements by China the Philippines and Peru that they would host the APEC annual economic leaders meetings respectively in 2014 2015 and 2016. The meeting was co-chaired by Russian Foreign Minister Sergei Lavrov and Economy Minister Andrey Belousov. After the meeting Belousov told a joint briefing that the ministers also agreed to present a list of 54 items of goods for tariff reduction to the upcoming APEC informal economic leaders meeting for approval. The goods though not green themselves will be instrumental to helping improve environmental protection he believed. Lavrov highly valued the results of the meeting saying that everyone believes that we managed to preserve continuity in APEC s work and at the same time give additional impetus to that work. Chinese Assistant Foreign Minister Ma Zhaoxu and Assistant Commerce Minister Yu Jianhua attended the meeting. The ministerial meeting was expected to make final preparations for the informal APEC leaders meeting at the weekend. She also met Russian Foreign Minister Sergey Lavrov and Singapore s Prime Minister Lee Hsien Loong earlier on Saturday. While APEC leaders hold talks on the sidelines of the main economic summit Asia s two major economies Japan and China have announced no plan to hold bilateral talks. China and Japan remain immersed in a long-running battle over what the Japanese call the Senkaku Islands and the Chinese call Diaoyutai in the East China Sea. The landing on the islands by activists from Hong Kong and Japan last month triggered the nation wide anti-Japan protests in China. Speaking at a news conference on the sidelines of the summit a spokesman for the Chinese delegation called for greater understanding from Japan over the issue. The Japanese side should face squarely up to the strong reserves and determination of the Chinese government and the Chinese people to safeguard national sovereignty and territorial integrity he said. Meanwhile Chinese President Hu Jintao met with his Indonesia counterpart Susilo Bambang Yudhoyono. What the world needs today to overcome this crisis is more trade not less Calderon told the summit in Russia s main eastern port city. Well allocated credit is a very powerful instrument for development. These are the lessons that Latin American and Asian countries have painfully learnt during our crisis he added. Also on Saturday Russian President Vladimir Putin who is hosting the summit met with APEC leaders including from South Korea and Peru. Putin has been promoting greater trade and economic ties with Asia and last month joined the World Trade Organisation WTO. He has promised regional business leaders that they can count on Russia which has long focused mainly on supplying oil and gas to Europe to be a reliable energy supplier. Moscow also has ambitious plans to develop its railroads roads seaports and airports in the resource-rich but long neglected east of the country to provide a bridge between Asia and Europe Putin has said. Analysts and politicians hope that Russia which has long proven a formidable market to foreign investors because of its byzantine bureaucracy and protectionist tariffs will be transformed by its entry into the WTO. Russian President Vladimir Putin expressed his sympathy to the Chinese Leader Hu Jintao on Sunday in the final session of the APEC summit following the earthquake in southwest China which killed at least 80 people. More than 200-thousand villagers were evacuated after Friday s earthquakes toppled thousands of homes and sent boulders cascading across roads in a region of small farms and mines near the border between Guizhou and Yunnan provinces where some of China s poorest people live. Putin also congratulated Indonesian President Susilo Bambang Yudhoyono who celebrated his 63rd birthday on Sunday. APEC leaders began the last session in Vladivostok on Sunday. Putin stressed that APEC leaders need to resolve the issue of food security the member states are facing especially in the faltering economic situation. The Russian leader said estimates put the number of malnourished people world wide up to 200 m million with a quarter of those people coming from countries within APEC. Without the effective resolution of these issues we will not be able to achieve the goal of enhancing the quality of life for people living in the region Putin said. The explicit focus on food security by the leaders of the 21-member APEC reflects abiding concern over the potential for food prices to surge to politically volatile levels.
