After a 21 year civil war, peace seems to be returning to the region and refugees are coming home. The peace deal agreed between the SPLA and government gives the South greater autonomy. Now, millions of displaced people are returning. "They're our people. They have a right to be here," reasons Vice President of Southern Sudan, Dr Machar. But tensions between the North and South still abound. According to the agreement, the South was supposed to receive 50% of all oil revenues. But some claim this is not happening. "We have received very little revenue", states Machar. Militias, allegedly armed by the government, are still creating terror in the South. Despite this, people like Martha are optimistic. The request by UN Secretary-General Ban Ki-moon was authorised unanimously. The United Nations Mission in South Sudan has been struggling to keep people sheltering from the violence in their compounds safe. It has evacuated injured civilians and non-essential staff from Bor to the capital, Juba. Thousands of people are now known to have been killed during the past week. The worsening violence is between groups loyal to the president and groups loyal to the former vice president, who was sacked in July after a power struggle. Government troops have retaken control of Bor, the capital of Jonglei State, and a key town which last week fell to rebels loyal to the former vice-president. Western powers and east African states are keen to prevent more chaos in a fragile region. They have tried to mediate between the president and his former deputy without success. The United Nations says a grave containing 75 bodies has been found and other eyewitness accounts speak of hundreds being shot by security forces. For the first time since World War II, Japan has provided ammunition to another country, supplying South Korean peacekeepers in South Sudan. The UN Secretary-General Ban Ki-moon wants almost to double the size of its 7,000-strong peacekeeping force in the African country. Samantha Power, US Ambassador to the United Nations, said: "To immediately address the dire situation, the Secretary General has requested the security Council to authorise an additional 5,000 peacekeepers for UNMISS (United Nations Mission in South Sudan) and the United States is one of many council members, in fact all council members, that fully supports this proposal - to ensure that the mission has the assets and resources that it needs to fulfil its mandate." The ambassador added that as long as South Sudan's president and rebel leader remained at loggerheads, innocent people were being killed on nothing other than ethnic grounds. President Salva Kiir, a Dinka, and his Nuer former deputy Riek Machar have both indicated they are ready to talk. A government official, however, said South Sudan would not meet Machar's demand that detained opposition leaders be released. Meanwhile on the ground, the conflict between Dinka and Nuer groups has intensified. At Bor in Jonglei state, thousands are seeking protection at a UN compound and in churches. In the country overall it is thought the number killed may vastly exceed the official figure of 500. According to the UN's humanitarian coordinator, there are probably more than 100,000 internal refugees. The violence has raised fears of a return to all out ethnic conflict. President Salva Kiir has accused his former vice president of orchestrating the fighting which has killed up to 500 people. But on Wednesday he said he was ready for dialogue. However South Sudan's army has lost control of the flashpoint town of Bor - north of the capital - which was the scene of ethnic massacres in 1991. The fighting has raised international concerns including those of UN Secretary General, Ban Ki-moon: "I call on the government to cooperate fully with UNMISS (UN Mission in South Sudan) as it fulfils its protection mandate, including in the provision of basic relief to civilians in need and in conducting human rights investigations into allegations of human rights abuses in recent days," he said. More than 20,000 people are seeking refuge in UN camps around the country. Tensions have been simmering since the president sacked Vice President Riek Machar in July. The government has now arrested ten people including several former ministers. The Kenyans who were airlifted from Juba state to the Wilson airport by 2 military planes described the situation as terrifying and expressed fear for the lives of the 1,600 Kenyans held up in rebel held Bor town where heavy fighting has complicated rescue operations.
