(National Post) Rob Ford promises 'outright war' against city council as they remove mayoral powers: 'You've just attacked Kuwait!' Toronto City Council overwhelmingly voted to remove a number of key powers from Rob Ford Monday, as the mayor defiantly declared "outright war" until the next election. The vote occurred a few hours after city council broke into chaos when the mayor angrily charged a towards a spectator in the galley, knocking over a veteran city councillor in the process. Council voted by large margins to significantly cut Ford's budget as mayor, his ability to speak first and last on council agendas, his right to designate key items and to give the deputy mayor control over the mayor's staffing. The deputy mayor, Norm Kelly, takes over a number of Ford's role, including becoming the chair of the executive committee. Council voted 36-6 to cut his office budget. "You guys have just attacked Kuwait," Mayor Ford said a speech just prior to the vote on the special motion. "This is going to be outright war in the next election." Am I mad, of course I'm mad, because every one of you guys have sinned. What goes around comes around friends. Remember what I am saying." The mayor then ended his speech by informing council he would not be voting on the special motions, saying the integrity commissioner had advised against it. He also found time in his speech to promote his new television show on Sun News, which was recorded Sunday. Ford refused to speak to the media after leaving the council chamber. He has promised to fight the motions in court. In a short statement to the media, Kelly said that while the mayor "wants to wage war, I want to wage peace." Doug Ford called for Torontonians to voice their opinion of the motion. "It's a sad, sad day for the country," he said after the motion. "This is political. Folks, this is a battle that we lost today, the war is not done. This is just the beginning." The councillor said his brother was "upset" about the motion. "Rob Ford is the most honest politician in this country," Doug Ford said, seconds after saying the mayor was "untruthful" about his substance abuse. Earlier, the mayor took off running after brother Doug Ford got into a verbal argument with the crowd, hitting veteran Councillor Pam McConnell, knocking her backwards, before catching her and helping her steady herself. McConnell, a grandmother, would later be seen in council icing her lip. Councillor Ford, who had earlier denounced the "special interest groups" and union members he said were sitting in the audience, began yelling at them: "You got your hands in the cookie jar!" as the incident unfolded. "Saving money? You don't like saving money? I save money!" Mayor Ford yelled, as city hall security guards descended, raising their hands in an attempt to get everyone to calm down. The shouting continued, however, with onlookers screaming "you're a disgrace!" and "you're pathetic!" Doug Ford responded,"you're milking the system" and "you're a disgrace, you little punk!" as Councillor Mark Grimes grabbed him by the elbow and pulled him away. The crowd yelled "shame, shame, shame" to the mayor, who began shouting back prior to his run into McConnell.
