Lao Time | เบิ่งลาว ๒๗-๒๘ มกราคม ๒๕๕๗ 27-28 January 2014 Vientiane Capital is the home to the most significant national monument in Laos: That Luang (Great Stupa), which is the symbol of Lao sovereignty and an icon of Buddhism in Laos. Of the many beautiful Wats in Vientiane, a visit to Wat Sisaket is a must; built in 1818, this is one of the oldest temples in Vientiane. Other Buddhist holy places are Wat Ong Teu Mahavihan, known for its 16th century bronze Buddha sheltered by a carved wooden masterpiece, and Wat Si Meuang, The site of the Lak Meuang or pillar-stone of Vientiane. The Wat Si Meuang is the home to the guardian spirit of the city. Hor Phakeo, across the street from Wat Sisaket houses a beautiful collection of Buddha statues, including traditional Lao style of the "Calling for Rain" and "Offering Protection". Spend a morning in the Lao National Museum, which displays an interesting mixture of revolutionary and contemporary exhibitions. The largest fair, Boun Pha That Luang, is held in Vientiane Capital around mid-November each year. Celebrations begin at Wat Si Muang followed by a procession to That Luang. Festivities last a full week, ending in fireworks on the last night, which coincides with the full moon. In mid-October, the riverbank overflows with spectators watching the annual boat races. Boun Ok Phansa or the last day of Buddhist Lent of Buddhist Lent precedes the boat races by one day. In the evening of Boun Ok Phansa Lao People prepare small banana leaf boats called heua fai and set them afloat on the Mekong illuminated by candles and incense in a charming ceremony meant to bring good luck and prosperity.- published: 04 Feb 2014

RFA Chinese authorities are waiting for Thailand to confirm that it will proceed with a high-speed rail project linking neighboring Laos before Beijing finalizes a loan for Laos to build an ambitious rail link with China, according to a Chinese diplomat. Thailand plans to build a 625-kilometer (388-mile) rail line between Bangkok and Thailand's northeastern province of Nong Khai along the border with Laos. It is intended to connect with Laos's proposed U.S. $7.2 billion railway line between its capital Vientiane and the country's Luang Namtha province along the border with China, with the network linked further to a line from Kunming, the capital of China's Yunnan province. The Lao parliament gave the go-ahead in October last year for the 420-kilometer (261-mile) rail project but there has been little movement to indicate the mega-project will proceed as planned. A senior official at the Chinese Embassy in Bangkok told RFA's Lao Service that they are waiting for confirmation that the Thai government is going to build a high-speed rail to link Bangkok with Nong Khai before they start negotiating the mammoth loan with Laos. Another reason cited for the negotiation delay is the new Chinese government's plan to consolidate its Ministry of Railways and Ministry of Communications and Transport into one entity. Pledge to proceed Lao Deputy Prime Minister Somsavat Lengsavad shrugged off fears of a delay in the project at a parliament sitting last week, saying he may go to Beijing next month to discuss funding details. "We will definitely develop the project," he told the National Assembly, according to a Vientiane Times report. No details or specific timetable was provided, however. Last Thursday, Somsavat received the new Chinese Ambassador to Laos. "I proposed to him that he ask Beijing about my intention to visit there in August for negotiations," Somsavat told lawmakers. The deputy premier said that there has been absolute agreement by both sides to develop the project, the Vientiane Times reported. The planned railway projects would form part of the Association of Southeast Asian Nations (ASEAN)-China rail link beginning in China's Yunnan province and running southwards to Singapore through Laos and Thailand. In May, Thailand offered to convene a meeting with Laos and China on the high-speed train project linking the three countries, underlining Bangkok's concern that any delay in the project on the Lao side may dampen the regional plan, reports have said. A Lao Airlines plane on an internal flight from the capital Vientiane crashed into Mekong river, China's Xinhua state news agency said, citing an airline spokesman. The Bangkok Post reported that passenger plane crashed on landing at the airport in Pakse in the south of the country due to bad weather conditions. The ART twin-turbo plane left Wattay airport in Vientiane at 2.45pm and crashed in Pakse at 4pm, the newspaper said. Pakse is the capital city of Champasak province of Southern Laos, and the forth largest town in the country. The accident occurred in poor weather conditions to 16 clock local time, Spiegel Online reported. Airline and government officials in Laos were not immediately available for comment' BANGKOK — BANGKOK (AP) — A Lao Airlines flight crashed Wednesday in the Southeast Asian nation, apparently killing all 49 people aboard, including passengers from 11 countries, the Lao government said. The Ministry of Public Works and Transport, which operates the airline as a state enterprise, said 44 passengers and five crew members were aboard flight QV301 from the Lao capital, Vientiane, to Pakse in the country's south. Earlier reports had said there were 39 passengers on board. "Upon preparing to land at Pakse Airport the aircraft ran into extreme bad weather conditions and was reportedly crashed into the Mekong River," the ministry said in a statement. It said there was no word of survivors. The airline flies an ATR 72-600 twin-engine turboprop plane on the 467-kilometer (290-mile) route. The aircraft is configured with 68-74 seats, said maker ATR. Thai Foreign Ministry spokesman Sek Wannamethee said his country's embassy in Vientiane was informed that the plane crashed 7-8 kilometers (4-5 miles) from the airport at Pakse. A passenger manifest faxed by the airline listed 44 people: 17 Lao, seven French, five Australians, five Thais, three Koreans, two Vietnamese and one person each from Canada, China, Malaysia, Taiwan and the United States. Korean, French and Thai officials confirmed the totals for their nationalities. The Lao government said the airline "is taking all necessary steps to coordinate and dispatch all rescue units to the accident site in the hope of finding survivors." However, a statement from Australia's Department of Foreign Affairs and Trade said "Lao authorities have told our embassy in Vientiane they do not expect any survivors." The Lao transport ministry statement said the crash is being investigated and the airline hoped to announce its findings on Thursday. A Lao Airlines employee contacted by phone at Vientiane's Wattay airport said a news conference would be held Thursday. The aircraft's maker, ATR, issued a statement from its headquarters in Toulouse, France, declaring that it will provide full assistance under international aviation rules to the investigation of the crash, working with the French safety investigation body.
