Ted Cruz on Defunding Obamacare - Chris Wallace Interview - Fox News - 9/22/13
9/22/13 - Senator Ted Cruz (R-Tx) appeared on Fox News Sunday to defend his push to defund Obamacare, which has landed him in trouble with his own party. Host Chris Wallace pressed Cruz on whether he had gotten the GOP into a fight with no clear strategy or end game, how he intended to get out of it, and if he would actually support the politically unpopular option of a government shutdown. "Last week's vote was a tremendous victory," Cruz said of the House's passage of a continuing resolution that did not fund Obamacare. "Just a few weeks ago, no pundit in Washington thought it was possible we'd see the vote we saw on Friday...Next week is a time for party unity. Next week, all Senate Republicans, I hope, should come together and support the House bill. In my view, Senate Republicans should stand united to stop Harry Reid from changing the House bill, and in particular from inserting the funding with fifty-one votes." But Cruz is in a jam, as he only has enough votes to deny cloture, not to stop Senate Democrats from amending the resolution to include funding for the Affordable Care Act, which means his only way of stopping the funding is to filibuster the very bill he called on the House to pass—leading to a goverment shutdown. "[Harry Reid] wants to use brute political power to force ObamaCare through with just Democrats, exactly the same way he passed the bill three years ago," Cruz continued. "If he does that, then Senate Republicans have the tool we always use when the Majority Leader is abusing his power, which is we deny cloture." "You say this is brute political power," a very-unconvinced Wallace said. "It's Senate Rule 22, which has been around for years. It's part of the Senate rules, and it says after you allow debate and take cloture, that you can pass an amendment by Senate majority. That's the rule!" "You're right, that is one rule," Cruz responded. "But there is another rule that says it takes sixty votes to get cloture...If the majority's going to run the minority over with a train, the minority has the ability to stop them...Any vote for cloture, any vote to allow Harry Reid to add funding for Obamacare with just a fifty-one vote threshold—a vote for cloture is a vote for ObamaCare." "If Harry Reid kills this bill in the Senate, I think the House should hold its ground and should begin passing smaller continuing resolutions one department at a time," Cruz said. "It should start with a continuing resolution focused on the military. Fund the military, send it over, and let's see if Harry Reid is willing to shut down the military just because he wants to force ObamaCare on the American people." Wallace asked Cruz to respond to numerous angry Republican lawmakers, who are lambasting Cruz for talking big on defunding while kicking the onus of the movement back to the House. September 1, 2013 - (FULL INTERVIEW) - John Kerry appeared on Fox News Sunday and told host Chris Wallace that President Barack Obama's decision to seek congressional approval for military intervention in Syria would reinforce such action. "It will allow us to do even more coordinating with our friends and allies, do more planning, and frankly be for more effective," Kerry said. "I think this is a smart decision by the President, a courageous decision. He is not trying to create an imperial presidency, he's trying to respect the process by which we are strongest in this country." Wallace noted that the rebels may be under a slightly more urgent timetable than the U.S., and referenced a newspaper in Damascus had portrayed Obama as "flinching." "Haven't you handed Syria and Iran at least a temporary victory?" Wallace asked. "I don't believe so at all," Kerry said. "That is in the hands of the Congress." Kerry did not believe Congress would decline military action. "I don't think that's going to happen," Kerry said. "I can't contemplate that the Congress would turn its back on all that responsibility, and grant impunity to a ruthless dictator to continue to gas his people. Those are the stakes." Kerry also affirmed that Obama could act without Congress, including before Congress reconvenes on September 9th. "If the Assad regime were to be foolish enough to attack yet again in the meantime, of course the President of the United States knows he has the power to do this, and I assume he would move very, very rapidly," Kerry said. "But he feels were are stronger in getting the United States as a whole to gel around this policy, to understand it better, and to know what the strategy is and why the United States needs to do this." The Secretary of State pushed back against Wallace when the host asked why the President was waiting ten days until Congress returned from vacation. "I'm amazed that you would argue against the Congress of the United States weighing in," Kerry replied. "This has been one of the strangest weeks I've ever had in Washington," Wallace said. "As soon as we listed Ted Cruz as our featured guest this week, I got unsolicited research and questions, not from Democrats but from top Republicans, to hammer Cruz." "This was a strategy laid out by Mike Lee (R-UT) and Ted Cruz without any consultation with their colleagues," said Karl Rove. "With all due respect to my junior Senator from Texas, I suspect this is the first time that the end game was described to any Republican Senator. They had to tune in to listen to you to find out what Ted's next step was in the strategy." RELATED: GOP Rep. Peter King Unloads on Sen. Ted Cruz, 'He Should Keep Quiet' "You cannot build a Congressional majority, in either party, for any kind of action, unless you are treating your colleagues with some certain amount of respect, and saying, 'Hey, what do you think of my idea?'" Rove said. "Instead they have dictated to their colleagues through the media, and through public statements, and not consulted them about this strategy at all." Rove also corrected Cruz's interpretation of a Wall Street Journal as giving the GOP the advantage on whom Americans trust on health care. Fox News Sunday host Chris Wallace got to the end of his rope with Senators Mike Lee (R-UT) and Tim Kaine (D-VA), as Wallace tried to interview both men on the real-world effects of the Affordable Care Act and each yanked the discussion back to the political battle over its funding in Congress. "I agree we should have this debate, but we shouldn't connect it to a government shutdown," Kaine said. "I want you to answer my question," Wallace said, "because this goes into effect whether we have a shutdown or not." Kaine then did rebut Wallace's worry that the ACA exchanges would kick people off their current coverage. "The news about the exchanges is the number of options is so great, you're going to have all kinds of options," Kaine said. "The facts just don't back that up," Lee said, but quickly pivoted onto the "train wreck" talking point, which led Kaine to try to rebut it, which led Wallace to throw up his hands, literally. "I'm trying to stop the rhetoric," Wallace said. "I want to get to the specifics...It's like herding cats here today." "We are senators," Kaine said, though he then went on to answer Wallace's question about rising premiums. "Again, very important questions," Kaine said. "But we shouldn't be wrapping these questions up with a threat of government shutdown." "We've talked about that," Wallace said. "I want to talk about ObamaCare." "I'm going to keep bringing it back," Kaine said, "because there's only one side that is linking ObamaCare with the shutdown of government." "I think you've made that point," Wallace said.
