The conference of the world's leading industrialised nations taking place without Russia for the first time in 17 years, as the group was reduced from G8 to G7 after Russia's annexation of Ukrainian territory -- Crimea. 35 nations sign up to tougher nuclear security standards THE HAGUE, March 25, 2014 - Thirty-five countries on Tuesday committed to bolstering nuclear security, backing a global drive spearheaded by US President Barack Obama to prevent dangerous materials falling into the hands of terrorists. In a joint statement issued on the sidelines of the third biennial Nuclear Security Summit (NSS), the countries pledged to work closer together and submit to "peer reviews periodically" of their sensitive nuclear security regimes. The nations -- including Israel, Kazakhstan, Morocco and Turkey but not Russia -- vowed to "realize or exceed" the standards set out in a series of guidelines laid down by the International Atomic Energy Agency (IAEA) to safeguard nuclear materials. These are the "closest things we have to international standards for nuclear security", US Energy Secretary Ernest Moniz told reporters as he presented the pledge. Obama has made improving nuclear safety one of the figurehead foreign policies of his presidency and said in 2009 that nuclear terrorism was "the most immediate and extreme threat to global security". Frans Timmermans, foreign minister of the Netherlands, which is hosting the summit of more than 50 countries, acknowledged that nuclear security had to remain a "national responsibility" but said closer international cooperation could be "a direct contribution in preventing nuclear material becoming a security risk". Dutch Prime Minister Mark Rutte, opening the two-day talks on Monday, said there were "almost 2,000 tonnes of weapons-usable material in circulation worldwide" and stressed that "security has to be our constant concern". - 'Important accomplishment' - Analysts hailed the joint pledge but voiced concern that not all countries had signed up -- notably Russia, with its outstanding stockpile of Soviet-era weapons. Miles Pomper, an expert at the California-based James Martin Center for Nonproliferation Studies, said the statement was "the most important accomplishment of the summit". But he added: "We need to get the rest of the summit members to sign up to it, especially Russia, and we need to find a way to make this into permanent international law." Shin Chang-Hoon, analyst at the Asan Institute for Policy Studies in South Korea, highlighted the peer review commitment in the pledge as "an important part of nuclear security". "This will probably be the legacy of the NSS, more than the final communique," he added. According to a draft final statement, leaders will push to reduce stockpiles of highly enriched uranium, which can be used to make an atomic bomb, and convert it to safer lower enriched uranium. Michelle Cann, senior policy analyst at the Partnership for Global Security, said that despite the fanfare surrounding the pledge, "the real question is when the remaining third of states will announce their commitment to these principles too". The summit has been overshadowed by the crisis in Ukraine, with Obama gathering his G7 allies on Monday to effectively expel Russia from the top table by scrapping a G8 meeting planned in Sochi in June. UN Secretary General Ban Ki-moon has warned that the West's failure to defend Ukraine from Russian aggression should not be seen as an invitation to other states to acquire nuclear weapons. Ukraine gave up its huge Soviet-era nuclear arsenal in exchange for guarantees from the West and Russia that its sovereignty would be safeguarded. These assurances have been "seriously undermined", said Ban. "This should not serve as an excuse to pursue nuclear weapons, which will only increase insecurity and isolation." The first NSS was held in Washington in 2010, with a follow-up summit in Seoul before this year's event in The Hague. Washington will again host the final summit in 2016.- published: 25 Mar 2014

Hello everyone, I'm Steve Norman. Leaders of the G7, the group of seven industrialized democracies, are hailing Ukraine's recent election as an opportunity for peace and calling on Russia to open dialogue with the new government. VOA's Luis Ramirez reports. The G7 summit highlighted the dilemmas that European governments face in deciding whether to apply tougher sanctions against Russia if it does not stop destabilizing Ukraine. At a joint news conference with British Prime Minister David Cameron, President Obama said he understands what he said are the real economic consequences on countries that have extensive trade ties with Russia, but indicated those have to be weighed against the values and principles that Russia has violated. "The choice is clear: Europeans have to stand up for those ideals and principles even if it creates some economic inconvenience." The president said the U.S. is looking at sanctions that would maximize the consequences on Russia but minimize the adverse effects on the economies of G7 nations. Luis Ramirez, VOA news, Brussels. Gunmen believed to be Boko Haram militants have shot dead dozens of people in northeastern Nigerian -- the fourth such massacre reported this week. A local source tells VOA that men wearing military uniforms entered the Borno State village of Bardari on Wednesday and asked people to come listen to a preacher. The source says when the villagers gathered, the men opened fire. Militants have killed thousands of people over the past five years in attacks on schools, churches, mosques, bus stations and other public places. Boko Haram is also holding more than 200 schoolgirls it kidnapped from the town of Chibok back in April. Suspected al-Qaeda militants have attacked a military checkpoint in southern Yemen, killing at least 14 soldiers. Yemeni security officials say other soldiers were wounded in the attack, which took place on Thursday near a village in Shabwa province. Iraqi militants [attacked] launched an attack, that is, on the northern city of Samarra, killing at least seven -- they were policemen -- before being repelled by helicopter gunships. Military officials say the assault began Thursday when militants advanced on the town in pick-up trucks, attacking checkpoints and police stations. After entering the city, the rebels took control of several areas, sparking heavy clashes resulting in casualties on both sides. President Obama says he makes "no apologies" for seeking the release of former Taliban prisoner Bowe Bergdahl in exchange for five Taliban leaders -- a deal that has sparked a backlash for the Obama administration. Mr. Obama told reporters Thursday he had a duty as commander in chief of the U.S. military to bring Sergeant Bergdahl home. He said his administration saw an opportunity and seized it, noting he was concerned Bergdahl's health was deteriorating. Meantime, the U.S. Department of Defense says Bergdahl's health is improving as he recuperates at a U.S. military hospital in Germany. Pentagon spokesman Colonel Steve Warren: "He remains in stable condition. His health continues to improve daily. He is conversing with medical staff and becoming more engaged in his treatment plan. He is resting better and showing signs of improvement." Taliban freed Bergdahl last weekend after five years in captivity. The militant group captured him in 2009 soon after his arrival in Afghanistan. Israel announced plans to build about 1,500 more settlement homes in the West Bank and East Jerusalem in response to Palestinians' formation of a unity government. Housing minister Uri Ariel says the move is an Israeli government response to the establishment of a Palestinian government that includes Hamas, which it considers a terrorist organization. Ehab Bessaiso is Palestinian government's spokesperson: "Within the international recognition of the new Palestinian government, the Israeli government continues its measures on the ground [by approved] by the approval of building new settlements in the West Bank. We are the Palestinian government. We condemn the approval of building new settlements and we believe that this is undermining the international effort towards achieving a peaceful solution based on a two-state solution." Palestinians oppose Israeli construction on land that they want a part of as a future state. Chinese state media says 81 people have been sentenced as part of an anti-terrorism crackdown in the far northwestern region of Xinjiang. The search area for the missing Malaysian jet liner has been widened after France's satellite images showed objects several hundred kilometers north of previous sightings. A total of ten planes, now including Chinese and Japanese aircraft, are currently sweeping an area of 68,000 square kilometers. Turkey's military has shot down a Syrian war plane, claiming it had violated the border and ignored warnings to turn back. Damascus described it as blatant aggression and said the plane was in Syrian airspace at the time. The incident occurred near a border crossing where Islamist rebels are fighting Syrian government forces. The Supreme Military Commander of the western security alliance, NATO, has warned that Russia's military buildup threatens not just Eastern Ukraine, but also Moldova. President Obama and other leaders of the G7 nations will discuss their options in an emergency meeting in Brussels on Monday. Police have charged a 15 year old boy with murder following the shooting of a teenager in Hackney in East London.
