Putin was guided by the head of Rosneft, Igor Sechin who explained, "I would like to report about the termination of construction of new integral complex plant for the processing of primary crude with the use of atmosphere, vacuum technologies of desalination with a capacity of 12 million tons. This is a unique plant that doesn't have any analogues in our country. There are only six plants of this capacity in the world." Putin took part in the launching ceremony of primary oil processing plant ELOU-AVT 12 by video conference. He then visited the refinery's building, talked to staff and reviewed information boards. The modernization of the plant includes the construction of a new refinery without halting current production. Rosneft is one of the three biggest Russian oil companies. Reconstruction of the Tuapse Rosneft plant will increase the production of oil from 4.5 to 12 million tonnes a year.
