ZAMBOANGA, Philippines: A group of 100 heavily-armed Muslim rebels opposed to peace talks launched a major attack that shut down a bustling southern Philippine city Monday, authorities said. Followers of Moro National Liberation Front (MNLF) leader Nur Misuari entered the coastal area of Zamboanga city by boat at dawn, triggering clashes that left at least one soldier dead and six wounded, the military said. Fighting later spread to the city itself, with the rebels taking 20 civilian hostages to thwart government forces. "The main target by the MNLF in encroaching Zamboanga City is to raise their banner of independence at city hall," city mayor Isabelle Climaco-Salazar said. "As of now there are an estimated 20 people that have been held hostage," she said. The long-running Muslim insurgency in the Philippines has left more than 150,000 dead, and led to a proliferation of armed groups that have left parts of Mindanao in a constant state of lawlessness. Misuari's faction of the fractured MNLF, which he founded in the early 1970s, has made a renewed call for an independent Islamic state in the mainly-Catholic Philippines. The government has been mired in troubled peace negotiations with rebel groups -- last month Misuari again declared he was breaking away from the government because he believed they were sidelining his group. While some within the divided MNLF respect the peace process, others, including Misuari's wing, are opposed to it. Loud shots could be heard on Monday around Zamboanga, a former colonial Spanish port with a population of nearly a million and one of the busiest commercial hubs on southern Mindanao island. The military said that the hostages in the city were being used as human shields to prevent an army attack. Streets were deserted and shops were shuttered. Heavily armed private security personnel as well as troops were guarding the airport, hotels, banks and other institutions, according to an AFP reporter on the ground. Footage on local ABS-CBN television showed armoured personnel carriers speeding around empty streets at dawn, while road blocks were set up everywhere. The civil aviation authority in Manila said all flights to and from Zamboanga had been temporarily suspended. "We can still hear sporadic gunshots. We don't know if this is from the government forces or from the MNLF," city hall employee Ramon Bucoy said from his home nearby. Soldiers and policemen in full battle gear took positions along a highway as they searched for the gunmen. Misuari, a charismatic former university professor signed a peace deal with the government in 1996. The MNLF dropped its bid for independence and settled for autonomy, although his followers had not totally disarmed. The group also splintered into several factions, although Misuari remained as the acknowledged leader. The government later said that autonomy was a "failed experiment" with many areas remaining in deep poverty. Armed forces spokesman Lieutenant Colonel Ramon Zagala said the government remained in control of the area, with about 800 troops now securing key installations. "We are trying to contain them, so that this will not spread elsewhere," he told AFP. "Our forces are guarding the city so they could not advance." The government is currently negotiating with an MNLF offshoot group, the Moro Islamic Liberation Front (MILF), which is to take over a new autonomous region by 2016. "To the Philippine government, I think our message is already quite clear -- that we don't like to be part of the Philippines anymore," Misuari said in his message last month, a copy of which was obtained by AFP. In the message, he called on his forces to "surround and secure all military, police and all other installations, airports, seaports and all other vital government and private institutions". This is the not the first time Misuari had caused trouble in Zamboanga. In 2001, Misuari and his followers also launched a similar attack to sabotage local elections. They took dozens of hostages and left dozens more dead in Zamboanga and in nearby Jolo island, his home base. The MNLF later freed all the hostages after several days, in exchange for free passage out of the city. Misuari fled to neighbouring Malaysia, where he was subsequently arrested. He was detained in police camps near Manila until 2008, when the government dropped all charges against him. His comments boosted hopes that the crisis, which had left entire neighbourhoods razed to the ground by the gunmen and forced tens of thousands of residents to flee, would soon be resolved. "By today, it's quite clear that not only is this incursion being contained," Roxas told reporters. "From contained it has evolved into constriction, which is to reduce the operating space of the MNLF. Now it is into clearing." Relentless day and night operations by at least 3,000 elite government troops have killed 43 rebels while 19 others had been detained, said military spokesman Lieutenant-Colonel Ramon Zagala. "Right now we are optimistic that our operations are effective and that we are delivering a significant blow to our enemies," he told A F P. "We hope that we can finish this calibrated response at the soonest possible time," he said, while refusing to give a timetable. He cautioned that the remaining gunmen were still dangerous, and the presence of civilians in neighbourhoods where the remnants were hiding out meant the military could only use light weaponry. He said the military and police forces had suffered six dead while four civilians were also killed. The optimistic assessment of the operation came hours after Vice President Jejomar Binay offered to broker a ceasefire between the government and MNLF leader Nur Misuari. Binay, the country's number-two elected official, followed President Benigno Aquino to Zamboanga on Saturday to discuss with the Filipino leader a ceasefire plan that he said he had also raised with Misuari. The truce was tentatively scheduled to take effect at midnight (1600 GMT) Saturday, a spokesman for the vice president told A F P. There was no immediate report on what transpired during his meeting with Aquino. Roxas confirmed the Aquino-Binay meeting had taken place, but said the president had not ordered the military to stop their operations against the MNLF. The standoff began on Monday, when heavily armed MNLF forces entered Zamboanga's coastal districts and took hostages in a bid to scupper peace talks between another militant group and the government. At one time the gunmen used nearly 200 civilians as human shields, officials said. The rebels also forced groups of the hostages to stand between them and attacking military units. The fighting forced 69,000 people to flee their homes, the civil defence office said. Nearly 500 houses were torched by the rebels, who shot at fire trucks sent to attend to the blazes, city fire marshal Dominador Zabala told reporters. The MNLF waged a 25-year guerrilla war for independence before signing a peace treaty in 1996 that granted limited self-rule to the south's Muslim minority. Misuari, who has accused the government of violating the terms of a 1996 treaty by negotiating a separate deal with a rival faction, had disappeared from public view shortly before the fighting began Monday. The rival faction, the Moro Islamic Liberation Front (MILF), is in the final stages of peace talks with Manila and is expected to take over an expanded autonomous region in the south by 2016. Basilan is across a narrow strip of sea from Zamboanga, a major port city where about 180 MNLF fighters had been locked in sporadic clashes with troops since Monday, displacing about 13,000 residents. "We would like to believe this is just part of their diversionary tactics," regional military spokesman Colonel Rodrigo Gregorio said of the Basilan attacks. He said two other guerrilla groups with links to the MNLF were also involved in the fighting in Basilan, a jungle-clad island that is a traditional stronghold of the militants. On the fourth day of the MNLF siege of Zamboanga, rebels fired mortars and snipers targeted government troops as they advanced on militant positions, an AFP reporter said. The gunmen are followers of Nur Misuari, who founded the MNLF, which launched a long separatist rebellion in 1971. He made a renewed declaration of "independence" a month ago after alleging the government was violating the terms of a 1996 peace deal that created a Muslim self-rule area in the south by negotiating a separate peace deal with a rival faction, the Moro Islamic Liberation Front (MILF). Misuari has accused the government of reneging on its promises, and of sidelining his group in favour of the MILF, which is expected to take over an expanded autonomous region by 2016. The government insists the proposed deal with the MILF would honour the MNLF agreement as it seeks to end an insurgency that has killed some 150,000 people in the south of the mainly Catholic nation. The militants are hiding out among between 80 and 180 "human shields" in several neighbourhoods on the city's outskirts, officials said. Social Welfare Secretary Corazon Soliman said on Thursday that officials were trying to verify allegations that the gunmen had raped some of the women. The alleged violations were reported by a resident who escaped from the gunmen, she added. Gregorio said hundreds of elite soldiers backed by police had restricted the rebels' movement, but the presence of civilians was preventing any effort to end the siege by force. Military spokesman Lieutenant Colonel Ramon Zagala added: "We cannot just conduct offensive actions without taking account of the hostages." Apart from the three soldiers wounded in Basilan, one soldier was killed in a firefight with the rebels on Wednesday, when a village watchman who was mistaken for a guerrilla was fatally shot by the security forces, Gregorio said. The killing raised the death toll during the standoff to 14, including three civilians, one police officer, two soldiers and eight rebels in four days of fighting. Gregorio said two MNLF "stragglers" fleeing the area were also arrested on Wednesday. "Most members of the rank and file (of the MNLF) are already demoralised," he said. Zamboanga Mayor Maria Isabelle Climaco Salazar said she finally managed to reach Misuari by telephone late Wednesday, and asked him to call off the siege. She said Misuari told her he had given his followers on the ground "a free hand" in deciding their fate. She said officials were moving to bring back vital services to the rest of the city of nearly one million, which has been paralysed by the siege. She called on shops to re-open, doctors to remain in hospitals and for the public to remain calm as authorities established communication lines with rebel leaders to convince them to end the siege. "I again (appeal) to the hostage takers, please let go of the hostages, especially the elderly, the sick, the children and people with disabilities," she said. Three soldiers and 30 Moro National Liberation Front (MNLF) rebels were killed during heavy fighting over the past 24 hours, armed forces spokesman Lieutenant Colonel Ramon Zagala told the AFP news agency. Separatist rebels earlier abducted the head of police in the southern city of Zamboanga as government troops said they had recaptured 70 percent of the areas that had been occupied by the heavily-armed fighters. He was later released. The total number of hostages held by the MNLF is still unknown. A lot of people here were expecting the conflict was drawing to a close," Alindogan said, adding that the details of the abduction were still unclear. Helicopter gunships were deployed for the first time by the government on Monday, as the hostage standoff entered its ninth day. About 100 rebels remain holed up with hostages. Troops and special police forces have killed or arrested more than 100 MNLF rebels, who occupied five coastal villages, after the military foiled what officials said was an attempt to take Zamboanga city hall on September 8. The helicopter assaults were the first air strikes since troops began an offensive on Friday against the MNLF, who have been using civilians as human shields. "This is a precision close air support directed by ground troops to suppress the enemy," military spokesman, Lieutenant Colonel Ramon Zagala, told AFP. Asked about the potential for civilians to be killed in the assault, Zagala said they were "precision" strikes. 'No peaceful end' Zagala said the rebels were defiant in the face of the military advance but insisted the offensive would work. "We know for a fact that the end is near and they are trying to flee. Some of them may be trying to disguise as civilians, so it's very critical that the village elders help us identify those who are not from their neighbourhoods." Al Jazeera's Alindogan said a rebel commander told her there was no mediator between the two sides, that his men were prepared to die and that he did not see the possibility of a peaceful end to the fighting. The MNLF attack is aimed at sabotaging talks centred at ending decades of conflict between rival rebel group, the Moro Islamic Liberation Front (MILF), and the government. The rebels initially took dozens of hostages and burned hundreds of homes, forcing a shutdown of Zamboanga, a city of about one million that is a major commercial hub in the region. Muslim rebels have been fighting since the 1970s for an independent or autonomous homeland in the south of the mainly Catholic Philippines. A 7.2-magnitude earthquake collapsed buildings and roofs and cracked roads Tuesday morning in the central Philippines, killing at least 20 people and injuring 33 others. Fifteen of the fatalities were in Cebu, the country's second most important city, civil defence office spokesman Reynaldo Balido told reporters. The quake was felt across the central region, and people rushed out of buildings and homes, including hospitals, as aftershocks continued. Offices and schools were closed for a national holiday, which may lower casualties. The temblor struck about 56 kilometres deep below Carmen town on Bohol Island and did not cause a tsunami in the seas around the archipelago. At least four were killed on Bohol, said the island's Gov. Edgardo Chatto. Five others died when part of a fish port collapsed in Cebu city, across the strait from Bohol, officials said. Two more people died and 19 were injured when the roof of a market in Mandaue in Cebu province collapsed. A woman died after being hit on the head when the quake toppled a building. The quake struck at 08:12 local time (10.12AEST) about 5km east of Balilihan, in the Bohol region of the archipelago, at a depth of 56km, the US Geological Survey reported. The epicentre was 629km from the capital Manila. People rushed out of buildings and homes, including hospitals as aftershocks continued.
