Bloomberg today presented the Fiscal Year (FY) 2014 Preliminary Budget and an updated four-year financial plan. The plan outlined today reflects the New York City's ongoing economic growth and spending discipline, which provide for a balanced budget that does not rely on tax increases. The Preliminary Budget includes $6.5 billion in savings achieved through 12 rounds of deficit closing actions the City has taken since 2007. It shows that the city's private sector employment have grown by 6.9 percent since the end of the recession in 2009, compared to 3.9 percent nationally. The FY 2014 Preliminary Budget reduces controllable City spending by 1.1 percent compared to the prior year while maintaining City services. It also estimates $4.5 billion in Sandy-related expenses, including $1.4 billion spent on emergency response and $3.1 billion on repairs -- all of which the City anticipates will be reimbursed by Federal aid. The budget plan details the impact of a major loss of State education aid due to the refusal of the United Federation of Teachers to agree to a teacher evaluation system. The Mayor has requested that State legislators act to ensure New York City schoolchildren are not harmed by the union's refusal to agree to an evaluation system. The Preliminary Budget is a $70.1 billion plan, with a City-funded portion of $50.7 billion. The Preliminary Budget reduces year-over-year controllable City expenditures by $254 million, a 1.1 percent decline from FY 2013. Expenses not fully controlled by the City -- primarily pensions, health care, Medicaid and debt service -- rise by $1.8 billion, a 6.8 percent increase from FY 2013. Improving Economy The City's economy continues to grow and tax revenues have increased: in FY 2013, non-property tax revenue was $222 million higher than anticipated when the budget was updated in November. Private sector employment in New York City has grown by 6.9 percent since the end of the recession in 2009, compared with national growth of 3.9 percent. The City also welcomed a record 52 million tourists, generating sales and hotel tax revenue. Education Since 2002, City-funded spending on education has increased by 132 percent, from $6.0 billion in FY 2002 to $13.9 billion in FY 2014. The continued increase in City-funded education expenses comes as the share of State-funded education expenses has declined: The City now funds 61 percent of non-Federally funded education costs, while the State funds 39 percent. In FY 2002, the State and the City evenly shared the costs. The City stands to lose $724 million in State education aid for New York City schools over the next two years because the UFT has refused to come to agreement on an effective evaluation system. In the current fiscal year, the City will lose $250 million in State education aid, resulting in a loss of 700 teachers through attrition this year, as well as the reduction of funds for extracurricular activities and afterschool programming. The City will forfeit another $250 million in the next fiscal year, as well as $224 million included in the State executive budget if the union continues to block an evaluation agreement. This reduction would result in another 1,800 teachers lost through attrition. The City would also need to eliminate 700,000 hours of afterschool programs, and would have approximately $67 million less for school supplies. The cuts would have a direct and dire impact on classrooms across the city and will be borne by the students who need and deserve high-quality education. Without an evaluation agreement, the City may also lose an additional $1 billion in education aid from the State and Federal governments. Headcount The City's full-time and full-time equivalent headcount in FY 2014 Preliminary Budget is 293,527 a reduction of 18,277 positions (5.9 percent) since the start of the Bloomberg Administration. The City's December 31, 2001 full-time and full-time equivalent headcount was 311,804. Hurricane Sandy The Preliminary Budget includes an estimated $4.5 billion in storm-related costs. Of that, $1.4 billion is for emergency response and debris removal and is a part of the Expense Budget. The remaining $3.1 billion is comprised of long-term repair needs for damaged infrastructure that will be incurred over time in the Capital budget. The total Sandy-related expenses include: $310 million for the schools; $812 million for hospitals; $1 billion for housing; and $601 million for parks. At the original 63rd Street Hot and Crusty café, residents of New York’s Upper East Side get bagels and coffee served with a smile 24 hours a day. But behind the scenes, undocumented immigrant workers face sublegal wages, dangerous machinery, and abusive managers. Mild-mannered sandwich maker Mahoma López has never been interested in politics, but in January 2012, he convinces a small group of his co-workers to fight back.
Risking deportation and the loss of livelihood, the workers team up with a diverse crew of innovative young organizers and take the unusual step of forming an independent union, launching themselves on a journey that will test the limits of their resolve. In one rollercoaster year, they must overcome a shocking betrayal and a two month lockout. Lawyers will battle in backroom negotiations, Occupy Wall Street protesters will take over the restaurant, and a picket line will divide the neighborhood. If they can win a contract, it will set a historic precedent for low-wage workers across the country. But whatever happens, Mahoma and his compañeros won’t be exploited again.

Even today tax havens recall the image of tropical islands with bank secrecy where celebrities and mafiosi park their money. Yet, offshore financial centres have long ceased being an ‘exotic side show’ to the global economy – now they are its very core. It is wealthy OECD countries in particular that play a major role in this offshore economy and offer multinationals numerous opportunities to evade financial regulation legally. In this global competition for investment nation states lower their corporate taxes more and more, after all, capital flows always choose the path of the least resistance. What are those paths in the year 2013?
Taxodus is a serious, web-based game that responds to the industry of tax planning by which multinationals attempt to lower their taxes on profits and other mandatory contributions as much as possible. Players, ‘acting’ on behalf of multinationals, have to dodge paying as much tax as they can within a strategic landscape that incorporates real data on international capital flows such as withholding taxes and tax treaties. By setting up subsidiaries and intermediate holdings globally, players reveal potential routes through which multinationals can 'neutralise' their tax burdens. These player-generated tax routes are uploaded as a fiscal annual report and are accessible in a public crowd-sourced database.
Today, tax avoidance is no longer an exception but the norm. It has created a powerful financial shadow world into which capital flows are pumped to legally circumvent financial regulation. And while many governments lose tax revenues year after year, large capital sums are accumulating in offshore jurisdictions out of sight of the 'tax man'. Taxodus aims at making the basic principles, geography and impact of the hidden offshore economy visible.
Taxodus is an art project by Femke Herregraven. It was developed during the Sandberg@mediafonds Masterclass and created with the support of the Stimuleringsfonds Nederlandse Culturele Mediaproducties, the Mondriaan Fund, the Financieele Dagblad and the VPRO.

State of the City - The Decade of San Antonio: A Big City transforming into a Great City 1/28/10
Mayor Julián Castro presented his first State of the City Address on Thursday, January 28, 2010, and proclaimed San Antonio as a city on the move that will vault forward economically in the coming decade.
"This is the decade of San Antonio, the decade of our emergence as an economic powerhouse nationally and internationally," Castro said. "We'll get there by building up brainpower and opportunity, making vibrant our public spaces, and getting the fundamentals of city government right."
Mayor Castro told a record crowd of more than 900 business and community leaders that his administration will not hide from the city's most difficult issues, which include raising the educational attainment level of the local workforce and investing in the city's urban core.
"Great cities are defined by their downtowns. San Antonio must invest in downtown and make it a magnet for residents and visitors alike," Castro said. "In these next few years, we will put a new streetcar system on the ground, redevelop our beloved Hemisfair, and enhance our Riverwalk to breathe new life into our downtown."
On Jobs:
"The top priority for 2010 is creating jobs for San Antonians. Our city has fared better than most American communities during this downturn, but we must work to fare better. 20,000 net new jobs in 2010 is the goal."
Green Economy:
"We must embrace new economic opportunities. San Antonio can and should become a leader in the green economy by investing in green job training, incentivizing green manufacturing and leading the way in the use of renewables to meet our energy needs."

Thank you very much for that introduction, Carri. You've already shown in your short time wonderful leadership here at the Chamber. I want to thank you and Richard Perez and all the folks at the Chamber for your tremendous leadership in the city. I particularly enjoyed the opportunity to work with ya'll as we expand the Mentoring Matters initiatives, and make sure that most folks have had the opportunity to reach their dreams. And I want to thank all of ya'll for being here. Carri mentioned that there are over 900 folks here, and when they told me that yesterday, I thought that this event must have been billed as “C.P.S. Energy, Behind-the-Scenes.” [ Laughter ] Or something to draw folks here.
But really, I believe that there is tremendous energy here in San Antonio in 2010. I believe that 2010 marks the beginning of the decade of San Antonio. This is the decade that we will emerge as an economic powerhouse across the nation and across the world, a place that people are looking toward for leadership, a place that people are taking notice of, a place that is in perfect position to seize the opportunity of tomorrow. It has been my absolute privilege to serve as your mayor for the last seven months. These days have been exciting ones, they've been long ones, but they've been well worthwhile because of the work of many, many folks, a couple of which I'd like to just recognize right now.
The first is, and I'd like to ask them all to stand up, the best city council that we've had in years, our San Antonio city council, please, if you would, stand up. I see Councilwoman Cisneros, Councilwoman Taylor, Councilwoman Ramos, Councilman Cortez, Councilman Medina, Councilman Lopez, Councilman Rodriguez, Councilman Williams, Councilwoman Chan, and Councilman Clamp. Thank ya'll very much.
I was, of course, not in office for four years, and in that time we had one of the best mayors in America, Phil Hardberger, who did a wonderful job of laying out a vision and a foundation for us to build on, and I'd like to recognize him as well. Thank you very much, Mayor Hardberger, for being here.

Everybody says that we have the best city manager in America, and seven months ago I got a chance to start testing that for myself, and I got to tell you, it's the truth. Sheryl Sculley has done an absolutely wonderful job as city manager, and she's really, and I think that Phil would agree with this, she is the reason that we look so good being mayor. I hope she'll stand up and be recognized. Thank you very much, Sheryl, for your work.

I remember coming to a couple of chamber events over the last few years, and Nelson Wolff would always tell this joke about being -- I don't know whether it was him not being the old mayor anymore or the young mayor, or I guess being about the same age as Phil. These days I know that I'm the young mayor, and he's the older county judge but has been a terrific partner and collaborator and one of the reasons that our city does so well. Thank you very much, Nelson, for your leadership. I'd like to recognize you as well.
