In a military hospital in Islamabad, hundreds of "profoundly damaged and disabled" soldiers are being treated. They've come from the western tribal belt, where for the last nine years Pakistan has been waging a largely hidden war against extremists. "There has been this double game that has gone on for many years, of Pakistan supporting the NATO presence in Afghanistan and at the same time allowing the Afghan Taliban to operate against the NATO forces", explains Pakistan's foremost expert on Islamists in the region, Ahmed Rashid. He claims the government's duplicity has radicalised a local variant of the Taliban. "There is now a full-scale extremist movement in Pakistan that is trying to overthrow the State." The agents of some of the worst acts of global terrorism inhabit this remote frontier. Yet many local villagers claim life under the Taliban "was normal" and "nobody was afraid". They argue the army intervention in the region has only been destructive. In an attempt to win hearts and minds, the army has opened a high school for girls, which aid workers argue is "critical for countering extremism". India\'s Mars Orbiter Mission, the country\'s first interplanetary foray, blasts off from the Satish Dhawan Space Centre in Sriharikota, India.
India launched its first spacecraft \'Mangalyaan\' to Mars on Tuesday (November 2), a test of the emerging Asian nation\'s low-cost technology that could help it join a small club of space agencies to have explored the red planet. 
The 4.5 billion-rupee (USD 73 million) Mars Orbiter Mission blasted off from the southeastern coast on Tuesday afternoon. If successful, the satellite will take about 300 days to reach Mars and will search for methane in the Martian atmosphere. 
Only the United States, Europe, and Russia have so far successfully sent probes that have orbited or landed on Mars.

The peace talks between the Government of the Democratic Republic of Congo and the M23 rebels appear to have stalled after the two camps failed to resolve the thorny issues of amnesty and the integration of M23 officers into the Congolese National Army. A planned press conference called by the Ugandan facilitator and Defence Minister Dr. Crispus Kiyonga was called off Saturday afternoon after it emerged that the two factions had failed to agree on the sticky issues. The M23 leadership has officially said they do not want to integrate in the Congolese army. The development comes a week after the head of the M23 delegation in Kampala threatened to withdraw from the talks if the DRC government troops back in eastern Congo continued to attack their positions as he put it.
The Kampala talks are being followed by a delegation of officials from the UN, African Union and the European Union.

A report from the Washington post has stated the US military have established small air bases in Africa to keep surveillance on some African regions they consider to be a threat from \'Al Qaeda\'. Along with air bases there are also trained army personnel. 

The operations that take place here are controlled by the US special operations forces but have a significantly large dependence on private military contractors. 

The bases are in Mauritania, Burkina Faso, Ethiopia, Djibouti, Uganda, South Sudan, Kenya, and Seychelles. 

Many experts believe that the special operation forces which have played a massive role in the Obama administrations national security strategy are working all over the globe and not just in war zones which bring in to question what the real motives are.

In a military hospital in Islamabad, hundreds of "profoundly damaged and disabled" soldiers are being treated. They've come from the western tribal belt, where for the last nine years Pakistan has been waging a largely hidden war against extremists. "There has been this double game that has gone on for many years, of Pakistan supporting the NATO presence in Afghanistan and at the same time allowing the Afghan Taliban to operate against the NATO forces", explains Pakistan's foremost expert on Islamists in the region, Ahmed Rashid. He claims the government's duplicity has radicalised a local variant of the Taliban. "There is now a full-scale extremist movement in Pakistan that is trying to overthrow the State." Fielding questions from journalists and young Africans, President Obama blamed the failure of governments on their inability to train the youths in relevant fields. He said "in terms of human capital and young people, I think the greatest investment any country can make, not just an African country, is educating it's youth and providing them with the skill to compete in a highly technological, advanced world economy". He further said "countries that do not do that well will not succeed". He also noted that countries with limited skill will have "problems" in drawing international businesses. "This is a problem in the United State and not just a problem in Africa," he added. He said the U.S. is willing to collaborate with Nigeria to train teachers and incorporate technology in the education system. "Across board we are having a rethink in education and work force training. And one of the things we want to do is to partner with a country like Nigeria and identify ways that we can provide direct value added, whether it is in helping to train teachers or helping to incorporate technology into the education process" Obama said they have plans to work with all African countries to empower the youths depending on the plan of the countries. "There are some excellent plans that sometimes we are doing country by country depending on the country plan. But this is a scenario where I would like to get input from young people in terms of what they think will work". Tackling Global Terrorist Cells He praised his government for making a considerable effort in tackling insecurity and curbing terror with the death of Osama Bin Laden but was quick to recognize the existence of Boko Haram in Nigeria. "There is no doubt in the progress we have made in dealing with some extremist groups, for example core Al Qaida and Bin Laden" stressing that "they have been greatly diminished". He noted that "What is also true is that in some ways the problem has also metastasized, we have more regional terrorist organisations like Boko Haram in Nigeria espousing an extremist ideology, showing no regard for human life". He admitted that despite not having a transnational capacity like the other organisations "they are doing great harm in Africa and in the Middle East and in South Asia". Obama blamed the upsurge of terrorist groups on the fact that "countries are not delivering for their people and where there sources of conflict and underlining frustrations that have not been adequately dealt with" To curb such uprisings, Obama said "we have to build institutions a lot of what we talked about in terms of responsiveness, governance and democracy. Those things become defence mechanisms against terrorism, they are the most important defence against terrorism" he said. He however ruled out military solutions in tackling terrorism but advocated that governments "give people opportunity, education and resolve conflicts through regular democratic processes, the less likely they are to take root" He charged the African Union to send peace keeping missions to countries that are likely to have such terrorist cells come up and nip them in the bud before they cause harm, adding that "we can provide advice, training and in some cases equipment". He said America will like to stand back and sell iPads and planes than remain as a global police, he however warned that America will not "stand by and watch while our embassies are being attacked our people are in vulnerable situations" .

An attack by Syrian rebels outside Damascus has caused a power cut across the country, the electricity minister has claimed. The "large-scale operation" targeted a gas pipeline that feeds a power station in the south of the country leaving vast swathes of the country without electricity. Power cuts were reported in the capital, as well as Aleppo in the north, and Homs in the centre of Syria. A huge blaze could be seen near Damascus International Airport, which is located near to the affected power station. It is the second attack on the power system in a month. In September a similar outage was caused after a high voltage power line was sabotaged. Syrian forces have regained the full control of the southwest of al-Muqaddimah, a suburb of Damascus. Syrian government forces secured al-Muqaddimah's industrial zone, and the al-Moddarras and Hamdan neighborhoods. This is while the militants had been fortifying their positions for over two months, creating solid barriers for themselves. A rebel attack on the border between the suburbs of Mliha and Jaramana grabbed headlines over the weekend, when a suicide bombing operation by the Al-Qaeda-inspired Nusra Front paved the way for a takeover of a strategically located factory complex. Defenders of the rebels' tactic say it will help them approach and target the Air Defense Administration building nearby, but critics say it brings the fighting directly to next-door Jaramana, which has a large Druze and Christian population.

A group of Serb hardliners allegedly attacked a polling station in the ethnically-divided town of Mitrovica. Bernd Borchardt, chief of the European Union Rule of Law Mission in Kosovo (EULEX), said their actions were clearly designed to intimidate voters. "Attacking a polling station is something, it is one of the worst things you can do in civil life. We are very glad that we have been able to bring the people back without major damage to health or life, and that we were able to bring the ballot boxes back," said Borchardt. Participation in the elections is central to an agreement reached in April to integrate the 40,000-50,000 Serbs living there with the rest of Kosovo, which is majority Albanian and declared independence from Serbia in 2008. But a low turnout and violence were clear signs of the scale of resistance among north Kosovo Serbs to integrate with the rest of Kosovo. "I think the elections came too soon. It is not the same thing living in the north of Kosovo as being in the south. For the last 10 years they (Serbs south of the river Ibar) live among Albanians and are used to that," said Gradmir Raskic, an ethnic Serb who lives in Mitrovica. Senior US lawmakers have rejected the idea of any clemency for the fugitive intelligence analyst Edward Snowden. "Mr Snowden violated US law. He should return to the US and face justice," said White House adviser Dan Pfeiffer. Mr Snowden asked for international help to persuade the US to drop spying charges against him in a letter given to a German politician. Mr Snowden, 30, fled to Russia in June after leaking details of far-reaching US telephone and internet espionage. He was granted temporary asylum, allowing him to live in Russia until July 2014. In a surprise move last week, a German Green MP met Mr Snowden in Moscow and revealed the former intelligence contractor's readiness to brief the German government on National Security Agency's (NSA) spying. Mr Snowden set out his position in a letter, which Hans-Christian Stroebele showed to reporters at a news conference in Berlin on Friday. "Speaking the truth is not a crime," Mr Snowden wrote. He claimed that the US government was persecuting him by charging him with espionage. On Sunday, the White House said that no offers for clemency were being discussed. This view was echoed by the Republican Congressman Mike Rogers and Democratic senator Dianne Feinstein. She said that if Mr Snowden had been a true whistleblower, he could have reported privately to her committee, but had chosen not to. "We would have seen him and we would have looked at that information. That didn't happen, and now he's done this enormous disservice to our country," Senator Feinstein said in an interview on CBS television. "I think the answer is no clemency," she said. The scale of the alleged US espionage has provoked international concern and calls for tighter supervision. Reports that the US bugged German Chancellor Angela Merkel's mobile phone for years have caused a diplomatic rift. The head of US intelligence has defended the monitoring of foreign leaders as a key goal of operations but the US is facing growing anger over reports it spied on its allies abroad. It has also been reported that the NSA monitored French diplomats in Washington and at the UN, and that it conducted surveillance on millions of French and Spanish telephone calls, among other operations against US allies. US Secretary of State John Kerry said last week that in some cases, US spying had gone too far. He said he would work with President Barack Obama to prevent further inappropriate actions by the NSA.

A report from the Washington post has stated the US military have established small air bases in Africa to keep surveillance on some African regions they consider to be a threat from 'Al Qaeda'. Along with air bases there are also trained army personnel. The operations that take place here are controlled by the US special operations forces but have a significantly large dependence on private military contractors. The bases are in Mauritania, Burkina Faso, Ethiopia, Djibouti, Uganda, South Sudan, Kenya, and Seychelles. Many experts believe that the special operation forces which have played a massive role in the Obama administrations national security strategy are working all over the globe and not just in war zones which bring in to question what the real motives are. In a military hospital in Islamabad, hundreds of "profoundly damaged and disabled" soldiers are being treated. They've come from the western tribal belt, where for the last nine years Pakistan has been waging a largely hidden war against extremists. "There has been this double game that has gone on for many years, of Pakistan supporting the NATO presence in Afghanistan and at the same time allowing the Afghan Taliban to operate against the NATO forces", explains Pakistan's foremost expert on Islamists in the region, Ahmed Rashid. He claims the government's duplicity has radicalised a local variant of the Taliban. "There is now a full-scale extremist movement in Pakistan that is trying to overthrow the State." The agents of some of the worst acts of global terrorism inhabit this remote frontier. Yet many local villagers claim life under the Taliban "was normal" and "nobody was afraid". They argue the army intervention in the region has only been destructive. In an attempt to win hearts and minds, the army has opened a high school for girls, which aid workers argue is "critical for countering extremism".
