HORROR: 6 Confirmed Dead When Metro-North Train Hits Car In Valhalla, Catches Fire with 800 on board VALHALLA, N.Y. (CBSNewYork) — Six people were confirmed dead Tuesday evening, when a Metro-North struck a car and caught fire during the evening rush in Valhalla. The Jeep Cherokee was on the tracks at Commerce Street in Valhalla when it was struck by Harlem Line train No. 659 at 7:08 p.m., Metropolitan Transportation Authority spokeswoman Marjorie Anders told WCBS 880. The train had left Grand Central Station at 5:45 p.m. VIDEO: Deadly Metro-North Accident, Fire In Valhalla The gates came down on top of the vehicle, which was stopped on the tracks, the MTA said. The driver got out to look at the rear of the car, got back in, drove forward and became stuck, the MTA said. WCBS 880’s Alex Silverman reported seeing an arm of the crossing guard arms down at the scene; it is unclear if the guard were down at the time of the accident. The train shoved the car about 10 train car lengths north, the MTA said. The front train car and the vehicle that was struck caught fire, Metro-North told 1010 WINS. Information about a second vehicle that was struck was not immediately available. Six people were confirmed dead, according to the MTA. They included the driver of one of the cars who was outside her vehicle at the time, and five people on the train. There were at least 12 people injured. Westchester County Executive Rob Astorino said 10 people suffered serious injuries. A total of 800 to 850 people were on the train at the time, Anders told CBS2. Customers self-evacuated to the rear of the train, the MTA said. Two men from New Fairfield, Connecticut – Ray Pierce and Matt Lucas – told CBS2’s Tony Aiello they were anxious to get home and were grateful to have survived unscathed. They felt something they described as a thud, followed by a relatively quick deceleration of the train. At one point, an announcement was made that a train had hit a vehicle, and the passengers were told to evacuate, the men told Aiello. Most of the people on the train were calm, but some did panic – particularly as word spread of serious injuries and perhaps even deaths, they said. The passengers said Metro-North employees tried to keep people calm and get them out in an orderly fashion. The train runs on an electrified third rail, and it would have been dangerous to evacuate the train before the rail was shut down. Another passenger, Dan Soloway, described a terrifying experience. “The train came to a pretty good halt – like, I wouldn’t say a slap on the brakes, but pretty abrupt stop. And the first thing I noticed was there was an aroma, as if there potentially could have been a mechanical malfunction,” Soloway said. “I was sitting in the last car, so there was no jolt from impact, and after a few minutes at like 6:30, there was an announcement that there was a car that was struck.” Soloway said the train crew came through the entire train asking if anyone was injured, and it soon became evident that the situation was extremely serious. An investigation into the incident had already begun late Tuesday, Astorino said. “The investigation has begun. The National Transportation Safety Board has been called, they are on their way from Washington to investigate this,” he told WCBS 880. “Apparently, this is not definitive, but the word is that the car tried to blow through the red light at the tracks and get around the gate and was hit,” Astorino continued. U.S. Sen. Richard Blumenthal (D-Conn.) has been a strong critic of Metro-North, and recently called for an investigation after two derailments last week. He said the Valhalla accident is more evidence of the need for better safety. “The immediate question is what caused this horrendous, probably preventable incident that reflects further on the need for safety and reliability in this railroad,” he said. “Whatever the cause is found out to be, the focus has to be on improving safety and reliability on this railroad.” U.S. Senator Charles Schumer (D-N.Y.), also a frequent critic of Metro-North, released a statement. “Our hearts go out to those lost, we pray for those injured and our hats are tipped to the brave first responders who came to the scene of this tragic crash so quickly. I have spoken to (MTA President) Tom Prendergast, who has assured me that a full and thorough investigation has already begun,” Schumer said in the statement. “At this early stage, it is premature to point any fingers of blame, but there are many important questions that must be answered in the coming days.” Following the accident, service was shut down on the Harlem Line between North White Plains and Pleasantville. Passengers were evacuated to the back of the Harlem Line train, a spokesperson for the railroad said. It wasn't immediately clear what led to the crash. Aerial video of the scene showed the head car of the train in flames and at least one vehicle crushed beneath it. The vehilce was struck at the Commerce St. grade crossing in Hawthorne. There were multiple injuries, but no fatalities, according to the spokesperson. Harlem Line Service was temporarily suspended between North White Plains and Pleasantville, the railroad tweeted. More than 750 passengers were estimated to be on board, including Justin Kaback, commuting home to Danbury, Connecticut. "I was trapped. You know there was people in front of me and behind me and I was trapped in the middle of a car and it was getting very hot," he told ABC News. "All the air was turned off so there was no circulation so it was definitely scary especially when people are walking by on the outside and they said, the train's on fire, there's a fire."

The dead included the driver of the car and five people on board the train. The accident took place about an hour after the Metro-North train, packed with passengers, left the Grand Central Station in New York at 5.45 p.m. The train dragged the car for nearly 140 meters along the track. The front portion of the train burst into flames. The car also caught fire following the collision. Passengers from the first three coaches of the train were evacuated.

The Meatpacking District was once home to markets, slaughterhouses, and packaging plants, but times have changed. Today you'll find a mixture of trendy restaurants, clubs and boutiques. The Village used to be a bohemian neighborhood that drew artists and musicians, but today you're more likely to find upper middle class families living here. Completed in 1883, Brooklyn Bridge is one of the oldest suspension bridges in the United States. Williamsburg has become popular given its lower rent prices. University students and young professionals have been flocking to this part of town. You can walk along the riverfront for a great view of the Brooklyn and Manhattan Bridges and the Manhattan skyline. During the summer months, Bryant Park also becomes a popular hangout spot people looking to relax and even work on their tans. The Staten Island Ferry is free of charge and this makes it really popular with visitors who want to catch a glimpse of the Statue of Liberty from a distance. Battery Park is located on the southern tip of Manhattan. Having both lived in South Korea, we were thrilled to come across Manhattan's own Little Korea. Coney Island is all about good old fashioned fun. You can ride roller coasters, stroll down the boardwalk, enjoy some beach time, and then head over the Nathan's Famous hot dogs. The Cloisters will make you feel like you've travelled over to Europe. Central Park is massive and there are so many places to visit within its boundaries. We managed to visit Belvedere Castle, the Great Lawn, Shakespeare Garden, The Ramble, The Jackie Onassis Reservoir, the Alice in Wonderland Statue, and we still left feeling like we barely scratched the surface. Strawberry Fields is a section of Central Park dedicated to the memory of John Lennon. And that concludes a look at our very busy week in New York City. I'm still shocked we managed to cover so many attractions, but the great thing about this city is that distances aren't very long and there's always something really cool worth checking out around each corner. Little Italy, Chinatown, The Brooklyn Bridge, Central Park, Ellis Island, The Statue of Liberty, Broadway, Times Square…each has its own colourful stories to tell amid the fantastic man-made Manhattan glass horizons: the skyscrapers which shamelessly reach up to the heavens and exclaim that New York is most assuredly the commercial capital of the universe.

The deadly collision killed 6 people and injured many others, and now legislators are taking action to prevent future dangers. On Sunday, U.S. Senators Chuck Schumer and Richard Blumenthal introduced a new bill to improve rail crossing safety. The Highway-Rail Grade Crossing Safety Act of 2015 focuses on three E's to improve safety: Engineering, Education, and Enforcement. The legislation aims to provide the Federal Railroad Administration, states, and communities, with more funding for safety upgrades at rail crossings, such as new lights, signals and signs, and to separate roadways from rail track by building bridges and tunnels. It would also provide resources to boost education and public awareness of grade crossing dangers and help law enforcement reduce related traffic violations Senator Blumenthal said, "Without the decisive steps we urge, rail grade crossings will continue to be accidents waiting to happen -- in fact, accidents happening daily and repeatedly -- including at more than 600 sites in Connecticut. Every year, there are more than 2,000 such collisions nationally, causing over 230 deaths and nearly 1,000 injuries." Additional information: Specifically, the new legislation would: *Provide states and communities with more resources to eliminate collisions at grade crossings,while strengthening and relying on existing programs that have been underfunded and underutilized. *Focus on the "Three E's" that experts have identified as the best ways to address collisions: ENGINEERING(installing improved lights, signals and signs at crossings and building bridges and tunnels to separate roadways from rail track): -Bolster funding for the Federal Highway Administration's Railway-Highway Crossing program, which receives $220 million a year and provides states with funding for the "elimination of hazards of railway-highway crossings, including the separation or protection of grades at crossings, the reconstruction of existing railroad grade crossing structures, and the relocation of highways to eliminate grade crossings." The legislation would increase this amount by $50 million per year for four years. -Revive the FRA's Rail Line Relocation Improvement Capital Grant program, which until 2009 had helped states and communities relocate a rail line for safety and other purposes. The legislation would reauthorize the program and provide$25 million per year for four yearsand clarify that Congress would fund a rail line's relocation only for safety purposes. EDUCATION,ENFORCEMENT, TARGETED ENGINEERING(increasing public awareness of grade crossing dangers and promoting police efforts to reduce violations of traffic laws at crossings): -Revive the Federal Railroad Administration's (FRA) Highway-Rail Grade Crossing Grants Safety program, which was created by Congress in the Rail Safety Improvement Act of 2008 but never implemented. This program was designed to provide grants to states for targeted engineering and technology solutions, "public awareness and education activities" and "targeted law enforcement" to minimize grade crossing collisions. The legislation that created the program required some of the funding to be used "on an expedited basis" where "within the previous two years" there has been "a major loss of life or multiple serious bodily injuries." The legislation would reauthorize the program for four years and ensure it is properly funded, providing$100 million per year for four years. -Strengthen the federal government's partnership with Operation Lifesaver, a non-profit organization that conducts public safety awareness and education campaigns and works with law enforcement officials to prevent fatalities and injuries at highway-rail grade crossings and along railroad rights-of-way. *Give the FRA additional manpower to focus on rail grade crossing collisions. *Require the FRA to analyze new technology the public can use to report dangers at grade crossings. A dozen more people were injured, authorities said. The northbound train struck a Jeep Cherokee at a railroad crossing in Valhalla, about 20 miles (32km) north of New York City, Metro-North Railroad spokesman Aaron Donovan said. The SUV’s driver was killed along with five people on board the train, he said. The track gates had come down on top of the SUV, which was stopped on the tracks, the Metro-North spokesman said. The driver got out to look at the rear of the vehicle, then got back in and had begun to drive forward when the train hit, he said. The train pushed the SUV about 10 train car lengths along the tracks and the front carriage caught fire. Passenger Stacey Eisner, who was at the rear of the train, told NBC News that she felt the train “jerk” and then a conductor walked through explaining what had happened. She said her train car was evacuated about 10 minutes later using ladders to get people out. The rail passengers were moved to the rear of the train, which had left Grand Central Terminal about 45 minutes earlier. Passengers got off from the rear of the train. About 400 of them were taken to a local rock climbing gym for shelter. Buses were sent to pick them up and take them to their destinations. Service on a portion of Metro-North’s Harlem Line was suspended.
