Why Are 201 Provincial And Ministerial Officials Taking Collective Training?

Recently, rumours about the arrest
of
Zhou Yongkang have circulated.
The Chinese Communist Party (
CCP)
is yet to make an official response.
There were also reports of as many as
201
provincial and ministerial level officials being
under quasi-house arrest in the
Party School.
The school is on the outskirts of
Beijing,
and the officials were under training.
It is suggested that the rumors about
Zhou Yongkang's arrest are not groundless.
CCP official media reported that from
December 2 to 6,
201 provincial and ministerial level officials took collective
trainings, to learn a series of speeches by leader
Xi Jinping.
This collective training started in November, and is
conducted over seven sessions, ending next year.
These officials are living in the
dormitory, and dine in the cafeteria.
No special meal arrangements are allowed.
Lectures are during the day, with study at night.
Communication is only allowed on
the way to the dorm or cafeteria.
Zhao Hongzhu,
Deputy Secretary of
Central Discipline,
explained that this collective rotation is needed at a
critical life and death
point for the party and the state.
However, this event is interpreted as
being a prelude to exposing Zhou Yongkang.
Zhang Tianliang,
China affairs analyst: "
Back when
Lin Biao was exposed by the central regime, it was
also carried out from the provincial level upwards.
After all, Zhou Yongkang was a
Politburo Standing Committee member.
The message will be progressively conveyed to people
who will need to explicitly express their political stance."
By convention, this type of collective training for provincial
officials happens during a period of unrest in the party.
Prior to the
Third Plenum, 334 provincial and ministerial level
officials went through a rotation training at the Party School.
The school is in the western suburbs of Beijing.
On March 15,
2012,
Bo Xilai was removed
from his position as
Chongqing party secretary.
On March 19, gun fire was reported in Beijing,
and the armed forces occupied
Zhongnanhai.
On March 21, a centralized training of 3,
000 Politics and Law
Committee secretaries at all levels was suddenly announced.
There were 462 participants in the 1st training session.
Hong Kong's
Apple Daily reported that Zhou Yongkang
had attempted to kill Xi Jinping on at least two occasions.
This has eventually led to his own downfall.
Last summer, Xi Jinping was unexpectedly
absent from the
Beidaihe meeting.
In early September, he suddenly disappeared
from the public view for about half a month.
Hong Kong's
Oriental Daily reported that Xi Jinping, at the
eve of taking leadership, may have escaped a military coup.
According to sources close to Zhongnanhai, Boxun news
reported that Zhou Yongkang believed his end was near.
His plan to kill Xi Jinping was a desperate move.
He first arranged a bomb in a conference room,
and then planned a lethal injection during Xi's
physical examination in Beijing
301 Hospital.
Xi Jinping had moved to the
Western Hills
military command center over security issues.
The source revealed that these assassination attempts
were carried out by Tan
Hung,
Zhou's assistant and guard.
It is reported that Tan was taken away on
December 1.
Lin Zixu, commentator: "Regarding Zhou Yongkang's role
in the two assassination attempts, many people suspect
that
Jiang Zemin was trying to expose Zhou Yongkang.
I believe Jiang and Zhou are simply inseparable.
Jiang Zemin is very clear that he himself is the ultimate
target of
Hu Jintao,
Wen Jiabao, Xi Jinping and
Li Keqiang.
Jiang is the root cause of many problems."
In fact, Bo Xilai and Zhou Yongkang's joint coup plan
to remove Xi Jinping was reported as early as last year.
Former Chongqing police chief
Wang Lijun
sought political asylum at the
U.S. consulate.
China affairs analyst Zhang Tianliang, points out
that Jiang Zemin's crimes against humanity include
launching the persecution of
Falun Gong, and
organ harvesting from living prisoners of conscience.
Once repression is reduced, the truth will be
revealed and these wrongs will drown the CCP.
Jiang Zemin has been continuing the persecution
of Falun Gong, by establishing his own faction.
Zhou Yongkang was promoted to Secretary
of the
Central Politics and Law Commission
in order to be able to execute the persecution.
Bo Xilai was to succeed Zhou Yongkang,
to then be able to continue the persecution.
The military coup was planned to oust
Xi Jinping, and replace him with Bo Xilai.
