On September 2, the Central Commission for
Discipline Inspection (CCDI) and Supervision
Ministry jointly launched a new website.
The website provides a platform for
netizens to report corrupt officials.
On the same day, Wang Qishan, the head
of CCDI, along with his deputy Zhao Hongzhu,
visited the operators of the website.
What was the purpose of launching this website?
Can it really implement anti-corruption?
Let's take a look at our commentators analysis.
The anti-corruption website states that it will be a
major channel to release news, interpret policies,
and receive online reports of improper behaviors.
The website provides inspected information, such as
a corruption hotline, address and channel to report corrupt
officials, either anonymously, or by using their real names.
Zhu Jianguo, Shenzhen independent writer: "They
claimed to collect information and public opinion.
However, in reality, they intend to intensify control
and monitor citizens, to restrain freedom of expression.
This is its purpose, and it isn't to
encourage transparency and freedom."
Zhu points out that the CCDI isn't
an anti-corruption department.
It is a tool to maintain the Chinese
Communist Party's (CCP) dictatorship.
Hu Jun, founder of Human Rights Campaign in China:
"It is unnecessary to set up an anti-corruption website.
The entire internet is the largest anti-corruption platform.
It is quick, efficient, and transparent,
so why do they still need a new one?
It is because they are selective in their fight of corruption."
After the CCP 18th Congress, the new leader Xi Jinping
and Wang Qishan vowed to fight corruption.
Thus, by using real name online reports,
corrupt officials become a new fashion.
In November 2012, the Chongqing official
Lei Zhengfu's sex tape scandal was exposed.
63 hours later, Lei was sacked, and
21 linked officials were dismissed.
Liu Tienan, a former top economic
official was reported online.
In May, Liu was suspected of grave violations of discipline.
In August, Liu was expelled from the party and his position.
On August 8, four Shanghai judges were exposed online.
It revealed they were hiring prostitutes. Later, three of
them were expelled from the party, and one was sacked.
Hu Jun: "The CCP system is corrupt, and
should be cracked down and collapsed.
This is real anti corruption by doing this.
To hold the CCP system, talking about
anti corruption is just an empty talk.
Their purpose is to remove
opponents, to maintain its regime."
In late August, Liu Hu, a journalist of Guangzhou's New
Express Daily was detained. on suspicion of causing trouble.
Liu reported on a microblog about senior official
Ma Zhengqi, Shan'anxi police chief Du Hangwei and
four other deputy ministry-level corruption officials.
Zhu Jianguo: "The CCDI is corrupt, now
they control the power of anti-corruption.
The Court and Procuratorate had no first rights
of anti-corruption, and they need CCDI's order.
Then, they can act."
Since the CCDI's anti-corruption site opened,
the websties of state-owned media Renmin
and Xinhua had also launched similar columns.
They claimed that they hope netizens
report officials' violation of discipline.
On July 1, the State Council correspondence
department opened an online reporting site.
They claimed to be dealing seriously with letters and appeals.
Han Liang, Chongqing citizen: "The CCP
struggles for survival, and will soon collapse.
When civilians are close uprising, then they
come to cool us down by saying we can appeal.
They say they will deal with our problems.
They are cheating us. We can't
have a good life if the CCP exists."
Han Liang stresses that all these so-called
anti-corruption sites are put the control of
reporting channels in the hands of the CCP.
The people are awakened now, and will
no longer believe it, nor co-operate with them.

After Chinese President Xi Jinping announced
anti-corruption slogans,
Chinese officials are increasingly being called
upon to make their bank accounts public.
China's two national conferences, however, issued
no laws requiring officials to declare their properties.
Hong Kong media disclosed that over 200 officials
participated in the plenary meeting of Central Commission for Discipline and Inspection at the end of February.
One of the participants said at the meeting that no one
supported the launch of a "property report system."
Some officials of the Central Discipline Inspection
Commission warned that
property report will trigger public unrest since many
officials have a huge amount of properties.
Property report has become a public concern of Chinese people,
who have long been angry with officials'hidden wealth.
Hong Kong's South China Morning Post disclosed that
over two hundred officials attended the meeting of the
CCP Central Commission for Discipline Inspection at the end of February.
But no official at the conference expressed support
for the property declaration system.
An insider also mentioned that an official from the Central
Discipline Inspection Commission talked with many
Guangdong officials, and found them all in possession
of an enormous amount of property.
This official subsequently issued a warning within the CCP,
claiming that property disclosure will lead to public anger and social unrest.
At this warning, Zhao Hongzhu, Deputy Secretary of Central
Discipline Inspection Committee, provided no comment.
In addition, at least three people confirmed to
South China Morning Post that
Liu Qibao, Minister of the Central Propaganda Department,
ordered silence over the property issue at the meeting.
He said that the report of officials' properties is not
something media should be involved in, and asked media to stop reporting it.
Mainland democratic activist En Guang:"It is useless
to conceal it, although they are trying to find excuses.
The so-called social stability lies at the center of the CCP's
political philosophy, only to maintain their ruling position.
They call it inappropriate to report their properties.
In fact, they are trying to infinitely postpone this issue."
Mr. Cao from Mainland China said public unrest is only
the CCP's excuse to cover up their corruption.
Mr. Cao form Mainland China:"If they report
their properties, people will know how greedy they are and how much they have taken from people.
It is not a problem of social unrest, but a problem
of the demise of CCP should it report the officials'properties.
It is CCP that is chaotic and corrupt.
That is the key issue."
At China's two national conferences in March this year,
many expected the Chinese government to launch new laws
requiring officials to declare their properties, yet only in vain.
Late last month, four Chinese citizens carried placards
in Beijing to call for the seven members of CCP Standing Committee to report their properties to the public.
They were arrested by police for doing this.
A Scholar on Chinese enterprise economy He Junqiao said
the CCP's political system allows its officials
to cover up for one another.
They have formed tremendous interest groups,
so it is extremely difficult to really implement property report.
He Junqiao, scholar on Chinese enterprise economy:
"When CCP has full control of the government, how can we expect government officials to discipline themselves?
When the government has unlimited power,
how can it use the power against itself?
It is impossible to exercise self-discipline."
On February 25, Secretary of the Central Commission
for Discipline Inspection, Wang Qishan, gave a talk at a meeting.
He said the CCP Central Committee is speeding up
the drafting of anti-corruption laws, and will strengthen supervision of its officials whose relatives live abroad.
He Junqiao:"CCP's self-supervision is not going
to be effective, just as history has proven.
It is nothing but an excuse to deceive the people.
There is a folk saying that we should never
expect one to cut his arm with his own knife.
I am not saying that other countries have no corruption,
but not a single democratic country has such corruption
as in China under the CCP's authoritarian rule."
He Junqiao pointed out that without political system reform,
democracy will always be empty talk, and the CCP's corruption will remain unsolved.

Recently, rumours about the arrest
of Zhou Yongkang have circulated.
The Chinese Communist Party (CCP)
is yet to make an official response.
There were also reports of as many as 201
provincial and ministerial level officials being
under quasi-house arrest in the Party School.
The school is on the outskirts of Beijing,
and the officials were under training.
It is suggested that the rumors about
Zhou Yongkang's arrest are not groundless.
CCP official media reported that from December 2 to 6,
201 provincial and ministerial level officials took collective
trainings, to learn a series of speeches by leader Xi Jinping.
This collective training started in November, and is
conducted over seven sessions, ending next year.
These officials are living in the
dormitory, and dine in the cafeteria.
No special meal arrangements are allowed.
Lectures are during the day, with study at night.
Communication is only allowed on
the way to the dorm or cafeteria.
Zhao Hongzhu, Deputy Secretary of Central Discipline,
explained that this collective rotation is needed at a
critical life and death point for the party and the state.
However, this event is interpreted as
being a prelude to exposing Zhou Yongkang.
Zhang Tianliang, China affairs analyst: "Back when
Lin Biao was exposed by the central regime, it was
also carried out from the provincial level upwards.
After all, Zhou Yongkang was a
Politburo Standing Committee member.
The message will be progressively conveyed to people
who will need to explicitly express their political stance."
By convention, this type of collective training for provincial
officials happens during a period of unrest in the party.
Prior to the Third Plenum, 334 provincial and ministerial level
officials went through a rotation training at the Party School.
The school is in the western suburbs of Beijing.
On March 15, 2012, Bo Xilai was removed
from his position as Chongqing party secretary.
On March 19, gun fire was reported in Beijing,
and the armed forces occupied Zhongnanhai.
On March 21, a centralized training of 3,000 Politics and Law
Committee secretaries at all levels was suddenly announced.
There were 462 participants in the 1st training session.
Hong Kong's Apple Daily reported that Zhou Yongkang
had attempted to kill Xi Jinping on at least two occasions.
This has eventually led to his own downfall.
Last summer, Xi Jinping was unexpectedly
absent from the Beidaihe meeting.
In early September, he suddenly disappeared
from the public view for about half a month.
Hong Kong's Oriental Daily reported that Xi Jinping, at the
eve of taking leadership, may have escaped a military coup.
According to sources close to Zhongnanhai, Boxun news
reported that Zhou Yongkang believed his end was near.
His plan to kill Xi Jinping was a desperate move.
He first arranged a bomb in a conference room,
and then planned a lethal injection during Xi's
physical examination in Beijing 301 Hospital.
Xi Jinping had moved to the Western Hills
military command center over security issues.
The source revealed that these assassination attempts
were carried out by Tan Hung, Zhou's assistant and guard.
It is reported that Tan was taken away on December 1.
Lin Zixu, commentator: "Regarding Zhou Yongkang's role
in the two assassination attempts, many people suspect
that Jiang Zemin was trying to expose Zhou Yongkang.
I believe Jiang and Zhou are simply inseparable.
Jiang Zemin is very clear that he himself is the ultimate
target of Hu Jintao, Wen Jiabao, Xi Jinping and Li Keqiang.
Jiang is the root cause of many problems."
In fact, Bo Xilai and Zhou Yongkang's joint coup plan
to remove Xi Jinping was reported as early as last year.
Former Chongqing police chief Wang Lijun
sought political asylum at the U.S. consulate.
China affairs analyst Zhang Tianliang, points out
that Jiang Zemin's crimes against humanity include
launching the persecution of Falun Gong, and
organ harvesting from living prisoners of conscience.
Once repression is reduced, the truth will be
revealed and these wrongs will drown the CCP.
Jiang Zemin has been continuing the persecution
of Falun Gong, by establishing his own faction.
Zhou Yongkang was promoted to Secretary
of the Central Politics and Law Commission
in order to be able to execute the persecution.
Bo Xilai was to succeed Zhou Yongkang,
to then be able to continue the persecution.
The military coup was planned to oust
Xi Jinping, and replace him with Bo Xilai.
Zhang Tianliang: "Zhou Yongkang's coup plan must
have had Jiang Zemin and Zeng Qinghong as accomplices.

Recently, the Chinese Communist Party (CCP) Central
Committee sent out 45 supervisory groups to implement
the "Four Morale" rectification requests by Xi Jinping,
the CCP General Secretary.
These supervisory groups are led by Liu Yunshan,
the member of Politburo Standing Committee.
The outside world believes Xi Jinping wants
to build his power as well as
throw Liu Yunshan a hot potato by asking him to take
on the responsibility of this rectification movement.
But Chinese people think the current problem in China
isn't the CCP's morale, but the one-party dictatorship
which doesn't allow any supervision and results in "tigers"
and "flies" - corrupt officials are everywhere.
People are suffering exploitation and injury.
It's reported that on July 1, the CCP Central Committee sent
out 45 supervisory groups to supervise and guide each
province, city, district, state governing unit, ministry,
state-owned enterprise, state operated financial institution, vice-ministerial level university, and so on.
Liu Yunshan, a member of Politburo Standing Committee
took the lead and Zhao Leji, the minister of the Central
Organization Department as well as Zhao Hongzhu, the Vice
Secretary of Central Discipline Commission, are deputy leaders.
It's understood that on April 19, the CCP Central Committee
Politburo decided in a meeting to launch a so-called "Execute the Party's Education on People Movement."
On June 18, Xi Jinping arranged actions on this movement,
and asked to rectify the CCP's "Four Morales" which are
formalism, bureaucracy, hedonism and luxury
and a wasteful living style.
Ma Xiaoming, former Shaanxi TV reporter, said this kind
of rectification was done by Li Peng, Deng Xiaoping, Zhu Rongji, Jiang Zemin and other former CCP leaders.
Ma Xiaoming, former Shaanxi TV reporter: "China's problem
is the one party dictatorship, one party authoritarianism.
Under one party authoritarianism, the ruling party isn't
restricted.
Official corruption and people's injury are everywhere.
It's testified by practice that this serious problem can't
be solved by the so-called rectification movements.
The fundamental problem is the political system
of this one party authoritarianism."
Ma Xiaoming believes that the current Chinese problem
isn't related to any CCP morale, but that the CCP grabs the country.
He said, "CCP is a naked bandit gang! The problems that
China are facing now are those of an evil gang."
Ma Xiaoming: "If they rectify according to the party's
constitution or by the country's law, how many officials will be free of penalty?
So from this point, they won't do a real rectification
but go through a process, sack some officials, and use this change to beat their political opponents."
Wei Ping, a Mainland China netizen, also said this so-called
rectification is probably another way to cheat commoners.
Wei Ping emphasized that the Chinese have lost
their confidence in CCP leaders.
The CCP corruption is worse, it totally disappoints
Chinese people, especially the petitioners.
Weiping: "In the beginning,
the CCP said beat all the tigers and flies.
A bunch of tigers and flies were sent out
to find tigers and flies.
I don't know whether they will find anything or not?
What's the real rectification?
All of them are interest groups. Xi Jinping should
rectify these officials, but he doesn't do it!"
Ma Xiaoming said the famous Yan'an Rectification Movement
is actually a political movement in CCP history.
It's a method that Mao Zedong used to move away
his political opponents.
He can't guarantee Xi Jinping doesn't treat it the same.
Ma Xiaoming: "I believe this time, Xi-Li might want
to remove their political opponents,
or the gang who has different political opinions
by this rectification.
The difference is they have realized that CCP is facing
a comprehensive collapse crisis now, and they want to solve the problem by rectification.
But (past) practice testified that this solution doesn't work."
Ma Xiaoming said if the rectification progresses lightly,
then it will be just a process.
But if it's progressed heavily, who should be punished
and who shouldn't be punished?
Who is clean?
He doubts the whole party should be removed.
Therefore, the are analysts who say that Xi Jinping naming
Liu Yunshan to handle this is throwing him a hot potato.

Zhao was born in Penglai, Shandong Province, and is native to Inner Mongolia. He started his career as a People's Liberation Army officer In April 1998, he became the deputy Minister of Supervision of the People's Republic of China. In November 2002, he became a standing committee member of the Central Commission for Discipline Inspection of the Communist Party of China and the vice director of the CPC central organization department. He was appointed to his as the secretary of the CPC Zhejiang committee in March 2007, and as director in 2008. Zhao is currently a member of the 17th Central Committee of the Communist Party of China.

The website provides a platform for netizens to report corrupt officials. On the same day, Wang Qishan, the head of CCDI, along with his deputy Zhao Hongzhu, visited the operators of the website. What was the purpose of launching this website? Can it really implement anti-corruption? Let's take a look at our commentators analysis. The anti-corruption website states that it will be a major channel to release news, interpret policies, and receive online reports of improper behaviors. The website provides inspected information, such as a corruption hotline, address and channel to report corrupt officials, either anonymously, or by using their real names. Zhu Jianguo, Shenzhen independent writer: "They claimed to collect information and public opinion. However, in reality, they intend to intensify control and monitor citizens, to restrain freedom of expression. This is its purpose, and it isn't to encourage transparency and freedom." Zhu points out that the CCDI isn't an anti-corruption department. It is a tool to maintain the Chinese Communist Party's (CCP) dictatorship. Hu Jun, founder of Human Rights Campaign in China: "It is unnecessary to set up an anti-corruption website. The entire internet is the largest anti-corruption platform. It is quick, efficient, and transparent, so why do they still need a new one? It is because they are selective in their fight of corruption." After the CCP 18th Congress, the new leader Xi Jinping and Wang Qishan vowed to fight corruption. Thus, by using real name online reports, corrupt officials become a new fashion. In November 2012, the Chongqing official Lei Zhengfu's sex tape scandal was exposed. 63 hours later, Lei was sacked, and 21 linked officials were dismissed. Liu Tienan, a former top economic official was reported online. In May, Liu was suspected of grave violations of discipline. In August, Liu was expelled from the party and his position. On August 8, four Shanghai judges were exposed online. It revealed they were hiring prostitutes. Later, three of them were expelled from the party, and one was sacked. Hu Jun: "The CCP system is corrupt, and should be cracked down and collapsed. This is real anti corruption by doing this. To hold the CCP system, talking about anti corruption is just an empty talk. Their purpose is to remove opponents, to maintain its regime." In late August, Liu Hu, a journalist of Guangzhou's New Express Daily was detained. on suspicion of causing trouble. Liu reported on a microblog about senior official Ma Zhengqi, Shan'anxi police chief Du Hangwei and four other deputy ministry-level corruption officials. Zhu Jianguo: "The CCDI is corrupt, now they control the power of anti-corruption. The Court and Procuratorate had no first rights of anti-corruption, and they need CCDI's order. Then, they can act." Since the CCDI's anti-corruption site opened, the websties of state-owned media Renmin and Xinhua had also launched similar columns. They claimed that they hope netizens report officials' violation of discipline. On July 1, the State Council correspondence department opened an online reporting site. They claimed to be dealing seriously with letters and appeals. Han Liang, Chongqing citizen: "The CCP struggles for survival, and will soon collapse. When civilians are close uprising, then they come to cool us down by saying we can appeal. They say they will deal with our problems. They are cheating us. We can't have a good life if the CCP exists." Han Liang stresses that all these so-called anti-corruption sites are put the control of reporting channels in the hands of the CCP. China's two national conferences, however, issued no laws requiring officials to declare their properties. Hong Kong media disclosed that over 200 officials participated in the plenary meeting of Central Commission for Discipline and Inspection at the end of February. One of the participants said at the meeting that no one supported the launch of a "property report system." Some officials of the Central Discipline Inspection Commission warned that property report will trigger public unrest since many officials have a huge amount of properties. Property report has become a public concern of Chinese people, who have long been angry with officials'hidden wealth. Hong Kong's South China Morning Post disclosed that over two hundred officials attended the meeting of the CCP Central Commission for Discipline Inspection at the end of February. But no official at the conference expressed support for the property declaration system. An insider also mentioned that an official from the Central Discipline Inspection Commission talked with many Guangdong officials, and found them all in possession of an enormous amount of property. This official subsequently issued a warning within the CCP, claiming that property disclosure will lead to public anger and social unrest. At this warning, Zhao Hongzhu, Deputy Secretary of Central Discipline Inspection Committee, provided no comment. In addition, at least three people confirmed to South China Morning Post that Liu Qibao, Minister of the Central Propaganda Department, ordered silence over the property issue at the meeting. He said that the report of officials' properties is not something media should be involved in, and asked media to stop reporting it. Mainland democratic activist En Guang:"It is useless to conceal it, although they are trying to find excuses. They have formed tremendous interest groups, so it is extremely difficult to really implement property report. He Junqiao, scholar on Chinese enterprise economy: "When CCP has full control of the government, how can we expect government officials to discipline themselves? When the government has unlimited power, how can it use the power against itself? It is impossible to exercise self-discipline." On February 25, Secretary of the Central Commission for Discipline Inspection, Wang Qishan, gave a talk at a meeting. He said the CCP Central Committee is speeding up the drafting of anti-corruption laws, and will strengthen supervision of its officials whose relatives live abroad. There is a folk saying that we should never expect one to cut his arm with his own knife. The Chinese Communist Party (CCP) is yet to make an official response. There were also reports of as many as 201 provincial and ministerial level officials being under quasi-house arrest in the Party School. The school is on the outskirts of Beijing, and the officials were under training. It is suggested that the rumors about Zhou Yongkang's arrest are not groundless. CCP official media reported that from December 2 to 6, 201 provincial and ministerial level officials took collective trainings, to learn a series of speeches by leader Xi Jinping. This collective training started in November, and is conducted over seven sessions, ending next year. These officials are living in the dormitory, and dine in the cafeteria. No special meal arrangements are allowed. Lectures are during the day, with study at night. Communication is only allowed on the way to the dorm or cafeteria. Zhao Hongzhu, Deputy Secretary of Central Discipline, explained that this collective rotation is needed at a critical life and death point for the party and the state. However, this event is interpreted as being a prelude to exposing Zhou Yongkang. Zhang Tianliang, China affairs analyst: "Back when Lin Biao was exposed by the central regime, it was also carried out from the provincial level upwards. After all, Zhou Yongkang was a Politburo Standing Committee member. The message will be progressively conveyed to people who will need to explicitly express their political stance." By convention, this type of collective training for provincial officials happens during a period of unrest in the party. Prior to the Third Plenum, 334 provincial and ministerial level officials went through a rotation training at the Party School. The school is in the western suburbs of Beijing. On March 15, 2012, Bo Xilai was removed from his position as Chongqing party secretary. On March 19, gun fire was reported in Beijing, and the armed forces occupied Zhongnanhai. On March 21, a centralized training of 3,000 Politics and Law Committee secretaries at all levels was suddenly announced. There were 462 participants in the 1st training session. Hong Kong's Apple Daily reported that Zhou Yongkang had attempted to kill Xi Jinping on at least two occasions. This has eventually led to his own downfall. Last summer, Xi Jinping was unexpectedly absent from the Beidaihe meeting. In early September, he suddenly disappeared from the public view for about half a month. Hong Kong's Oriental Daily reported that Xi Jinping, at the eve of taking leadership, may have escaped a military coup. According to sources close to Zhongnanhai, Boxun news reported that Zhou Yongkang believed his end was near. His plan to kill Xi Jinping was a desperate move. He first arranged a bomb in a conference room, and then planned a lethal injection during Xi's physical examination in Beijing 301 Hospital. Xi Jinping had moved to the Western Hills military command center over security issues. The source revealed that these assassination attempts were carried out by Tan Hung, Zhou's assistant and guard. It is reported that Tan was taken away on December 1. Lin Zixu, commentator: "Regarding Zhou Yongkang's role in the two assassination attempts, many people suspect that Jiang Zemin was trying to expose Zhou Yongkang. Once repression is reduced, the truth will be revealed and these wrongs will drown the CCP. Jiang Zemin has been continuing the persecution of Falun Gong, by establishing his own faction. Zhou Yongkang was promoted to Secretary of the Central Politics and Law Commission in order to be able to execute the persecution. Bo Xilai was to succeed Zhou Yongkang, to then be able to continue the persecution. The military coup was planned to oust Xi Jinping, and replace him with Bo Xilai. So from this point, they won't do a real rectification but go through a process, sack some officials, and use this change to beat their political opponents." Wei Ping, a Mainland China netizen, also said this so-called rectification is probably another way to cheat commoners. Wei Ping emphasized that the Chinese have lost their confidence in CCP leaders. The CCP corruption is worse, it totally disappoints Chinese people, especially the petitioners. Weiping: "In the beginning, the CCP said beat all the tigers and flies. A bunch of tigers and flies were sent out to find tigers and flies. I don't know whether they will find anything or not? What's the real rectification? All of them are interest groups. Xi Jinping should rectify these officials, but he doesn't do it!" Ma Xiaoming said the famous Yan'an Rectification Movement is actually a political movement in CCP history. It's a method that Mao Zedong used to move away his political opponents. He can't guarantee Xi Jinping doesn't treat it the same. Ma Xiaoming: "I believe this time, Xi-Li might want to remove their political opponents, or the gang who has different political opinions by this rectification. The difference is they have realized that CCP is facing a comprehensive collapse crisis now, and they want to solve the problem by rectification. But (past) practice testified that this solution doesn't work." Ma Xiaoming said if the rectification progresses lightly, then it will be just a process. But if it's progressed heavily, who should be punished and who shouldn't be punished? Who is clean? He doubts the whole party should be removed. an anti-corruption department.
It is a tool to maintain the Chinese
Communist Party's (CCP) dictatorship.
Hu Jun, founder of Human Rights Campaign in China:
"It is unnecessary to set up an anti-corruption website.
The entire internet is the largest anti-corruption platform.
It is quick, efficient, and transparent,
so why do they still need a new one?
It is because they are selective in their fight of corruption."
After the CCP 18th Congress, the new leader Xi Jinping
and Wang Qishan vowed to fight corruption.
Thus, by using real name online reports,
corrupt officials become a new fashion.
In November 2012, the Chongqing official
Lei Zhengfu's sex tape scandal was exposed.
63 hours later, Lei was sacked, and
21 linked officials were dismissed.
Liu Tienan, a former top economic
official was reported online.
In May, Liu was suspected of grave violations of discipline.
In August, Liu was expelled from the party and his position.
On August 8, four Shanghai judges were exposed online.
It revealed they were hiring prostitutes. Later, three of
them were expelled from the party, and one was sacked.
Hu Jun: "The CCP system is corrupt, and
should be cracked down and collapsed.
This is real anti corruption by doing this.
To hold the CCP system, talking about
anti corruption is just an empty talk.
Their purpose is to remove
opponents, to maintain its regime."
In late August, Liu Hu, a journalist of Guangzhou's New
Express Daily was detained. on suspicion of causing trouble.
Liu reported on a microblog about senior official
Ma Zhengqi, Shan'anxi police chief Du Hangwei and
four other deputy ministry-level corruption officials.

they control the power of anti-corruption.
The Court and Procuratorate had no first rights
of anti-corruption, and they need CCDI's order.

Property report has become a public concern of Chinese people,
who have long been angry with officials'hidden wealth.
Hong Kong's South China Morning Post disclosed that
over two hundred officials attended the meeting of the
CCP Central Commission for Discipline Inspection at the end of February.
But no official at the conference expressed support
for the property declaration system.
An insider also mentioned that an official from the Central
Discipline Inspection Commission talked with many
Guangdong officials, and found them all in possession
of an enormous amount of property.
This official subsequently issued a warning within the CCP,
claiming that property disclosure will lead to public anger and social unrest.
At this warning, Zhao Hongzhu, Deputy Secretary of Central
Discipline Inspection Committee, provided no comment.
In addition, at least three people confirmed to
South China Morning Post that
Liu Qibao, Minister of the Central Propaganda Department,
ordered silence over the property issue at the meeting.
He said that the report of officials' properties is not
something media should be involved in, and asked media to stop reporting it.
Mainland democratic activist En Guang:"It is useless
to conceal it, although they are trying to find excuses.
The so-called social stability lies at the center of the CCP's
political philosophy, only to maintain their ruling position.
They call it inappropriate to report their properties.
In fact, they are trying to infinitely postpone this issue."
Mr. Cao from Mainland China said public unrest is only
the CCP's excuse to cover up their corruption.
Mr. Cao form Mainland China:"If they report
their properties, people will know how greedy they are and how much they have taken from people.
It is not a problem of social unrest, but a problem
of the demise of CCP should it report the officials'properties.
It is CCP that is chaotic and corrupt.
That is the key issue."
At China's two national conferences in March this year,
many expected the Chinese government to launch new laws
requiring officials to declare their properties, yet only in vain.
Late last month, four Chinese citizens carried placards
in Beijing to call for the seven members of CCP Standing Committee to report their properties to the public.
They were arrested by police for doing this.
A Scholar on Chinese enterprise economy He Junqiao said
the CCP's political system allows its officials
to cover up for one another.
They have formed tremendous interest groups,
so it is extremely difficult to really implement property report.
He Junqiao, scholar on Chinese enterprise economy:
"When CCP has full control of the government, how can we expect government officials to discipline themselves?
When the government has unlimited power,
how can it use the power against itself?
It is impossible to exercise self-discipline."
On February 25, Secretary of the Central Commission
for Discipline Inspection, Wang Qishan, gave a talk at a meeting.
He said the CCP Central Committee is speeding up
the drafting of anti-corruption laws, and will strengthen supervision of its officials whose relatives live abroad.
He Junqiao:"CCP's self-supervision is not going
to be effective, just as history has proven.
It is nothing but an excuse to deceive the people.
There is a folk saying that we should never
expect one to cut his arm with his own knife.
I am not saying that other countries have no corruption,
but not a single democratic country has such corruption
as in China under the CCP's authoritarian rule."
He Junqiao pointed out that without political system reform,
democracy will always be empty talk, and the CCP's corruption will remain unsolved.

An insider also mentioned that an official from the Central
Discipline Inspection Commission talked with many
Guangdong officials, and found them all in possession
of an enormous amount of property.
This official subsequently issued a warning within the CCP,
claiming that property disclosure will lead to public anger and social unrest.
At this warning, Zhao Hongzhu, Deputy Secretary of Central
Discipline Inspection Committee, provided no comment.
In addition, at least three people confirmed to
South China Morning Post that
Liu Qibao, Minister of the Central Propaganda Department,
ordered silence over the property issue at the meeting.
He said that the report of officials' properties is not
something media should be involved in, and asked media to stop reporting it.
Mainland democratic activist En Guang:"It is useless
to conceal it, although they are trying to find excuses.
The so-called social stability lies at the center of the CCP's
political philosophy, only to maintain their ruling position.
They call it inappropriate to report their properties.
In fact, they are trying to infinitely postpone this issue."
Mr. Cao from Mainland China said public unrest is only
the CCP's excuse to cover up their corruption.
Mr. Cao form Mainland China:"If they report
their properties, people will know how greedy they are and how much they have taken from people.
It is not a problem of social unrest, but a problem
of the demise of CCP should it report the officials'properties.
It is CCP that is chaotic and corrupt.
That is the key issue."
At China's two national conferences in March this year,
many expected the Chinese government to launch new laws
requiring officials to declare their properties, yet only in vain.
Late last month, four Chinese citizens carried placards
in Beijing to call for the seven members of CCP Standing Committee to report their properties to the public.
They were arrested by police for doing this.
A Scholar on Chinese enterprise economy He Junqiao said
the CCP's political system allows its officials
to cover up for one another.
They have formed tremendous interest groups,
so it is extremely difficult to really implement property report.

"When CCP has full control of the government, how can we expect government officials to discipline themselves?
When the government has unlimited power,
how can it use the power against itself?
It is impossible to exercise self-discipline."
On February 25, Secretary of the Central Commission
for Discipline Inspection, Wang Qishan, gave a talk at a meeting.
He said the CCP Central Committee is speeding up
the drafting of anti-corruption laws, and will strengthen supervision of its officials whose relatives live abroad.
He Junqiao:"CCP's self-supervision is not going
to be effective, just as history has proven.
It is nothing but an excuse to deceive the people.
There is a folk saying that we should never
expect one to cut his arm with his own knife.
I am not saying that other countries have no corruption,
but not a single democratic country has such corruption
as in China under the CCP's authoritarian rule."
He Junqiao pointed out that without political system reform,
democracy will always be empty talk, and the CCP's corruption will remain unsolved.

Recently, rumours about the arrest
of Zhou Yongkang have circulated.
The Chinese Communist Party (CCP)
is yet to make an official response.
There were also reports of as many as 201
provincial and ministerial level officials being
under quasi-house arrest in the Party School.
The school is on the outskirts of Beijing,
and the officials were under training.
It is suggested that the rumors about
Zhou Yongkang's arrest are not groundless.
CCP official media reported that from December 2 to 6,
201 provincial and ministerial level officials took collective
trainings, to learn a series of speeches by leader Xi Jinping.
This collective training started in November, and is
conducted over seven sessions, ending next year.
These officials are living in the
dormitory, and dine in the cafeteria.
No special meal arrangements are allowed.
Lectures are during the day, with study at night.
Communication is only allowed on
the way to the dorm or cafeteria.
Zhao Hongzhu, Deputy Secretary of Central Discipline,
explained that this collective rotation is needed at a
critical life and death point for the party and the state.
However, this event is interpreted as
being a prelude to exposing Zhou Yongkang.
Zhang Tianliang, China affairs analyst: "Back when
Lin Biao was exposed by the central regime, it was
also carried out from the provincial level upwards.
After all, Zhou Yongkang was a
Politburo Standing Committee member.
The message will be progressively conveyed to people
who will need to explicitly express their political stance."
By convention, this type of collective training for provincial
officials happens during a period of unrest in the party.
Prior to the Third Plenum, 334 provincial and ministerial level
officials went through a rotation training at the Party School.
The school is in the western suburbs of Beijing.
On March 15, 2012, Bo Xilai was removed
from his position as Chongqing party secretary.
On March 19, gun fire was reported in Beijing,
and the armed forces occupied Zhongnanhai.
On March 21, a centralized training of 3,000 Politics and Law
Committee secretaries at all levels was suddenly announced.
There were 462 participants in the 1st training session.
Hong Kong's Apple Daily reported that Zhou Yongkang
had attempted to kill Xi Jinping on at least two occasions.
This has eventually led to his own downfall.
Last summer, Xi Jinping was unexpectedly
absent from the Beidaihe meeting.
In early September, he suddenly disappeared
from the public view for about half a month.
Hong Kong's Oriental Daily reported that Xi Jinping, at the
eve of taking leadership, may have escaped a military coup.
According to sources close to Zhongnanhai, Boxun news
reported that Zhou Yongkang believed his end was near.
His plan to kill Xi Jinping was a desperate move.
He first arranged a bomb in a conference room,
and then planned a lethal injection during Xi's
physical examination in Beijing 301 Hospital.
Xi Jinping had moved to the Western Hills
military command center over security issues.
The source revealed that these assassination attempts
were carried out by Tan Hung, Zhou's assistant and guard.
It is reported that Tan was taken away on December 1.
Lin Zixu, commentator: "Regarding Zhou Yongkang's role
in the two assassination attempts, many people suspect
that Jiang Zemin was trying to expose Zhou Yongkang.
I believe Jiang and Zhou are simply inseparable.
Jiang Zemin is very clear that he himself is the ultimate

Recently, the Chinese Communist Party (CCP) Central
Committee sent out 45 supervisory groups to implement
the "Four Morale" rectification requests by Xi Jinping,
the CCP General Secretary.
These supervisory groups are led by Liu Yunshan,
the member of Politburo Standing Committee.
The outside world believes Xi Jinping wants
to build his power as well as
throw Liu Yunshan a hot potato by asking him to take
on the responsibility of this rectification movement.
But Chinese people think the current problem in China
isn't the CCP's morale, but the one-party dictatorship
which doesn't allow any supervision and results in "tigers"
and "flies" - corrupt officials are everywhere.
People are suffering exploitation and injury.
It's reported that on July 1, the CCP Central Committee sent
out 45 supervisory groups to supervise and guide each
province, city, district, state governing unit, ministry,
state-owned enterprise, state operated financial institution, vice-ministerial level university, and so on.
Liu Yunshan, a member of Politburo Standing Committee
took the lead and Zhao Leji, the minister of the Central
Organization Department as well as Zhao Hongzhu, the Vice
Secretary of Central Discipline Commission, are deputy leaders.
It's understood that on April 19, the CCP Central Committee
Politburo decided in a meeting to launch a so-called "Execute the Party's Education on People Movement."
On June 18, Xi Jinping arranged actions on this movement,
and asked to rectify the CCP's "Four Morales" which are
formalism, bureaucracy, hedonism and luxury
and a wasteful living style.
Ma Xiaoming, former Shaanxi TV reporter, said this kind
of rectification was done by Li Peng, Deng Xiaoping, Zhu Rongji, Jiang Zemin and other former CCP leaders.
Ma Xiaoming, former Shaanxi TV reporter: "China's problem
is the one party dictatorship, one party authoritarianism.
Under one party authoritarianism, the ruling party isn't
restricted.
Official corruption and people's injury are everywhere.
It's testified by practice that this serious problem can't
be solved by the so-called rectification movements.
The fundamental problem is the political system
of this one party authoritarianism."
Ma Xiaoming believes that the current Chinese problem
isn't related to any CCP morale, but that the CCP grabs the country.
He said, "CCP is a naked bandit gang! The problems that
China are facing now are those of an evil gang."
Ma Xiaoming: "If they rectify according to the party's
constitution or by the country's law, how many officials will be free of penalty?
So from this point, they won't do a real rectification
but go through a process, sack some officials, and use this change to beat their political opponents."
Wei Ping, a Mainland China netizen, also said this so-called
rectification is probably another way to cheat commoners.
Wei Ping emphasized that the Chinese have lost
their confidence in CCP leaders.
The CCP corruption is worse, it totally disappoints
Chinese people, especially the petitioners.
Weiping: "In the beginning,
the CCP said beat all the tigers and flies.
A bunch of tigers and flies were sent out
to find tigers and flies.
I don't know whether they will find anything or not?
What's the real rectification?
All of them are interest groups. Xi Jinping should
rectify these officials, but he doesn't do it!"
Ma Xiaoming said the famous Yan'an Rectification Movement
is actually a political movement in CCP history.
It's a method that Mao Zedong used to move away
his political opponents.
He can't guarantee Xi Jinping doesn't treat it the same.
Ma Xiaoming: "I believe this time, Xi-Li might want
to remove their political opponents,
or the gang who has different political opinions
by this rectification.
The difference is they have realized that CCP is facing
a comprehensive collapse crisis now, and they want to solve the problem by rectification.
But (past) practice testified that this solution doesn't work."
Ma Xiaoming said if the rectification progresses lightly,
then it will be just a process.
But if it's progressed heavily, who should be punished
and who shouldn't be punished?
Who is clean?
He doubts the whole party should be removed.
Therefore, the are analysts who say that Xi Jinping naming
Liu Yunshan to handle this is throwing him a hot potato.

But Chinese people think the current problem in China
isn't the CCP's morale, but the one-party dictatorship
which doesn't allow any supervision and results in "tigers"
and "flies" - corrupt officials are everywhere.
People are suffering exploitation and injury.
It's reported that on July 1, the CCP Central Committee sent
out 45 supervisory groups to supervise and guide each
province, city, district, state governing unit, ministry,
state-owned enterprise, state operated financial institution, vice-ministerial level university, and so on.
Liu Yunshan, a member of Politburo Standing Committee
took the lead and Zhao Leji, the minister of the Central
Organization Department as well as Zhao Hongzhu, the Vice
Secretary of Central Discipline Commission, are deputy leaders.
It's understood that on April 19, the CCP Central Committee
Politburo decided in a meeting to launch a so-called "Execute the Party's Education on People Movement."
On June 18, Xi Jinping arranged actions on this movement,
and asked to rectify the CCP's "Four Morales" which are
formalism, bureaucracy, hedonism and luxury
and a wasteful living style.
Ma Xiaoming, former Shaanxi TV reporter, said this kind
of rectification was done by Li Peng, Deng Xiaoping, Zhu Rongji, Jiang Zemin and other former CCP leaders.

is the one party dictatorship, one party authoritarianism.
Under one party authoritarianism, the ruling party isn't
restricted.
Official corruption and people's injury are everywhere.
It's testified by practice that this serious problem can't
be solved by the so-called rectification movements.
The fundamental problem is the political system
of this one party authoritarianism."
Ma Xiaoming believes that the current Chinese problem
isn't related to any CCP morale, but that the CCP grabs the country.
He said, "CCP is a naked bandit gang! The problems that
China are facing now are those of an evil gang."
Ma Xiaoming: "If they rectify according to the party's
constitution or by the country's law, how many officials will be free of penalty?
So from this point, they won't do a real rectification
but go through a process, sack some officials, and use this change to beat their political opponents."
Wei Ping, a Mainland China netizen, also said this so-called
rectification is probably another way to cheat commoners.
Wei Ping emphasized that the Chinese have lost
their confidence in CCP leaders.
The CCP corruption is worse, it totally disappoints
Chinese people, especially the petitioners.
Weiping: "In the beginning,
the CCP said beat all the tigers and flies.
A bunch of tigers and flies were sent out
to find tigers and flies.
I don't know whether they will find anything or not?
What's the real rectification?
All of them are interest groups. Xi Jinping should
rectify these officials, but he doesn't do it!"
Ma Xiaoming said the famous Yan'an Rectification Movement
is actually a political movement in CCP history.
It's a method that Mao Zedong used to move away
his political opponents.
He can't guarantee Xi Jinping doesn't treat it the same.
Ma Xiaoming: "I believe this time, Xi-Li might want
to remove their political opponents,
or the gang who has different political opinions
by this rectification.
The difference is they have realized that CCP is facing
a comprehensive collapse crisis now, and they want to solve the problem by rectification.
But (past) practice testified that this solution doesn't work."
Ma Xiaoming said if the rectification progresses lightly,
then it will be just a process.
But if it's progressed heavily, who should be punished
and who shouldn't be punished?
Who is clean?
He doubts the whole party should be removed.
Therefore, the are analysts who say that Xi Jinping naming
Liu Yunshan to handle this is throwing him a hot potato.

some reorganization of the supervision system of the Commission
for Discipline Inspection, taking local rights back to central CCP.
It tries to get rid of leadership of local party committees over
secretaries of Commission for Discipline Inspection.
