Journos Need Human Rights Training

For the third phase of its worldwide program of human rights education, the UN has its eye on the media. You don't have to look far to understand why, writes Paula Gerber

The United Nations has recently singled out journalists and media professionals as in need of increased education about human rights, as part of the World Programme for Human Rights Education. Its first phase (2005-2009) focused on human rights education within primary and secondary school systems. Educating children about human rights is a logical starting point.

The second phase (2010-2014) focused on human rights education in the higher education sector and for teachers, civil servants, law enforcement officials and military personnel. Again, a fairly logical choice if you want to raise awareness, and increase respect for human rights.

In a move that has taken many by surprise, the UN Human Rights Council, two weeks ago, decided that journalists and media professionals should be the target audience for the third phase (2015-2019). When one thinks of human rights education, there are other groups that spring to mind before journos: persons with disabilities, minorities and Indigenous peoples would all welcome being empowered through increased knowledge of human rights and how to assert them. What then is behind the decision to target journalists?

It's a curious decision given all the talk about the demise of journalism within mainstream media organisations and the rise of "citizen journalists" using new media technology. But if we look at the coverage of some recent news events by the media, we see that targeting journalists for training about human rights may not be a bad idea.

Last year a court ordered that four sisters, aged between nine and 15, were to be returned to Italy to live with their father. Channel 7 news filmed the four girls being removed from their mother and taken to the airport. For a TV crew to film these children at such an emotionally charged time, when they were in a highly distressed state, was a clear violation of their human rights.

Children have a right to privacy and dignity, so that decisions concerning them will be made taking into account their best interests. Splashing these images across the television and internet shows a disturbing lack of respect of these girls’ rights and demonstrates that these journalists and media organisations have no understanding of, or respect for, the human rights set out in the UN Convention on the Rights of the Child, a treaty which Australia has ratified.

Recent saturation media coverage of the arrival of asylum seekers by boat, also suggests that educating journalists and media organisations about human rights could be useful. Instead of blindly repeating the government’s descriptions of people seeking asylum as "illegals" and "queue jumpers", journalists should study the UN Refugee Convention which clearly states that people have the right to enter a country for the purposes of seeking asylum.

This is a fundamental right that applies regardless of how they arrive and whether or not they have valid travel or identity documents. Thus, an understanding of human rights might stop newspapers and other media outlets incorrectly referring to people legitimately seeking asylum as "illegal boat arrivals".

Derryn Hinch is a person who springs to mind when we think about human rights training for people working in the media. His inability to comprehend the fundamental principle that an accused person has the right to a fair trial was on display when he published details of the criminal history of Jill Meagher's killer, Adrian Bayley, before there had been a determination of his guilt by the courts.

Of course, we are all aware of the role that the media played in the recent UK phone hacking scandal. One would need a whole book to cover the human rights violations committed by employees of the now defunct Murdoch publication, News of the World.

The UN Human Rights Council is not the first organisation to consider the human rights responsibilities of journalists, although it is the biggest. The group, Journalists for Human Rights, analysed all media coverage in Canada relating to Indigenous peoples and found that media stories about Aboriginal issues made up less than half of one per cent of media coverage, most of that coverage focused on crises, and most of the crisis coverage was negative. Would an analysis of media coverage of Indigenous people in Australia reveal a similar situation?

So the UN Human Rights Council may just be on to something. Making journalists and media professionals the focus of the next phase of the World Programme for Human Rights Education shines a light on the important role that this sector of society plays in ensuring a right respecting culture. The challenge now is for Australian media organisations and journalism schools to heed this call to action, and to start taking their human rights responsibilities seriously.

Mainstream journalists obviously need to be educated about human rights if they have missed out on this in 20 years of schooling  - however they really  urgently need to be educated in how to find a skerrick of decency to stand up for human rights by honest and humane REPORTAGE.

We are all familiar with what is called the Natural Law  adhered to by decent people and enunciated by major international conventions that enshrine decent humane values but which are grossly violated by Australia and the war criminal US Alliance of which it is a slavish part , with this being egregiously IGNORED by Mainstream presstitutes e.g. 

1. The UN Charter prohibits invasion and devastation of other countries except in self-defence or with UNSC approval ( Britain  has invaded most countries; the US has invaded 70 countries; democracy-by-genocide Apartheid Israel has invaded 12; Australia as a UK or US lackey has invaded 24).

2. Articles 55 and 56 of the Geneva Convention relative to the Protection oif Civlian Persons in Time of War demand that an Occupier must provide life-sustaininng food and medical requisites to the conquered  Subjects "to the fullest extent of the means available  to it" (under-5 infant deaths in war-and sanctions-devastated Iraq and war-devastated Afghanistan now total 2.0 million and 3.0 million, respectively  , 90% avoidable and associated with gross violation fo the Geneva Convention by the US Alliance and Australia).

3. The Universal Declaration of Human Rights (about 46 years after the 1967 Aparthgeid Israeli conquest of all of Palestine, the Australia- and Western-backed, invasion-, occupation- , theft- , genocide-, lying- and race-based Apartheid State of Israel still comprehensively violates ALL basic human rights of the Indigenous Occupied Palestinian People as set out in the 30 Articles of the UN Universal Declaration of Human Rights (see: http://www.un.org/Overview/rights.html    and Gideon Polya,  ."Apartheid Israel Excludes Occupied Palestinians From All Provisions Of  The Universal Declaration Of Human Rights", Countercurrents, 20 May 2012: http://www.countercurrents.org/polya200512.htm ) .

4. The Refugee Convention demands that all signatories  welcome and care for refugees as legitimate arrivals (Lib-Lab Australia subjects ALL refugee arrivals by boat   to indefinite, highly abusive imprisonment in remote malarial concentration camps).

5. The Rights of the Child Convention is grossly violated by Australia as set out in examples 1-4 above.

6. The Right to Life of BORN people is grossly violated by Australia as set out in examples 1-4 above.

7. Article 2 of the UN Genocide Convention states: “In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group, as such: a) Killing members of the group; b) Causing serious bodily or mental harm to members of the group; c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; d) Imposing measures intended to prevent births within the group; e) Forcibly transferring children of the group to another group” (this is grossly violated by the major Euopean  powers, the UK, the US, Apartheid Israel and Australia. Indeed not jjust  run-of-the-mill Mainstream media jourmalists but the recently launched 2-volume “The Cambridge History Of Australia” ignores  30 genocidal atocities in which Australia has been complicit (see Gideon Polya, ” Review: “The Cambridge History Of Australia” ignores Australian Involvement In 30 Genocides”, Countercurrents, 14 October 2013: http://www.countercurrents.org/polya141013.htm ).

Peace is the only way but silence kills and silence is complicity - decent people are obliged to speak out, the more so when their own family members have been subject to genocide (as was  mine) . And the best example of ethical breaches you can come up with is Derryn Hinch? While journos fall over each other to outdo the "propaganda bile of Martha Gelhorn" by supposedly telling
"unpalatable truth, validated by powerful facts, that exposes establishment conduct and its propaganda, or "official drivel", as Martha called it. "
to be rewarded with The Martha Gellhorn Prize for Journalism.

The MSM primary litmus test for journalistic integrity in our time, Palestine or Israel - which side are you on?

You journos that aspire to the heights of Gellhorn; really need to read beyond the sources sanctioned by your handlers.
Look perhaps to the bloggers for inspiration, who aren't hamstrung by reliance on handlers for the crumbs on their plate.
