The "Congressional Oversight Panel" was mandated by Title 1, Section 125 of the TARP legislation as an "establishment in the legislative branch." The Congressional Oversight Panel is charged with the job of reviewing the state of the markets, current regulatory system, and the Treasury Department's management of the Troubled Asset Relief Program. The panel is required to report their findings to Congress every 30 days, counting from the first asset purchase made under the program. The panel must also submit a special report to Congress about regulatory reform on or before January 20, 2009. The Congressional Oversight Panel will cease to exist on December 31, 2009 unless renewed. The Heartland Institute's Second International Conference on Climate Change (ICCC-2), took place March 8-9, 2009, in New York City. The theme was "Global Warming: Was It Ever Really a Crisis?" Seventy-five papers were delivered by some of the world's leading scientists, climatologists, economists, policymakers, and opinion leaders, all supporting their view that human activity does not threaten to raise global temperatures to crisis levels. Many speakers presented new data and analysis of climate change affecting global temperatures, severe weather patterns, species survival, the integrity of temperature and climate measurements, and the economic and business impact of global warming policies.

John Michael Frankenheimer was an American film and television director known for social dramas and action/suspense films. Among his credits were Birdman of Alcatraz, The Manchurian Candidate, Seven Days in May, The Train, Seconds, Grand Prix, French Connection II, Black Sunday, and Ronin. Frankenheimer won four consecutive Emmy Awards in the 1990s for the television movies Against the Wall, The Burning Season, Andersonville, and George Wallace, which also received a Golden Globe award. He was considered one of the last remaining directors who insisted on having complete control over all elements of production, making his style unique in Hollywood.
